Die Politik der Regierung kann schwanken, sie kann der Persönlichkeit größere oder geringere Freiheit im Gebiete des bürgerlichen und wirtschaftlichen Lebens gewähren, ... aber alles ist eben der Regierungswillkür überlassen, die nicht nur jeden Augenblick alle Rechtsnormen - mit rückwirkender Kraft - ändern kann, sondern auch in jedem einzelnen Falle gegen die bestehende Rechtsordnung handeln darf.
