They have been shamefully neglected. But the answer is to change Britain, not to leave Europe. This book sets out how we can radically improve the lives of people and communities shut out from prosperity. The EU, despite its frailties and strains, is a success story. The advantages of leaving are illusory: no gains in trade from deals with protectionist China and the United States can compensate for what is being lost in Europe. Britain is weakening a pillar of the world's diplomatic and trade order at the same time as weakening itself - an act of self-harm, especially when so many countries are retreating from democracy, free trade and progressive values. In Saving Britain Will Hutton and Andrew Adonis set out a bold plan to transform Britain and fight for Europe as a force for good at home and abroad.
A wake-up call to Britain, and the global economy THE STATE WE'RE IN, Will Hutton's explosive analysis of British society, was the biggest selling politico-economic work since the Second World War. Now, as the world realigns itself in the wake of September 11, Hutton turns his attention to the global picture, and the ways in which the new world should be ordered. To understand the global economy, Hutton argues, one must first understand the United States where, over the past 30 years, the forces of conservatism have achieved such supremacy as to reduce liberalism to a term of abuse. The results have been dire: America is a weaker, fragmented society, and its economic strenths are oversold and misunderstood. But Britain and Europe are different: our attitudes towards property, equality, social solidarity and the public realm are strikingly distinct from Amerrica's current conservative leanings. Europe should not be afraid to stand up against the American version of globalisation, and champion the cause of a reinvigorated international society - taking over the mantle now abandoned by the US.
Britain is beset by a crisis of purpose. He argues that the weakness of the economy can't be divorced from the problems of the rest of society. This is a root and branch, total critique of our institutions. We have eighteenth century state doing a twentieth century job. Our business doesn't get the investment it needs because of the City's stranglehold on the economy. The cult of the Gentleman is killing creativity. Parliament doesn't get the people's respect because it is unreformed; the government of the revolutionary Margaret Thatcher got lost; the opposition is crippled by its own conservatism. Hutton has uncomfortable explanations for the attitudes that prevent us moving forward into the twenty-first century as a truly modern country. This provocative and stimulating book warns instead that China is running up against a set of daunting challenges from within that could well derail its rise and, in turn, deliver a crippling shock to the global economy. Britain, Europe and the US must recognise that they have a vital stake in assuring that collapse does not happen. China's effect on our lives is reflected in our house prices, the inequality in our wages and the prices we pay in our shops. Yet China is burdened by a weak enterprise system, growing social protest and environmental degradation. Hutton shows how the contradictions of an authoritarian state are fundamentally disabling and argues that if China is to complete the transition to capitalism upon which it has embarked, it has no choice but to embrace the mechanisms that make business and government accountable to people - from a free press to representative governance. This is a powerful warning that global peace and prosperity depend upon successful transition.
Will Hutton argues that Keynesian revolution has yet to take place. Economists, he finds, have not yet come to terms with the heart of Keynes' argument: that there are limits to what prices can do in a market economy. But referring closely to Keynes' writings, Hutton demonstrates that Keynes was concerned to show how the financial sector of the economy originated and how it reinforced the incapacities of the market economy. Post-war Keynesianism, Will Hutton concludes, has overstressed the role of fiscal policy in programmes of Keynesian economic management: it is but one element in a larger policy of financial and momentary leverage aimed at leaning against these market incapacities. By insisting that government intervention is a prerequisite to the proper functioning of the market, Keynesianism in effect becomes a political philosophy challenging the entire panoply of economic and political liberalism. As such it may require important changes in the structure of government if it is to be implemented successfully.
The suddenness and depth of the recession has raised questions about the workability of capitalism not seen since the 1930s. Washington may be the new Rome but the world will be a better and safer place if its ambitions are balanced and it is this which makes the single currency so important. Will Hutton’s passionate book shows how the right and left have gone wrong over the course of the last century – and how we can remake a better Britain. Britain’s inability to invest in itself is at the heart of our problems. The malevolent thread linking the grievous errors of the last forty-five years is the attempt to create the utopia of free markets and a minimal state. The terrible consequences scar our country today. We need an alternative economic and political philosophy, especially if we are to ward off a nihilist populism. Two great traditions – ethical socialism and progressive liberalism – can be brought together to offer a different way forward. Hutton describes the views of their major thinkers, and their common vision of what he calls the ‘We Society’ – combining the ‘We’ and the ‘I’. The two strands of thought both believe in the duty to treat people fairly in a capitalist system that, without guiderails, spirals into inequality, monopoly and exploitation. Out of this shared worldview came the great reforming Liberal government of 1906–14, supported by Labour MPs who’d been elected in industrial areas with Liberal backing. This alliance, Hutton argues, was the great opportunity of modern British history. It was destroyed by the First World War. In 1945 a Labour government, informed by great Liberal intellectuals like Keynes and Beveridge, showed once again what can be achieved when the two progressive strands fuse. Since then, our deeply unfair electoral system has allowed Conservatives to dominate government and commit a long series of great, avoidable errors. The Labour Party, fatally divided between socialist purity and timid pragmatism, must rediscover the ingredients that made for the success of the great reforming governments of the twentieth century. This failure to uphold the ‘We Society’ has betrayed Britain. Capitalism must be repurposed to work for the common good. And our degraded democracy, the necessary means for such change, must be reformed. Hutton’s proposals are inspiring and rooted in values held by the overwhelming majority of us. Above all, they are achievable.

This glorious and frightening read (MT Magazine) examines capitalism's place as the universal social and economic order of our time. If the Conservatives were to win again, it would confirm that British democracy is a sham - that we live in a one party state and the electorate will exact no penalty for broken promises and the abuse of power. Will Hutton argues that the tories can no longer be trusted: the recent economic `growth' is little more than a catch-up from the lost recession years, while investment is still weak and inflation high; Black Wednesday revealed the Goverments economic incompetence; and taxes have risen by a record in post-war Britain. Tony Blair has skilfully exploited the Tory divisions and successfully remodelled his party: New Labour is reformist, committed to social justice, solidarity and achievable levels of equality. The years of Tory Goverment have revealed the shortcomings of a free-market economy: a big shift of economic power to the employers and a sharp rise in in equality. Will Hutton urges Labour not to embrace a Conservative agenda in economic terms but to deal with the challenge of structuring the free-market economy to get the best balance of growth and a good society, and to make fundemental choices over the character of the capitalism we want to develop.
The prevailing view of China is that the country is an economic juggernaut sure to become the dominant power of the twenty-first century. In this provocative and stimulating book critically acclaimed author Will Hutton warns instead that China is running up against a set of daunting challenges from within its own political and economic system that could well derail its rise, leading to a massive shock to the global economy. The United States, he argues, must recognize that it has a vital stake in working to assure this doesn't happen, for if China's political liberalization and economic growth collapse, the United States will suffer crippling consequences.

In today's highly globalized world economy, so much of the economic health of the United States -- our low inflation, high profits, and cheap credit -- rests upon China's economic growth and its massive investment in the United States. A great deal has been said about the economic and military threat China poses. But rather than provoking China with the military hawkishness of recent years and resisting Chinese economic supremacy with the saber rattling of protectionist antitrade policies -- twenty such bills have been introduced in Congress in just the last year -- the United States must build a strong relationship that will foster China's transition from an antiquated Communist state beset with profound problems to a fully modern, enlightened, and open society. Doing so will require understanding and engagement, not enmity and suspicion.

China's current economic model, Hutton explains, is unsustainable, premised as it is on the myriad contradictions and dysfunctions of an authoritarian state attempting to control an economy in its transition to capitalism. If the twenty-first century is to be the China century, the Chinese will have to embrace the features of modern Western nations that have spurred the political stability and economic power of the United States and Europe: the rule of law, an independent judiciary, freedom of the press, and authentic representative government that is accountable to the people. Whether or not China does so rests in large part on how well the United States manages the relationship and persuades the Chinese of the virtues of an open, enlightened democratic system.
