Particular emphasis is paid to public procurement of military equipment as a catalyst for innovation; and the civilian commercialization of military technologies (from gunpowder and cannons to submarines, missiles and aircraft) is documented by many case illustrations that show how macro-level productivity advance has been generated. A complementary volume to Advancing Public Procurement as Industrial Policy (2010), which focused on the spillover effects of the Swedish combat aircraft, Gripen, in this book Gunnar Eliasson widens the perspective to cover product development across the Swedish defense industry, with an emphasis on regional economic development and macro-economics, inter alia through the involvement of Saab (aircraft) and Kockums (submarines) in partnership ventures in Australia, Norway and Brazil. The volume is organized into four parts. Part one examines the historical transformation of the Swedish economy over the past three centuries from agriculture and raw materials to an advanced industrial economy. Part two presents detailed case studies to illustrate the spillover effects of procurement projects and military-industrial partnerships. Part three explains the spillover phenomenon theoretically within a dynamic micro- to macro-economic perspective. Particular emphasis is placed on the empirical credibility of model-based economy-wide and dynamic cost-benefit calculations. The book concludes with a section on fostering industrial development through public procurement. The result is a book that will appeal to economists in the industrial economics and management fields; to technical, marketing and purchasing executives in business; and to policy makers in public procurement concerned with innovation and long-run industrial development.
This study is about the macroeconomic effects of positive externalities or industrial spillovers around advanced production. This was the starting point of a long-lasting and painful colIective discussion, the results of which are documented here, during many meetings of this "itinerant" group, including the workshop in Padua, organised by Professor Luciano Pilotti and held in May 2001, "Systems, governance & knowledge within firm networks" at the Department of Economics of the University of Padua, and the recent international research seminar, held in May 2002, in Rome at the Tagliacarne Institute, within the EU sponsored project "Industrial districts' re location processes: identifying policies of EU enlargement West-East ID". The reason we decided to organise this book was not only to underline the importance of the industrial district (ID) model as a tool of propulsive local growth in a country like Italy. On the contrary, the idea that moved us was the theoretical dissatisfaction with the way in which the phenomenon of local development and industrial clustering of specific industries was treated in the international approach of the various disciplines.
This book provides a unique set of empirical and theoretical analyses on the conditions, determinants and effects of the exchange and trade of technological knowledge.
In an era of intense knowledge-based globalization and technology-based competition, the central role of networks, alliances and partnerships is now becoming recognized. By looking at the dynamics of these strategic organizational activities, leading authors in the field examine, in this book, how firms align themselves, how they use networks and enter into partnerships in order to develop new or radically improved processes, and how they introduce new or radically improved products to the market. The topic excludes, as the primary interest, spatial effects, such as those found in geographic clusters, or in regional innovation systems. The focus here is instead on the innovation process, and therefore examines framework issues about how we can assess networks of innovators, measurement issues for both researchers and official statisticians, and impact issues for both industry strategists and policy makers. Cooperation in Research and Development attempts to fill the void caused by this lack of consistent data on the rate of RJV formation, RJV characteristics, and RJV member characteristics. Significant attention is paid to the role of RJVs in facilitating `virtual' firm diversification as necessary to pursue particular technological objectives. An effort is also made to blend the reported theoretical and empirical analyses with conceptual models of the process of technological innovation and models of industrial evolution in order to provide answers beyond the reach of the received economic theory. Building on the literature in economics and geography, this book demonstrates that product innovation clusters spatially in regions which provide concentrations of the knowledge needed for the commercialization process. The book develops a conceptual model which links the location of new product innovations to the sources of these knowledge inputs. The geographic concentration of this knowledge fonns a technological infrastructure which promotes infonnation transfers, and lowers the risks and the costs of engaging in innovative activity. Empirical estimation confinns that the location of product innovation is related to the underlying technological infrastructure, and that the location of the knowledge inputs are mutually- reinforcing in defining a region's competitive advantage. The book concludes by considering the policy implications of these fmdings for both private finns and state governments. This work is intended for academics, policy practitioners and students in the fields of innovation and technological change, geography and regional science, and economic development. This work is part of a larger research effort to understand why the location of innovative activity varies spatially, specifically the externalities and increasing returns which accrue to location. xi Acknowledgements This work has benefitted greatly from discussions with friends and colleagues. The purpose of this book is to provide such an analytical compass for directing how public policy can shape and promote entrepreneurship. We do this in two ways. The first is to provide a framework for policymakers and scholars to understand what determines entrepreneurship. The second is to apply this framework to a series of cases, or country studies. In particular, this book seeks to answer three questions about entrepreneurship: What has happened over time? Why did it happen? And, what has been the role of government policy? The cornerstone of the book is the proposed Eclectic Theory of Entrepreneurship. The goal of the Eclectic Theory is to provide a unified framework for understanding and analyzing the determinants of entrepreneurship. The Eclectic Theory of entrepreneurship integrates the different strands from relevant fields into a unifying, coherent framework. At the heart of the Eclectic Theory is the integration of factors shaping the demand for entrepreneurship on the one hand, with those influencing the supply of entrepreneurs on the other hand. The key to understanding the role of public policy is through identifying those channels shifting either the demand for or the supply of entrepreneurship by policy instruments. The findings in this book show that, by utilizing the framework provided by the Eclectic Theory of Entrepreneurship, it is within the grasp of policymakers to identify the determinants of entrepreneurship in a particular country setting at a particular point in time. This will be essential in formulating new public policies to promote entrepreneurship and, ultimately, economic growth, job creation and international competitiveness.
According to its proponents, the `new economy' is associated with sustainable growth, increased demand for labor and zero inflation. On the micro-level, this bright avenue into the future is propelled by knowledge capital, flexibility and new ways of organizing production, such as clusters and networks. Progress in information technology, together with massive deregulation on the national and the international levels, have been credited with setting this development into motion. The concept of the `new economy' has been rapidly embraced by politicians, as it seems to offer a way out of the traditional trade-off between unemployment and wage inflation. However, empirical evidence regarding the microeconomic mechanisms of the `new economy' is scarce. Knowledge Capital and the `New Economy': Firm Size, Performance and Network Production intends to narrow this gap by empirically analyzing the composition of knowledge capital and how knowledge capital is distributed across firms of different size. Moreover, the impact of knowledge capital on firms' profitability and international competitiveness is also examined. Finally, we compare cluster dynamics and the institutional set-up in Europe and the U.S., with the purpose of identifying regulations that seem to hinder a conducive environment for expanding and dynamic European clusters. The results of this study emphasize the role of knowledge capital and flexibility. Thus, irrespective of how sustainable the `new economy' turns out to be, the policy implications in terms of providing institutions that facilitate knowledge-enhancing economic activities, flexible markets and transparent incentive structures are undeniable. Countries that fail in this respect may find themselves trailing in the international growth and welfare rankings.
This book provides a unique set of empirical and theoretical analyses on the conditions, determinants and effects of the exchange and trade of technological knowledge.
As the world of television moves from analog to digital, political and economic forces are being brought to bear on companies as they attempt to deal with changes occurring in their industries. It begins with a discussion of the technological and market opportunities existing in the period prior to the introduction of the Lockheed JetStar and the North American Sabreliner. The subsequent appearances of other biz jets -- the Learjets, HS-125s, Jet Commanders, Falcons, Gulfstreams, Citations, Challengers, Mitsubishis and derivative aircraft are treated in considerable detail. Biz Jets also covers 'planes involved in many unsuccessful attempts to enter the industry from 1955 through 1993. The study shows that while the industry has been quite concentrated throughout its history, the positions of the leading firms have always been contestable. Indeed, leaders at one point in time have often been displaced by others who succeeded in marshalling technological and market opportunities to their advantage. Manufacturers have had to undertake continuous efforts to improve the price-performance characteristics of their aircraft to gain and hold their market shares. Rivalries in the effective use of the stream of new technologies have brought forth new aircraft with both better performance and lower operating costs. At the same time, however, participation in the market has been extremely risky. Only a few companies have been able to earn profits. Entries, exits and mergers have altered the structure of the industry, but it remained decidedly unstable at least through 1992.
entrepreneurship-determinants-and-policy-in-a-european-us-comparison-book-david-b-audretsch-9780792376859
Entrepreneurship: Determinants and Policy in a European-US Comparison
Without a clear and organized view of where and how entrepreneurship manifests itself, policy makers have been left in uncharted waters without an analytical compass.
The actual organization and use of information systems in American, European and Japanese firms are investigated and compared with theoretical conclusions. Increasingly, complex firms and agencies must ask, and answer, such difficult questions as: What is knowledge? Where is it? Who has it? Does the organization lose or gain competitive advantage or effectiveness by sharing knowledge? Where can we find the knowledge we need? How can we measure knowledge? In a knowledge-based economy, these queries are integral to the pursuits of every policy maker, analyst and strategist. Knowledge Management in The Innovation Process - a joint project between Statistics Canada and Program of Research on Innovation Management and Economy (PRIME) at the University of Ottawa - brings together economic, social, measurement and policy views on these critical issues. This project fits into an ongoing research program at Statistics Canada to develop meaningful indicators for science, technology and innovation in a technology-intensive economy. It also fits into the ongoing program at PRIME to better understand technology policy and innovation strategy. This book tells the story of the dynamic interplay between knowledge and innovation with an eye to developing tools and frameworks for managing knowledge for social and economic benefit.
In an era of intense globalization, the critical role of the region as a center for economic development has sometimes been overlooked.
Fiorenza Belussi, Giorgio Gottardi, and Enzo Rullani This volume collects some papers presented at the Vicenza conference "The Future of Districts", held in June 1999, organised by the Department of Technology and Management of Industrial Systems of the Faculty of Engineering of Padua University, with the collaboration of several engineers, industrial economists, and experts in the issue of technology management.
Pontus Braunerhjelm and Karolina Ekholm Over recent decades, foreign direct investment (FDI) has become a major force in the global economy. The geographical pattern of capital formation, trade and technological spillovers across countries and regions, are to an in- creasing extent determined by the strategies chosen by multinational firms (MNFs). Between 1982 and 1994, the rate of growth of the global FDI stock was more than twice that of gross fixed capital formation, the growth of sales by foreign affiliates of multinational firms well exceeded that of world exports, and, by 1994, the MNFs accounted for approximately 6 percent of world output (United Nations, 1997, pp. xv-xvi). The overall mechanisms behind this rapid internationalization in terms of multinational produc- tion have been attributed to the dismantling of trade barriers and the deregulation of capital markets, together with the advances in information technology that have facilitated the coordination and monitoring of inter- nationally dispersed production. This development carries two important implications: First, firms operate in markets characterized by much tougher competition than only a decade ago, and, second, countries and regions are involved in competition for production to a much larger extent than before. This book addresses questions related to the location and geographical dispersion of the activities by multinational firms, a topic which has be- come of increasing concern to policy-makers.
William Latham Christian Le Bas Persistence of firm innovative behavior became an important topic in applied industrial organization with the publication of the seminal empirical work of P. Because this book deals intensively and extensively with the subject of firm innovation persistence, which is not, as yet, a well-known term, we need to provide a nontrivial definition of it that encompasses the full range topics we want to address and aids our understanding of how they are related to each other. The project group decided early on to focus fIrst on the technological system for factory automation - a relatively mature system of great importance to Swedish industry and in which Sweden has reached a leading position internationally - and then to shift the attention to other systems in various stages of development and with varying Swedish strength. The impetus for the conversion from analog to digital TV comes from many quarters, including the broadcasting industry, the computer industry, governments, consumer electronics manufacturers, content developers, and the Internet. The widespread acceptance of digital technology in both the home and the workplace account for the ready acceptance of the belief that the move to digital television is an appropriate advancement. Not all authors in this volume however are believers. This book is divided into four sections each dealing with one aspect of the transition from analog to digital TV broadcasting. The first section presents the various technologies. It establishes a structure for understanding the technologies currently in use as well as those being developed by the industries involved in the delivery of digital television. Now is an appropriate time for such an undertaking. First, there is a growing belief that the U.S. national research and development system, like that of many industrial nations, is changing due to global competitive pressures and advancements in information technology and electronic commerce. Second, industry's R&D relationship with the academic research community is changing not only because of the global competition but also because of alterations in the level of government support of fundamental research. As a result, policy makers will need to rethink their approaches to science and technology issues. This volume is a collection of essays by scholars about innovative policy in the knowledge-based economy. By knowledge-based economy we mean one for which economic growth is based on the creation, distribution, and use of technology. As such, innovation policy in such an economy must enhance the creation, distribution, and use of knowledge that leads to the creation, distribution, and use of technology. This volume considers elements of an innovation policy: innovation policy and academic research, innovation policy in electronic commerce, and innovation policy and globalization issues.
Cooperation in Research and Development provides an empirical and theoretical analysis of a distinct form of inter-firm collaboration in Research & Development (R&D): research joint ventures (RJVs). Of all types of cooperation, RJVs have received the most attention in both formal industrial organization and science and technology policy literature. The emerging theoretical economic literature on incentives of firms to join RJVs has not been followed by much empirical work. Cooperation in Research and Development should be of interest to academic economists, policy makers, and business representatives. The microeconomic issues the book deals with overlap significantly with the interests of decision makers both in government and business.
Technological Systems in the Bio Industries: An International Study represents a comprehensive, interdisciplinary, and systematic effort to understand the nature and role of technological change in a rapidly evolving arena of economic activity that can be loosely referred to as the bio industries.
It is now widely recognized that many of the central unresolved problems in economic policy, management and research turn on questions of knowledge.
Information, Innovation and Impacts - a joint project between the Program of Research in International Management and Economy (PRIME) at the University of Ottawa and Statistics Canada - brings together economic, social and statistical views of the impacts of the innovative uses of information.
technological-systems-and-economic-performance-the-case-of-factory-automation-book-b-carlsson-9789401040655
Technological Systems and Economic Performance: The Case of Factory Automation
In 1987 the Swedish National Board for Technical Development (STU, later becoming the Swedish National Board for Industrial and Technical Development, NUTEK) initiated a study of Sweden's Technological Systems and Future Development Potential. A comprehensive, interdisciplinary study was envisioned, yielding not only useful insight but also a permanent competence base for future analyses of technological systems and technology policy in Sweden. Three leading Swedish research institutes were invited to participate: the Industrial Institute for Economic and Social Research in Stockholm, the Department ofIndustrial Management and Economics at Chalmers University of Technology in Gothenburg, and the Research Policy Institute at the University of Lund. I was invited to direct the project. The project group decided to focus initially on a particular technological system, namely factory automation, to be followed by similar studies of other systems. Numerous publications have resulted from the project thus far. The current volume represents a summary of our work on factory automation. It consists of several original essays and of some previously published papers which have been edited, in some cases substantially, in order to form a comprehensive and coherent picture of a technological system. To our knowledge, this is the first in-depth analysis of a technological system designed as a component of a systematic study of technological systems more generally. At the time of this writing, three further studies on electronics and computers, pharmaceuticals, and powder technology are under way, to be published in a later volume.
Information theory, cybernetics and the theory of finite automata are used to model learning-by-doing, bounded rationality, routine behavior, and the formation of teams. The non-neoclassical characterization of production developed in this book ignores the usual quantitative relationships between inputs and outputs and instead views production strictly as a problem of control and communication. The motivation for this unconventional characterization of production comes from Schumpeter's critique of neoclassical economic theory. Schumpeter argued that neoclassical economic theory, and the habits of thought engendered by it, was the major obstacle to acquiring an understanding of technological change. The non-neoclassical characterization of production developed in this book is in keeping with how economic historians describe specific technological changes and how they write technological histories about particular machines, firms or industries.
economics-of-localized-technological-change-and-industrial-dynamics-book-cristiano-antonelli-9780792329107
The Economics of Localized Technological Change and Industrial Dynamics
The concept of localized technological change is emerging at the crossroads of different approaches to the economics of innovation and new technologies.
Both economic, social and political changes affect the characteristic diversity of Europe and they have a special impact on the countries and regions that were traditionally known as the periphery within Western Europe.
Using an evolutionary perspective, and drawing on a range of disciplines, Networks, Partnerships and Alliances explores important issues at the conceptual, methodological and comparative levels concerning the construction of comparative advantage.
Technological Systems in the Bio Industries: An International Study represents a comprehensive, interdisciplinary, and systematic effort to understand the nature and role of technological change in a rapidly evolving arena of economic activity that can be loosely referred to as the bio industries. These include biomedical industries that deliver goods and services used in health care, including those based on genetic engineering, as well as applications of biotechnology in other industries such as agriculture, food production, and the forest industries. This volume is the third in a continuing series of studies on technological systems; it seeks to identify and address new sets of conceptual and methodological issues in analyzing innovation systems, particularly as regards the delimitation of relevant systems. The book makes an in-depth comparison of the biomedical clusters in Sweden and Ohio. It also sheds light on the emergence of new science-based technological systems.
represents approaches and methods, used in the past years to test the efficiency of various tools of industrial technology policy and discusses their strengths and weaknesses, and draws conclusions for the further development of the evaluation of technology policy in selected areas.
This book offers a geographic dimension to the study of innovation and product commercialization. I wish to specifically note the contribution of Mark Kamlet, Wes Cohen, Richard Florida, Zoltan Acs and David Audretsch. I would like to thank Gail Cohen Shaivitz for her dedication in editing the final manuscript.
https://www.worldofbooks.com/collections/economics-of-science-technology-and-innovation-book-series.oembed
