Bringing together the journal's major work, this new book charts a fascinating period in which environmental politics developed from a marginal position in society and the academy, to its current place in the intellectual mainstream. Subdivided into clear sections on political theory, social movements, political economy and policy questions, and assisted by a contextualising introduction, this volume focuses on a set of clear themes: the character of green political theory relationships with other political traditions and theories origins and dynamics of contemporary environmental politics differences, similarities and tensions between the North and South the relationship of environmentalism to market economics and ecological modernization environmental aspects of distributive justice at the local, national and global levels the roles, value and valuing of nature in green theory and institutional practice. As a compilation, this book is unique. It delivers a snapshot of a variety of issues in the field, and is therefore ideally suited to teaching purposes, especially at postgraduate level. In so doing, the dominant conceptions of justice that underpin key global environmental policies are identified and criticised on the basis of their compatibility with the normative essence of global sustainable development. Global Justice and Neoliberal Environmental Governance demonstrates that whilst moral norms inflict far greater impact in regime development than is currently acknowledged by orthodox approaches to regime analysis, the core polices remain rooted in two neo-liberal interpretations of justice which undermine the ability to achieve sustainable development and international justice. Can we be genuinely free and live in sustainable societies? This book argues that we can, if we recognise and celebrate our ecological embeddedness, rather than seeking to transcend it. But this does not mean freedom can simply be redefined to fit within ecological limits. Addressing current unsustainability will involve significant restrictions, and hence will require political justification, not just scientific evidence. Drawing on material from perfectionist liberalism, capabilities approaches, human rights, relational ethics and virtue theory, Michael Hannis explores the relationship between freedom and sustainability, considering how each contributes to human flourishing. He argues that a substantive and ecologically literate conception of human flourishing can underpin both capability-based environmental rights and a eudaimonist ecological virtue ethics. With such a foundation in place, public authorities can act both to facilitate ecological virtue, and to remove structural incentives to ecological vice. Freedom and Environment is a lucid addition to existing literature in environmental politics and virtue ethics, and will be an excellent resource to those studying debates about freedom with debates about ecological sustainability.
Climate migration, as an image of people moving due to sea-level rise and increased drought, has been presented as one of the main security risks of global warming. The rationale is that climate change will cause mass movements of climate refugees, causing tensions and even violent conflict. Through the lens of climate change politics and securitisation theory, Ingrid Boas examines how and why climate migration has been presented in terms of security and reviews the political consequences of such framing exercises. This study is done through a macro-micro analysis and concentrates on the period of the early 2000s until the end of September 2014. The macro-level analysis provides an overview of the coalitions of states that favour or oppose security framings on climate migration. It shows how European states and the Small Island States have been key actors to present climate migration as a matter of security, while the emerging developing countries have actively opposed such a framing. The book argues that much of the division between these states alliances can be traced back to climate change politics. As a next step, the book delves into UK-India interactions to provide an in-depth analysis of these security framings and their connection with climate change politics. This micro-level analysis demonstrates how the UK has strategically used security framings on climate migration to persuade India to commit to binding targets to reduce their greenhouse gas emissions. The book examines how and why such a strategy has emerged, and most importantly, to what extent it has been successful. Climate Migration and Security is the first book of its kind to examine the strategic usage of security arguments on climate migration as a political tool in climate change politics. Original theoretical, empirical, and policy-related insights will provide students, scholars, and policy makers with the necessary tools to review the effectiveness of these framing strategies for the purpose of climate change diplomacy and delve into the wider implications of these framing strategies for the governance of climate change.
International environmental agreements provide a practical basis for countries to address environmental issues on a global scale. Many states have experienced rapid economic growth over the past two decades that has led to an increasing share of global wealth. Such dramatic changes are highly relevant because they raise important issues about the distribution of global monetary and fiscal power. As the EMEs have gained importance in the global economy, their influence and significance have grown across a wide range of policy domains. One particularly relevant example is the increasingly critical role of EMEs in addressing climate change. Contrary to the popular belief that the level of development determines a country’s ability to produce positive environmental outcomes, this book shows that the variation in environmental outcomes among the EMEs is due to differences in the types of economic institutions prevalent in their economies. Since EMEs differ dramatically on a number of variables, examining national variations in economic institutions helps explain why international climate policy has been more successful in some countries than in others. To assess how variations in capitalism may influence important outcomes, this book explores a representative sample of 31 EMEs and employs a mixed method research design that incorporates both conventional regression analysis and Qualitative Comparative Analysis (QCA) to explain these outcomes. The analysis shows that although liberal market economies were expected to perform better than other types of capitalism, their performance fell below expectations. On the contrary, economic institutions related to coordinated types of capitalism (like those found in China and Brazil) have led to greater Clean Development Mechanism (CDM) market participation. Theoretically informed, this book employs innovative ways of understanding a broad set of increasingly important but under studied states in an effort to highlight the interactions found in complex socio-political and ecological systems. With the growing importance of the EMEs, a better understanding of how to design market-based policies with them in mind will be required if future efforts across a range of policy issues are to be meaningful and effective.
Ecological crises have never been higher on the international political agenda. The problems impeding this goal include those of how to arrest induced global environmental change (GEC), persistent disagreements about the contribution of economic activities to GEC and further differences in views on how these activities can be reformed in order to reduce the rate of change and thus to mitigate threats to much life on Earth. Reforming Law and Economy for a Sustainable Earth aims to help resolve these problems in two ways. Since addressing GEC will require global coordination, the book first clarifies the conditions necessary to achieve this effectively. Paul Anderson explores these conditions with the aid of a sustained analysis of key concepts in influential disciplines, particularly in social and political theory and law, relating to the transition to a sustainable economy. Second, Anderson tackles the problem of how to arrest GEC by incisively evaluating two leading theoretical positions in terms of their capacity to support the conditions required for effective global coordination. From this basis, the book offers an extensive critique of the idea that global environmental problems can be solved within the framework of global capitalism. It also critically reviews and advances the proposition that global sustainability can be achieved only by changing the capitalist form of organizing the economy. Enriched by a genuinely interdisciplinary approach, the originality of Reforming Law and Economy for a Sustainable Earth lies in the manner it combines a rigorous analysis of the requirements for global sustainability with decisive conclusions as to what are, and what are not, viable means of fulfilling those requirements. The book advances research on sustainability within key disciplines, among them political theory, law and social science, by offering a timely and insightful statement about the global environmental predicament in the 21st century.
Examines the major theories within international relations, and how these can help us understand the emergence of global warming as a political issue.
Local campaigns are the most persistent and ubiquitous forms of environmental contention. National and transnational mobilisations come and go and the attention they receive from mass media ebbs and flows, but local campaigns persist. The persistence or re-emergence of local campaigns is also a reminder that it remain possible to mobilise people around environmental issues, and they have often served as sources of innovation in and re-invigoration of national organisations that have allegedly been co-opted by the powerful and incorporated into the established political and administrative system. But local environmental campaigns have been relatively neglected in the scientific literature. Drawing on examples from Britain, France, Greece, Ireland and Italy, this book seeks to redress that neglect by examining the networks among actors and organisations that connect local mobilizations to the larger environmental movement and political systems, the ways in which local disputes are framed in order to connect with national and global issues, and the persistent impacts of the peculiarities of place upon environmental campaigns. This book explores the workings and outcomes of these agreements, and analyses key questions of why some problems are dealt with successfully and others ignored. By examining fundamental policies and issues in environmental protection this text gives an easily comprehensible introduction to international environmental agreements, and discusses problems in three areas: air, water and on land. It traces the history of agreements in broad thematic areas related to long-distance air pollution, ozone-depleting and greenhouse gases, ocean management, biological diversity, agricultural plant diversity and forest stewardship. Drawing on experts in their respective fields, this book provides an insightful evaluation of the successes and failures, and analysis of the reasons for this. Concluding with an insightful examination of research to show how performance of agreements can be improved in the future, this volume is a vital contribution to our understanding of the politics associated with establishing international environmental consensus. International Environmental Agreements will be of interest to scholars, students and researchers in global environmental politics, international relations and political science. How can governments in a liberal society shape the choices and character development of free citizens? James Connelly argues that the shaping and promotion of environmental character and virtues can, and should be, done only indirectly. This leads to a consideration of the role of virtues within the life of citizens and of what constitutes an environmental citizen, together with an examination of the types of democratic participation and engagement available to citizens and their relation to the networks of civil society. The characterization of the virtues not only applies to individuals, but also to companies, organized groups and governments. Within the policy realm the question of environmental virtues and dispositions is becoming even more pertinent given the increased use of environmental policy instruments based on voluntary and economic incentives rather than more traditional command and control approaches. Sustainability and the Virtues of Environmental Citizenship will be of interest to scholars, activists, professionals and those working in the environmental theory and practice.
liberal-democracy-and-the-problem-of-political-agency-the-limits-to-change-in-en-book-daniel-hausknost-9781138998704
Liberal Democracy and the Problem of Political Agency: The Limits to Change in Environmental Politics

Liberal democracy has been an impressively successful model of political order in an era that was characterised by economic growth and resource abundance. But how will it fare in the 21st century, when the pressing challenges of climate change, resource scarcity and environmental degradation require a comprehensive transformation of industrial societies? Does it have the institutional capacity to facilitate the necessary processes of radical societal change? Or is it structurally tied to precisely that type of socioeconomic structure which it needs to overcome? In other words: can liberal democracy be opened up for alternative models of societal development or is it locked onto a trajectory that cannot be changed from within?

Finding answers to these questions is arguably among the most important tasks for democratic theorists today. In this book, Daniel Hausknost provides an analytic framework for their systematic exploration. Probing into the functional core of liberal democracy by analysing the mechanisms stabilising it and sustaining popular allegiance, he carefully examines the role these mechanisms play in structuring political agency, thereby enabling certain forms of change and disabling others. The resulting heuristic model of an 'agentic regime' of liberal democracy allows Hausknost to show the extent to which liberal democracies are locked into a self-referential mode of change that is unable to connect in a meaningful way to 'external' realities like climate change and socio-ecological boundaries. Consequently, he explores how the transformative capacities of liberal democracy might be enhanced and the 'agentic deadlock' broken.

Liberal Democracy and the Problem of Political Agency presents the first step toward a transformative model of democracy.

The 'Western' green movement has grown rapidly in the last three decades: green ministers are in government in several European countries, Greenpeace has millions of paying supporters, and green direct action against roads, GM crops, the WTO and neo-liberalism, have become ubiquitous. Whilst the concept figures more prominently in public debate and policy making than ever before, the ecological footprint of advanced liberal consumer societies continues to grow, and the forceful economic development of countries such as China and India reinforces concerns that the world is moving further away from, rather than closer towards the ideal of sustainability. Given the proven failure of ecological modernisation strategies to secure sustainability, the traditional question "How may our established lifestyles and socio-economic practices be made more sustainable?" needs to be supplemented by a second, equally important, question: "How do advanced modern consumer democracies try and manage to sustain what is known to be unsustainable?" Put differently, traditional research into the politics of sustainability needs to be supplemented by a new line of research into the politics of unsustainability. Exploring the recent transformation of eco-political discourses and a variety of ways in which the unfolding paradox of sustaining the unsustainable is being managed, the present volume pioneers this new research agenda. In the 1960s-70s, the world was slowly beginning to realise that environment degradation was not sustainable. With phenomena such as acid rain, it became clear that pollution did not stop at national boundaries and the European environmental conscience developed in parallel to such growing environmental concerns. The oil crisis in 1973 was a turning point in the integration process for both energy policy and environment policy, and while further integration towards the European energy policy failed; the environmental policies took shape in measures such as energy saving. The Commission incorporated both energy and environmental policies into the EU policy canon and built an institutional framework, responding to the insufficiency of national policy answers and the developing environmental conscience of the European people. This book will be of interest to students and scholars of European Integration, European Union politics and history and environmental politics and policy.
'Why have GM Foods become so controversial? While nation-state governments increasingly struggle with this new politics, which moves beneath, between and beyond national borders, others entities like transnational corporations have flourished. But it is not just business which increasingly bypasses these traditional boundaries. Environmental groups are also moving though this transnational space, and their politics are defined by such qualities as fluidity, ambiguity and rapid changes in identity, mission and structure. In this book, the politics of environmental movements are presented as particularly salient examples of these new phenomena. Drawing on fieldwork from Europe, Asia, America, Africa and the Middle East, the contributors address a range of trans-national processes: efforts to construct common agendas transnationally; the diffusion of new repertoires of environmental protest; the role of environmental groups in the construction of new modes of environmental governance; how neo-liberalism affects local environmental activism; evidence of transnational influences and pressures on environmental politics in repressive regimes; and the dilemmas of defining questions of environmental justice and post-colonial environmental politics without suppressing the differences between environmentalism in different countries.
More than twenty years after the Bruntland Commission report, Our Common Future, we have yet to secure the basis for a serious approach to global environmental governance. The failed 2002 World Summit on Sustainable Development showed the need for a new approach to globalization and sustainability. Taking a critical perspective, rooted in political economy, regulation theory, and post-sovereign international relations, this book explores questions concerning the governance of environmental sustainability in a globalizing economy. With contributions from leading international scholars, the book offers a comprehensive framework on globalization, governance, and sustainability, and examines institutional mechanisms and arrangements to achieve sustainable environmental governance. It: considers current failures in the framework of global environmental governance addresses the problematic relationship between sustainability and globalization explores controversies of development and environment that have led to new processes of institution building examines the marketization of environmental policy-making; stakeholder politics and environmental policy-making; socio-economic justice; the political origins of sustainable consumption; the role of transnational actors; and processes of multi-level global governance. In addition, as each section is chronologically arranged, an evolution of related ideas can be clearly seen and appreciated, which builds an excellent understanding of the field of environmental politics
This new study shows how environmental issues represent a deep problem in conceptualising the relationship between human beings and nature. This key relationship grounds the implicit ethical and political concerns of International Relations and our understandings of environmental politics. It demonstrates that the core theoretical orientations of the study of International Relations are not only incapable of understanding and responding to contemporary problems, but are profoundly complicit in creating the ecological problems in the first place. This major book develops a sense of these realities based on the thinking of Martin Heidegger. It forwards new ways of rethinking the environmental questions and addresses crucial issues such as sovereignty, the International Law of The Sea, the Kyoto Protocol, Northern Alaskan oil exploration and exploitation and the impact of the United Nations Convention on the Law of The Sea III.
