Cunningham remained concerned over the future of the country's defence and that of the Royal Navy and he was able to speak in major defence debates in the House of Lords. This second volume of Cunningham's papers covers the period of his life described above. There he was to remain for the next eleven and a half years, serving, successively, the Ministries of Lord John Russell, (Whig, 1846-52), Lord Derby (Conservative, 1852), Lord Aberdeen (Whig\/Peelite coalition, 1852-55), Lord Palmerston (Whig, 1855-58), and Lord Derby again (1858-59).  He was gazetted with the civil K.C.B. in recognition of his lengthy service at Whitehall, in particular his labours during the Russian (Crimean) War. He possessed in abundance both patience and discretion. En voyage he artfully captured two brand-new French frigates which were subsequently taken into the service of Britain, and during his tenure he won the heartfelt gratitude of local merchants by ridding the surrounding seas of American privateers preying on British trading vessels. True to form, he clashed with the judge of the Vice-Admiralty Court on Antigua and with the general with whom he led a combined naval and military assault on Martinique and Guadeloupe following Napoleon's escape from Elba. He later served as Commander-in-Chief, Portsmouth having resigned his parliamentary seat to do so.   Married first to the sister of the Earl of Elgin, of 'Marbles' fame, and secondly to a cousin of 'sea wolf' Lord Cochrane, he was well-known to George III, who as a result of Durham's amusing yet improbable anecdotes, dubbed any tall tale he heard 'a Durham'. This collection of his papers consists mainly of letters and despatches relating to his service in the Channel Fleet, the Mediterranean, and the Leeward Islands. Correspondence with his parents during 1789–1790 reflects his anxieties relating to employment and prospects for promotion when he was a young lieutenant with an illegitimate child to support. The letters in this edition testify how Admiral Nelson’s life at sea was not exclusively public nor was Lady Hamilton’s life ashore solely private. It also shows how the two supposedly separate spheres of male and female lives were connected. There he fostered his talent for invention and innovation, developed the concept of the Panopticon and learned the value of individual responsibility. Having equipped the flotilla of small craft that fought and defeated the Turkish navy in the Black Sea, he returned to Britain in 1791 aged 34 and a Brigadier General.\u003cbr\u003e \u003cbr\u003e Attached to the Admiralty from 1795, he aimed to enlarge the capacity and efficiency of the dockyards, as measured by the turn-around speed of ships refitting and undergoing minor repairs. He admired 'mill practice' and developed the Wood and Metal Mills at Portsmouth to demonstrate the ability of the navy to become as productive as private industry. To this end, he aimed to use contemporary science, logical thinking and education to enhance yard productivity. To this end, in 1800 he advanced a programme of administrative reform based on personal accountability, detailed accountancy and central cost control.\u003cbr\u003e \u003cbr\u003e Bentham was supported by First Lords Spencer and St Vincent but he aggravated members of the Navy Board by the works he directed at Portsmouth and he aroused their apprehension by his obvious ambition and condemnation of board collective responsibility. In 1805 he was sent to Russia on a mission to build ships for Britain. While he was away, his Admiralty post was abolished and in 1808 he was obliged to accept the post of Civil Architect and Engineer at the Navy Board. In 1812 that post too was dissolved\u003cbr\u003e \u003cbr\u003e Samuel Bentham was nevertheless a brilliant man of extraordinary capabilities, a polymath who planted modern ideas in the civil departments of the navy. A challenging character, he has been too little known. His friend, the Mechanist Simon Goodrich, advised him he was regarded as a 'strange creature' at the Navy Board. Yet in 1812 he left a record of Services which became a source of guidance during the post-war rationalisation. After war with France had broken out, in 1779 the British government was desperate for an admiral who could fight and win battles. Rodney was appointed Commander-in-Chief in the Leeward Islands.   His success in battle and skillful conduct of the naval war in the West Indies in 1780 restored Rodney's public standing. The stage was set for his most famous victory, the Battle of the Saintes in 1782, and the restoration of his private finances. George Brydges Rodney had gone through a dramatic change of fortunes.
