Existing theoretical frameworks in public management fail to address these features, relying more heavily on attempts to eliminate unpredictability through increased reliance on measurable performance objectives, improved financial and human resource management techniques, decentralisation of authority and accountability and resolving principal-agent behaviour pathologies. Essentially, these are all attempts to improve the ‘steering’ capacity of public sector managers and policy makers.  By adopting a Complex Adaptive Systems (CAS) approach to public services, this book shifts the focus from developing steering techniques to identifying patterns of behaviour of the participants with the ultimate objective of increasing policy-makers’ and practitioners’ understanding of the factors that may enable more effective public service decision-making and provision. The authors apply a CAS framework to a series of case studies in public sector management to generate new insights into the issues, processes and participants in public service domains.","brand":"WoB","offers":[{"title":"GB \/ VERY_GOOD \/ INTERNAL","offer_id":49572303601937,"sku":"GOR013741888","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52521662284049,"sku":"NLS9780415654029","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/0415654025.jpg?v=1751292173"},{"product_id":"managing-complex-governance-systems-book-geert-teisman-9780415888660","title":"Managing Complex Governance Systems","description":"Advances in public management sciences have long indicated the empirical finding that the normal state of public management systems is complex and that its dynamics are non-linear. Complex systems are subject to system pressures, system shocks, chance events, path-dependency and self-organisation. Arguing that complexity is an ever-present characteristic of our developed societies and governance systems that should be accepted, understood and adopted into management strategies, the original essays collected in this book aim to increase our understanding of complex governance processes and to propose new strategies for how public managers can deal with complexity in order to achieve high-quality research.  The authors collected here use theoretical frameworks grounded in empirical research to analyze and explain how non-linear dynamics, self-organisation of many agents and the co-evolution of processes combine to generate the evolution of governance processes, especially for public urban and metropolitan investments. Managing Complex Governance Systems: Dynamics, Self-Organization and Coevolution in Public Investments offers readers an increased understanding of the main objective of public management in complexity--namely complex process system--and a strategy for accepting and dealing with complexity based on the idea of dual thinking and dual action strategies satisfying the desires of controlling processes and the need to adjust to changes simultaneously.","brand":"WoB","offers":[{"title":"GB \/ NEW \/ GARDNERS","offer_id":49891155706129,"sku":"NGR9780415888660","price":0.0,"currency_code":"GBP","in_stock":false}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/0415888662.jpg?v=1751006744"},{"product_id":"inter-organizational-collaboration-by-design-book-jennifer-madden-9780367889975","title":"Inter-Organizational Collaboration by Design","description":"Although difficult, complicated, and sometimes discouraging, collaboration is recognized as a viable approach for addressing uncertain, complex and wicked problems. Collaborations can attract resources, increase efficiency, and facilitate visions of mutual benefit that can ignite common desires of partners to work across and within sectors. An important question remains: How to enable successful collaboration?    Inter-Organizational Collaboration by Design examines how these types of collaborations can overcome barriers to innovate and rejuvenate communities outlining the factors and antecedents that influence successful collaboration. The book proposes a theoretical perspective for collaborators to adopt design science (a solution finding approach utilizing end-user-centered research, prototyping, and collective creativity to strengthen individuals, teams, and organizations), the language of designers, and a design attitude as an empirically informed pathway for better managing the complexities inherent in collaboration.     Through an integrated framework, evidence-based tools and strategies for building successful collaboration is articulated where successful collaboration performance facilitates innovation and rejuvenation. This volume will be essential reading for academics, researchers, leaders and managers in nonprofit, private, and government sectors interested in building better collaborations.","brand":"WoB","offers":[{"title":"US \/ GOOD \/ SBYB","offer_id":50237306077457,"sku":"CIN0367889978G","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"US \/ NEW \/ INGRAM","offer_id":51195879948561,"sku":"NIN9780367889975","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52533316321553,"sku":"NLS9780367889975","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/0367889978.jpg?v=1751071056"},{"product_id":"co-production-and-public-service-management-book-victor-pestoff-9780815395041","title":"Co-Production and Public Service Management","description":"This volume compiles a dozen essays, by one of the most prolific proponents of co-production as a solution for many of the challenges facing public services and democratic governance at the outset of the 21st Century. Co-production is considered a partnership between citizens and public service providers that is essential for meeting a growing number of social challenges, since neither the government nor citizens can solve them on their own.   These challenges include, among other things, improving the efficiency and effectiveness of public services in times of financial strain; increasing the legitimacy of the public sector after decades of questioning its ability with the spread of New Public Management; promoting social integration and cultural pluralism in increasingly diverse societies when millions of refugees and immigrants are on the move; tackling the threat of burgeoning populism following the rise of anti-immigrant and anti-global parties in many countries in recent years; and finally, finding viable solutions for meeting the growing needs of aging populations in many parts of the world.   This volume addresses issues related to the successful development and implementation of a policy shift toward greater citizen participation in the design and delivery of the services they depend on in their daily lives and greater citizen involvement in resolving these tenacious problems, facilitated by the active support of governments across the globe. Moreover, it explores participatory public service management that empowers the front-line staff providing public services. Together with users\/citizens they can insure the democratic governance of public service provision.","brand":"WoB","offers":[{"title":"US \/ GOOD \/ SBYB","offer_id":50362446217489,"sku":"CIN0815395043G","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52522349363473,"sku":"NLS9780815395041","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/0815395043.jpg?v=1756102034"},{"product_id":"public-value-and-the-post-pandemic-society-book-usman-w-chohan-9781032421070","title":"Public Value and the Post-Pandemic Society","description":"The destruction of the Covid-19 pandemic has marked every society with deep-seated wounds whose scars have only begun to heal. Yet, even as societies take their first steps away from the trauma of the pandemic, they confront new and perhaps equally daunting challenges in the post-Covid era. These challenges offer a unique occasion to consider how the mechanisms of public value (PV) creation and preservation can be rebuilt and improved, mindful of what has been left in the pandemic’s wake, and of the difficult road that lies ahead. The aim of this book, then, is to examine the forward-looking possibilities of multi-stakeholder value co-creation, which involves the renewed efforts of civil society, public managers, politicians, and society-at-large in a new post-pandemic era. The book examines many different facets that appeal deeply to public value scholarship: value stability \u0026amp; transitions, inequalities within \u0026amp; between publics, necropolitics, disaster preparedness, value measurement, and sustainability, all of which represent important explorations within public value theory, and can greatly enrich PV research going forward. This book will therefore be of use to both academics and practitioners of public administration and public policy, as well as scholars of government, health care policy, and economics.","brand":"WoB","offers":[{"title":"US \/ GOOD \/ SBYB","offer_id":50370483519761,"sku":"CIN103242107XG","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"US \/ NEW \/ INGRAM","offer_id":51290821067025,"sku":"NIN9781032421070","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52589998145809,"sku":"NLS9781032421070","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ NEW \/ GARDNERS","offer_id":53133040746769,"sku":"NGR9781032421070","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/103242107X.jpg?v=1750983886"},{"product_id":"strategic-management-in-public-organizations-book-paul-joyce-9781138340107","title":"Strategic Management in Public Organizations","description":"Strategic Management in Public Organizations: European Practices and Perspectives offers the first wide-ranging survey and assessment of strategic management practices at various levels of government and public service in European countries. It shows that strategic management is much more than a management tool imported from the private sector - it has become a key element of public management reforms, and European governments at all levels are developing ‘strategic state’ characteristics.   Written by leading European experts on strategic management in the public sector and in government, this book presents evaluations and analysis based on empirical investigations. The book covers strategic management at different levels of government, explore the roles of different players, and incorporate theory and practice, with opening and concluding chapters by the editors that provide an overview of strategic management in the public services and a cross-societal discussion of practices, reforms, and lessons. It reflects not only developments in strategic management practices in the European public sector, but also the increasing importance of strategic capabilities for the modernization of public governance. While for some this is a welcome development which unlocks entrepreneurial zeal and renders public services more flexible and accountable, others argue that this seeks to depoliticise policy initiatives, rendering them increasingly technocratic, and that the project organisations formed in this process offer fragmented and unsustainable short-term solutions to long-term problems.  This volume sets out to address public sector projectification by drawing together research from a range of academic fields to develop a critical and theoretically-informed understanding of the causes, nature, and consequences of the projectification of the public sector. This book includes 13 chapters and is organised into three parts. The first part centres on the politics of projectification, specifically the role of projects in de-politicisation, often accomplished by rendering the political “technical”. The chapters in the second part all relate to the reframing of the relationship between the centre and periphery, or between policy making and implementation, and the role of temporality in reshaping this relation. The third and final part brings a focus upon the tools, techniques, and agents through which public sector projectification is assembled, constructed, and performed.","brand":"WoB","offers":[{"title":"- \/ - \/ -","offer_id":50697136865553,"sku":"","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ NEW \/ GARDNERS","offer_id":50697140306193,"sku":"NGR9780367183332","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52476221194513,"sku":"NLS9780367183332","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/0367183331.jpg?v=1750844982"},{"product_id":"public-governance-and-strategic-management-capabilities-book-paul-joyce-9781138926349","title":"Public Governance and Strategic Management Capabilities","description":"This is a book about the modernization of public governance and the development of strategic states. It focuses on six Gulf countries (United Arab Emirates, Oman, Qatar, Bahrain, Saudi Arabia and Kuwait) and presents research findings from quantitative data analysis and comparative analysis of the trends and developments of the six Gulf states.  The book analyses the workings of the governments of the Gulf States, including the way that they have tackled national development since the mid 1990s. This includes how their strategies for economic diversification have been reflected in trends in revenues from \"oil rents\" and whether they are still rentier states or not. Evidence is presented on key topics such as government strategies and long-term strategic visions. Careful consideration is given to reputational evidence and to the strategic process capabilities of the governments: integration and coordination of government machinery, mobilizing public and private stakeholders, evaluating, and adapting – all defined as strategic process capabilities. This examination of government is also used to study their performance in strategic results areas: the economy, the natural environment, and the happiness of their citizens. The countries emerge from this analysis as far from identical in terms of capabilities or in term of performance.","brand":"WoB","offers":[{"title":"GB \/ NEW \/ GARDNERS","offer_id":50697382527249,"sku":"NGR9781138926349","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"US \/ NEW \/ INGRAM","offer_id":51170218410257,"sku":"NIN9781138926349","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52614065783057,"sku":"NLS9781138926349","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/1138926345.jpg?v=1751301622"},{"product_id":"critical-perspectives-on-the-management-and-organization-of-emergency-services-book-paresh-wankhade-9780367786304","title":"Critical Perspectives on the Management and Organization of Emergency Services","description":"Critical Perspectives in Emergency Services Management makes an important contribution to the subject of emergency services management and to public administration and organization studies more generally. It integrates material deriving from his previous conceptual and empirical work in this field, together with new empirical evidence from emerging research.   Public Service Logic challenges the product-dominant assumptions of the New Public Management (NPM) about the nature and management of public service delivery. Whilst the NPM has led to some important developments in public management, it has also had significant limitations and weaknesses. The book presents an alternative to this, as a framework for the future delivery and reform of public services globally. It draws upon the extant literature in the field of service management to argue for a Public Service Logic (PSL) for the delivery of public services. This situates public service delivery within the vibrant and influential field of service-dominant research and theory. It argues that effective public service management requires both that these services are understood as services not as products and that, consequently, public service management requires a focus on value creation as its over-arching rationale.   The book presents a major new framework of value creation for public service delivery as a basis for public service reform, explores the role of service managers and staff and of citizens and service users in this value creation process, and evaluates the implications of this new framework for both the strategic and operational management of public service delivery, their performance management and the development and innovation of new forms of public services. It will be of interest to researchers and students in the fields of public management and public administration, as well as to policy makers and public service managers.","brand":"WoB","offers":[{"title":"GB \/ NEW \/ GARDNERS","offer_id":50698298818833,"sku":"NGR9780367539337","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"US \/ NEW \/ INGRAM","offer_id":51296709542161,"sku":"NIN9780367539337","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ NEW \/ INGRAM","offer_id":52152038326545,"sku":"NLS9780367539337","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/0367539330.jpg?v=1750844799"},{"product_id":"reimagining-public-managers-book-usman-w-chohan-9780367544096","title":"Reimagining Public Managers","description":"Public value theory speaks to the co-creation of value between politicians, citizens, and public managers, with a focus on the public manager in terms of her contributions, initiatives, and limitations in value creation. But just who are public managers? Public value regularly treats the \"public manager\" as synonymous with bureaucrat, government official, civil servant, or public administrator. However, the categories of public managers represent a more versatile and expansive set of agents in society than they are given credit for, and the discourse of public value has typically not delved sufficiently into the variety of possible cadres that might comprise the \"public manager.\"  This book seeks to go beyond the assumed understandings of who the public manager is and what she does. It does so by examining the processes of value creation that are driven by non-traditional sets of public managers, which include the judiciary, the armed forces, multilateral institutions, and central banks. It applies public value tools to understand their value creation and uses their unique attributes to inform our understanding of public value theory. Tailored to an audience comprising public administration scholars, students of government, public officials, practitioners, and social scientists interested in contemporary problems of values in society, this book helps to advance public administration thought by re-examining the theory’s ultimate protagonist: the public manager. It therefore constitutes an important effort to take public value theory forward by going \"beyond\" conceptions of the public manager as she has thus far been understood.","brand":"WoB","offers":[{"title":"GB \/ NEW \/ GARDNERS","offer_id":50698337648913,"sku":"NGR9780367544096","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"US \/ NEW \/ INGRAM","offer_id":51296709935377,"sku":"NIN9780367544096","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52152437473553,"sku":"NLS9780367544096","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/0367544091.jpg?v=1750844805"},{"product_id":"civic-engagement-community-based-initiatives-and-governance-capacity-book-jurian-edelenbos-9780367699840","title":"Civic Engagement, Community-Based Initiatives and Governance Capacity","description":"This book intends to theoretically conceptualize and empirically investigate upcoming and established practices of community-based initiatives in various countries in which both citizens and governments join efforts and capacities to solve wicked issues. Social procurement represents one approach to maximising public spending and social value through the purchase of goods and services. It has gained increasing attention in recent years as a way that governments and corporations can amplify the benefits of their purchasing power, and as a mechanism by which markets for social enterprise and other third sector organisations can be grown.  Despite growing policy and practitioner interest in social procurement, there has been relatively little conceptual or empirical thinking published on the issue. Taking a critically informed approach, this innovative text examines emerging approaches to social procurement within the context of New Public Governance (NPG), and examines the practices of social procurement across Europe, North America, and Australia.  Considering both the possibilities and limitations of social procurement, and the types of value it can generate, it also provides empirically-driven insights into the practicalities of ‘triple bottom line’ procurement, the related challenges of measuring social value and the management of both the strategic and operational dimensions of procurement processes. As such it will be invaluable reading for all those interested in social services, public governance and social enterprise.","brand":"WoB","offers":[{"title":"US \/ NEW \/ INGRAM","offer_id":51099093991697,"sku":"NIN9780415858557","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ NEW \/ INGRAM","offer_id":52473126224145,"sku":"NLS9780415858557","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/0415858550.jpg?v=1751358302"},{"product_id":"risk-management-and-public-service-reform-book-iniobong-enang-9780367723040","title":"Risk Management and Public Service Reform","description":"School education reform is a dynamic process. In so doing the authors bring together previous disparate fields of public services policy and public services management, but more importantly, debate and present what ‘critical’ constitutes when applied to public services policy and management. This edited collection presents chapters from a broad range of public services domains including health, education, prisons, local and central government and deals with a range of contemporary issues facing public services managers are examined, including regulation of professions, risk management, user involvement, marketing and leadership.","brand":"WoB","offers":[{"title":"US \/ NEW \/ INGRAM","offer_id":51125699051793,"sku":"NIN9781138959729","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52481078591761,"sku":"NLS9781138959729","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/1138959723.jpg?v=1751237566"},{"product_id":"creating-and-implementing-public-policy-book-gemma-carey-9781138806504","title":"Creating and Implementing Public Policy","description":"In order to address major social policy problems, governments need to break down sectoral barriers and create better working relationships between practitioners, policymakers and researchers. Currently, major blockages exist, and stereotypes abound. Academics are seen as out-of-touch and unresponsive, policymakers are perceived to be justifying policy decisions, and the community sector seeks more funding without demonstrating efficacy. These stereotypes are born out of a lack of understanding of the work and practices that exist across these three sectors.   Drawing on ground-breaking research and partnerships, with contributions from senior public servants, this book explores the competing demands of different actors involved in policy change. It challenges current debates, assumptions and reflects a unique diversity of experiences. Combined with differing theoretical perspectives, it provides a uniquely practical insight for those seeking to influence public policy. Several of these efforts have employed the concept of co-production to better understand and explain this trend. This book aims to go further by systematizing the growing body of academic papers and reports that focus on various aspects of co-production and its potential contribution to new public governance. It has an interdisciplinary focus that makes a unique contribution to the body of knowledge in this field, at the cross-roads of a number of disciplines - including business administration, policy studies, political science, public management, sociology, third sector studies, etc. The unique presentation of them together in this volume both allows for comparing and contrasting these different perspectives and for potential theoretical collaboration and development. More particularly, this volume addresses the following concerns: What is the nature of co-production and what challenges does it face? How can we conceptualize the concept of co-production? How does co-production works in practice? How does co-production unfold in reality? What can be the effects of co-production? And more specific, firstly, how can co-production contribute to service quality and service management in public services, and secondly, what is the input of co-production on growing citizen involvement and development of participative democracy?","brand":"WoB","offers":[{"title":"- \/ - \/ -","offer_id":51142974669073,"sku":"","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"US \/ NEW \/ INGRAM","offer_id":51142976733457,"sku":"NIN9780415897136","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52522012344593,"sku":"NLS9780415897136","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/0415897130.jpg?v=1750845453"},{"product_id":"theory-and-practice-of-public-sector-reform-book-steven-van-de-walle-9781138887411","title":"Theory and Practice of Public Sector Reform","description":"Theory and Practice of Public Sector Reform offers readers differing theoretical perspectives to help examine the process of public sector reform, combined with an overview of major trends in the core areas of the functioning of the public sector. From Ayres’ and Braithwaite’s ground breaking work on ‘responsive regulation’, we have seen models of ‘smart regulation’, ‘regulatory governance’ and ‘regulatory capitalism’ emerge to capture the growing prevalence and importance of regulation in modern liberal Western capitalist societies. Important advances also have been made in the practice of regulation, with regulators evolving from traditional enforcement focussed ‘command and control’ models to being ‘modern regulators’ with a suite of diverse and innovative regulatory tools at their disposal.       The book presents and critically examines these theoretical and practical developments from the perspective of governments who design regulations, and the regulators that deploy them. In doing so, the book examines the various forces and interests that influence and shape the regulatory endeavour, and the practical challenges facing governments and regulators when deciding whether and how to regulate.       This volume is a study of regulation in context: in the context of the public policy it is designed to deliver; the law that enables, shapes and holds it to account; and the evolving societal and institutional frameworks within which it takes place.       Aimed to provide innovative cross-disciplinary conceptual frameworks that regulators, regulatees, those whom regulation is intended to benefit, and academics, might employ to better understand and undertake the regulatory endeavour. Some are now calling this ‘social innovation’ – innovation that is related to creating new services that have value for stakeholders (such as citizens) in terms of the social and political outcomes they produce.   Innovation in City Governments: Structures, Networks, and Leadership establishes an analytical framework of innovation capacity based on three dimensions:          Structure - national governance and traditions, the local socioeconomic context, and the municipal structure      Networks – interpersonal connections inside and outside the organization       Leadership – the qualities and capabilities of senior individuals within the organization.  Each of these are analysed using data from a comparative EU research project in Copenhagen, Barcelona and Rotterdam.   The book provides major new insights on how structures, networks and leadership in city governments shape the social innovation capacity of cities. It provides ground-breaking analyses of how governance structures and local socio-economic challenges, are related to the innovations introduced by these cities. The volume maps and analyses the social networks of the three cities and examines boundary spanning within and outside of the cities. It also examines what leadership qualities are important for innovation.  Innovation in City Governments: Structures, Networks, and Leadership combines an original analytical approach with comparative empirical work, to generate a novel perspective on the social innovation capacity of cities and is critical reading for academics, students and policy makers alike in the fields of Public Management, Public Administration, Local Government, Policy, Innovation and Leadership.","brand":"WoB","offers":[{"title":"- \/ - \/ -","offer_id":51170241282321,"sku":"","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"US \/ NEW \/ INGRAM","offer_id":51170242265361,"sku":"NIN9781138942318","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52614051496209,"sku":"NLS9781138942318","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/1138942316.jpg?v=1750854999"},{"product_id":"public-policy-governance-and-polarization-book-david-k-jesuit-9780367878351","title":"Public Policy, Governance and Polarization","description":"Polarization is widely diagnosed as a major cause of the decline of evidence-based policy making and public engagement-based styles of policy making. It creates an environment where hardened partisan viewpoints on major policy questions are less amenable to negotiation, compromise or change. Polarization is not a temporary situation – it is the “new normal.”  Public Policy, Governance and Polarization seeks to provide a theoretical foundation for scholars and policy makers who need to understand the powerful and often disruptive forces that have arisen in Europe and North America over the past decade. Academics and practitioners need to better understand this growing trend and to find ways in which it may be managed so that policy solutions to these threats may be developed and implemented. The global coronavirus (Covid-19) pandemic exemplifies this because it has pushed civil society, public managers, politicians, and society-at-large into uncharted waters, and at times brought them under exceptional duress. Then how can public value’s agents attempt to conceive, create, and preserve value under such disruptive circumstances? How could public value theory’s (PVT’s) theoretical precepts be informed by the pandemic?  This book seeks to inform the PVT literature by drawing upon interesting lenses that have emerged in the wake of the coronavirus pandemic. It addresses PVT’s notions of value conflicts, post-Truth politics, multilateral PV, nationalism and the public, comparative PV creation, and PV in developing-country contexts, in order to construct a multi-stakeholder and internationally informed set of analyses on public value’s systems and agents in uniquely distressing circumstances such as pandemics.   This book will therefore be of use to both academics and practitioners of public administration and public policy, as well as scholars of government, healthcare policy, and economics.","brand":"WoB","offers":[{"title":"- \/ - \/ -","offer_id":51192579195153,"sku":"","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"US \/ NEW \/ INGRAM","offer_id":51192580505873,"sku":"NIN9781032121147","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52453299519761,"sku":"NLS9781032121147","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/1032121149.jpg?v=1750919407"},{"product_id":"strategic-management-and-governance-book-paul-joyce-9781138486331","title":"Strategic Management and Governance","description":"This book is an investigation into the evolving nature and consequences of strategic management in public governance. It is, in fact, a management book that \"frames\" strategic management in government as a tool of (or enabler of) the public governance process. This is relatively novel. The book’s management focus has several themes, which can be summed up as comprising: the use by government of long-term strategic visions and strategies, effective management of the delivery of strategic visions and strategies, the performance of national governments, and the implications of strategic state capabilities for the quality of public services, for sustainability, and for managing strategic crises. Focused on the costs of service delivery, governments across the world have introduced a series of business like practices – from performance management to public-private partnership – in the belief that these will increase the efficiency of their public services. However, both the debate about public service efficiency and the policies and practices introduced to advance it, have developed without a coherent account of what efficiency means in this context and how it should be realized. The predominance of a rather narrow definition of the term – very often focused on the ratio of inputs to outputs – has tended to polarise opinion either for or against efficiency agenda.  Yet public service efficiency, more broadly conceived, is an inescapable fact of the public manager’s task environment; indeed in the past, the notion of efficiency was central to the emergence of the field of public administration. This book will recover public service efficiency from the relatively narrow terms of recent debates by examining theories and evidence relating to technical, allocative, distributive and dynamic efficiencies.   In exploring the relationship between efficiency and democracy, this book will move current debates in public administration forward by reflecting on the trade-offs between the different dimensions of efficiency that public organizations confront.","brand":"WoB","offers":[{"title":"- \/ - \/ -","offer_id":51220545339665,"sku":"","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"US \/ NEW \/ INGRAM","offer_id":51220546584849,"sku":"NIN9781138206120","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52689256317201,"sku":"NLS9781138206120","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/1138206121.jpg?v=1751367310"},{"product_id":"governing-the-reformed-university-book-niels-ejersbo-9781032083582","title":"Governing the Reformed University","description":"Universities are important public institutions and are seen as key drivers for a country’s economic and intellectual development. Their ability to deliver relevant research and education at the highest level have an impact on growth and progress in society, and governments attempt to control and govern the development of the universities. It is no longer left to the individual researcher or the institution to determine the role of the university.     Universities have traditionally had a special role in society with a high degree of autonomy and independence. They have been described as a self-governing Republic of Science and their internal organization is characterized as \"academic tribes\". However, universities can also be viewed as institutions with somewhat similar characteristics as other public institutions with highly professionalized staff.     Governing the Reformed University is a coherent volume based on a unique data set. The aim of the book is to quantitatively and qualitatively understand and explain how reforms and management instruments are implemented and how it influences different levels of the organization from the top management level to the employees within universities. It contributes to the knowledge of reform and reform impact in higher education. It also adds to our understanding of management and governance at universities and through which mechanisms management works at universities. The concept and its practice are of increasing interest among policymakers, public service managers and academics alike, with co-production often being described as a revolutionary solution to public service reform.    Public Service Management and Asylum: Co-production, Inclusion and Citizenship offers a comprehensive exploration of co-production from the public administration and service management perspectives. In doing so, it discusses the importance of both streams of literature in providing a holistic understanding of the concept, and based on this integration, it offers a model which differentiates co-production on five levels. The first three refer to the role of the public service user in the design and delivery of services (co-construction, participative co-production and co-design) and the other two focus on inter-organisational relationships (co-management and co-governance). This model is applied to the case of asylum seekers in receipt of social welfare benefits in Scotland to explore the implications for social inclusion and citizenship. It argues that as public service users, asylum seekers will always play an active role in the process of service production and while co-production does not provide asylum seekers with legal citizenship status, if offers an opportunity for asylum seekers to act like citizens and supports their inclusion into society. It will be of interest to researchers, academics, policymakers, public services managers, and students in the fields of public management, public administration, organizational studies.","brand":"WoB","offers":[{"title":"- \/ - \/ -","offer_id":51274487529745,"sku":"","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"US \/ NEW \/ INGRAM","offer_id":51274490413329,"sku":"NIN9780367786144","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52431757213969,"sku":"NLS9780367786144","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/0367786141.jpg?v=1750845156"},{"product_id":"rethinking-public-private-partnerships-book-carsten-greve-9780415539593","title":"Rethinking Public-Private Partnerships","description":"The global financial crisis hit the world in a remarkable way in late 2008. Many governments and private sector organizations, who had considered Public-Private Partnerships (PPPs) to be their future, were forced to rethink their strategy in the wake of the crisis, as a lot of the available private funding upon which PPPs relied, was suddenly no longer available to the same extent. At the same time, governments and international organizations, like the European Union, were striving to make closer partnerships between the public sector and the private sector economy a hallmark for future policy initiatives.  This book examines PPPs in the context of turbulent times following the global financial crisis (GFC). This framework has become established as one of the major frameworks for the delivery of public services. It draws upon and adapts the service management literature to present an understanding of public services as ‘services’, with significant implication both for public administration and management theory and research and for public policy and public service management practice. It shifts the focus away from a pre- occupation with the production of public services alone and rather explores the way in which they add value to both citizens and society – and what such ‘value’ may comprise. This edited volume challenges the product- dominant assumptions of the New Public Management (NPM) about the nature and management of public service delivery and will bring together the ‘state of the art’ in the development of PSL theory by leading researchers in the field.  It will be of interest to researchers and academics in the field of public management, as well as to students studying public management and administration around the world. It will also engage with thoughtful and critical practitioners.","brand":"WoB","offers":[{"title":"- \/ - \/ -","offer_id":51598460387601,"sku":"","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ NEW \/ GARDNERS","offer_id":51598460944657,"sku":"NGR9781032622064","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52844036718865,"sku":"NLS9781032622064","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"US \/ NEW \/ INGRAM","offer_id":53035993104657,"sku":"NIN9781032622064","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/1032622067.jpg?v=1765014821"},{"product_id":"public-sector-ethics-book-christopher-reddick-9781032727288","title":"Public Sector Ethics","description":"Public Sector Ethics: Compliance, Integrity, and Comparison presents a comprehensive treatment of the subject of ethics in the public sector. What structural elements are necessary and how to create organizations that make ethics their priority are the questions that this edited book addresses. It focuses on ethics management in public organizations and includes national case studies from select low- to middle-income countries.  Taken together, the chapters in this book cover the mechanisms, activities, and approaches that public organizations employ in ethics management. These are of utmost importance because the actions of public organizations affect citizens’ lives, liberties, and property, and their ethical character affects citizens’ faith in government. Numerous factors are at play in each instance of ethics management in public organizations, and controlling ethical behavior is difficult. This book suggests that effective ethics management requires a comprehensive approach. Traditional approaches such as ethics codes, policies and legislation, training, incentives, sanctions, monitoring, and compliance reviews are tools to achieve ethical conformity. Yet, they are effective only if leadership, values, and cultural transformation support them. This edited volume is a cohesive treatment of the subject, covering traditional approaches to ethics management, such as monitoring and compliance, and more contemporary approaches, like integrity building through ethical leadership and organizational values, as well as how to skillfully and effectively combine them to change organizational ethical contexts.  This book exposes readers to new approaches and emerging issues in public sector ethics, aids in understanding the challenges of creating ethical organizations, and helps to develop a deeper understanding of ethics management in government organizations. It will be of interest to researchers, academics, and advanced students in the fields of business ethics, public administration and management, leadership, and organizational studies.","brand":"WoB","offers":[{"title":"- \/ - \/ -","offer_id":51629905740049,"sku":"","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ NEW \/ GARDNERS","offer_id":51629906067729,"sku":"NGR9781032727288","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"US \/ NEW \/ INGRAM","offer_id":51629906166033,"sku":"NIN9781032727288","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52598806282513,"sku":"NLS9781032727288","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/1032727284.jpg?v=1750751843"},{"product_id":"public-procurement-as-secondary-policy-book-max-rolfstam-9781138219243","title":"Public Procurement as Secondary Policy","description":"The role of public procurement as a means to implement secondary policy has been increasingly emphasised in the last few decades. Besides being the primary sourcing instrument for public agencies, public procurement could be used to stimulate all kinds of new behaviour, including innovation, sustainability and energy efficiency. The evolution and diffusion of these principles and practices have been preceded by debates and discussions where certain axioms have played an important role to shape the agenda. Axioms are rarely debated, ‘self-evident’ and taken-for-granted assumptions about the real world. This book examines four axioms which have been used in the debates regarding using public procurement as an instrument for secondary policy implementation - the assumption of demand as the driver of innovation, the promotion of small and medium-sized enterprises (SMEs), the negligence of measuring, and the use of functional specification. Currently, major blockages exist, and stereotypes abound. Academics are seen as out-of-touch and unresponsive, policymakers are perceived to be justifying policy decisions, and the community sector seeks more funding without demonstrating efficacy. These stereotypes are born out of a lack of understanding of the work and practices that exist across these three sectors.     Drawing on ground-breaking research and partnerships, with contributions from senior public servants, this book explores the competing demands of different actors involved in policy change. It challenges current debates, assumptions and reflects a unique diversity of experiences. This book evaluates the failures of public policy in the half decade before the crisis, using the conceptual framework of complex systems. This analysis reveals the fundamental failings of globalization and the lack of a robust and resilient public sector paradigm to assist countries in economic recovery. The research has benefited from UK Economic and Social Research Council (ESRC) funding for a Knowledge Exchange that applied the most relevant and applied aspects of complex systems theory to contemporary policy problems.  Innovative statistical methods are used to profile and group countries both before and after the 2008-09 crisis. This shows the countries that are best prepared for the ongoing and prolonged Euro zone crisis of 2010-12. Complex systems are subject to system pressures, system shocks, chance events, path-dependency and self-organisation. Arguing that complexity is an ever-present characteristic of our developed societies and governance systems that should be accepted, understood and adopted into management strategies, the original essays collected in this book aim to increase our understanding of complex governance processes and to propose new strategies for how public managers can deal with complexity in order to achieve high-quality research.  The authors collected here use theoretical frameworks grounded in empirical research to analyze and explain how non-linear dynamics, self-organisation of many agents and the co-evolution of processes combine to generate the evolution of governance processes, especially for public urban and metropolitan investments. Managing Complex Governance Systems: Dynamics, Self-Organization and Coevolution in Public Investments offers readers an increased understanding of the main objective of public management in complexity--namely complex process system--and a strategy for accepting and dealing with complexity based on the idea of dual thinking and dual action strategies satisfying the desires of controlling processes and the need to adjust to changes simultaneously.","brand":"WoB","offers":[{"title":"GB \/ NEW \/ INGRAM","offer_id":52334539604241,"sku":"NLS9780415459730","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"US \/ NEW \/ INGRAM","offer_id":53013856518417,"sku":"NIN9780415459730","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9780415459730.jpg?v=1758157174"},{"product_id":"social-procurement-and-new-public-governance-book-josephine-barraket-9780367737597","title":"Social Procurement and New Public Governance","description":"Despite growing policy and practitioner interest in social procurement, there has been relatively little conceptual or empirical thinking published on the issue. Branding is used as a strategy to manage perceptions, motivate stakeholders, communicate clear messages in the media, and position policies and projects. Brands have a unique ability to simplify such messages and motivate different actors to invest their energy in governance processes.  Public administration scholars so far have however paid little attention to branding. This book provides a systematic analysis of branding as phenomenon in governance. It deals with the nature of public branding, its relation to existing theories in public administration, the way branding is used as a managerial strategy in governance processes, and the risks and limitations of branding. Branding in Public Governance and Management highlights the growing importance of public banding as a public management strategy to influence political events, decision-making processes and outcomes in governance processes.","brand":"WoB","offers":[{"title":"GB \/ NEW \/ INGRAM","offer_id":52404260208913,"sku":"NLS9780415885171","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"US \/ NEW \/ INGRAM","offer_id":52735285788945,"sku":"NIN9780415885171","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9780415885171.jpg?v=1758763730"},{"product_id":"social-accounting-and-public-management-book-stephen-p-osborne-9780415806497","title":"Social Accounting and Public Management","description":"This volume brings together researchers from a range of disciplines including accounting, political science, management, sociology and policy studies to discuss and develop our knowledge and theory of the nature of accountability in contemporary global society and the challenges it may pose for public policy and management.","brand":"WoB","offers":[{"title":"- \/ - \/ INTERNAL","offer_id":52405151039761,"sku":null,"price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ NEW \/ INGRAM","offer_id":52405151695121,"sku":"NLS9780415806497","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9780415806497.jpg?v=1758766206"},{"product_id":"trust-and-confidence-in-government-and-public-services-book-sue-llewellyn-9780415896191","title":"Trust and Confidence in Government and Public Services","description":"This text gathers together arguments and evidence to answer questions such as: What is trust? In particular it explores the roles of eGovernment and a citizen-centric focus in this transformation.   Public Administration Reform examines several commonly-held assumptions about public administration: the public sector is slow and bureaucratic; government employees are frequently disengaged; and government agencies are sometimes wasteful. eGovernment is proposed as a key tool in the improvement of both public services and reputations of public organizations.","brand":"WoB","offers":[{"title":"- \/ - \/ INTERNAL","offer_id":52435508756753,"sku":null,"price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ NEW \/ INGRAM","offer_id":52435509018897,"sku":"NLS9780415836678","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9780415836678.jpg?v=1759183841"},{"product_id":"making-governments-accountable-book-zahirul-hoque-9781138783584","title":"Making Governments Accountable","description":"Over the past two decades, there has been a paradigm shift in public administration and public sector accounting around the world, with increasing emphasis on good governance and accountability processes for government entities. This is all driven both by economic rationalism, and by changing expectations of what governments can and should do. An important aspect of this accountability and governance process is the establishment and effective functioning of a Public Accounts Committee (PAC), a key component of democratic accountability.  With contributions from renowned scholars and practitioners, and using case studies from around the world, this research-based collection examines the rationales for current roles of the PACs and explores the links between PACs and National Audit Offices. It also compares PAC practices from developing and developed countries such as Africa, Asia, Pacific islands, and Europe with both Westminster and non-Westminster models of government.  This will be valuable reading for academics, researchers, and advanced students in public management, public accounting and public sector governance.","brand":"WoB","offers":[{"title":"GB \/ NEW \/ INGRAM","offer_id":52456535228689,"sku":"NLS9781138783584","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9781138783584.jpg?v=1759377635"}],"url":"https:\/\/www.worldofbooks.com\/collections\/routledge-critical-studies-in-public-management-book-series.oembed?page=6","provider":"World of Books ","version":"1.0","type":"link"}
