Twelve renowned scholars and practitioners of US national security policy take up the question of whether the national security institutions we have are the ones we need to confront an uncertain future. Topics include a characterization of future threats to national security, organizational structure and leadership of national security bureaucracies, the role of the US Congress in national security policy making and oversight, and the importance of strategic planning within the national security enterprise. The book concludes with concrete recommendations for policy makers, most of which can be accomplished under the existing and enduring National Security Act. It critically examines four core foundations of contemporary US Middle East policy: US relations with Saudi Arabia after the Arab Spring; US diplomacy towards Iran and the Obama administration’s policy of engagement; the road to, and aftermath of, the 2003 US-led invasion of Iraq; and US policy towards nuclear-armed Israel. Because of a closely guarded bipartisan consensus, these four core foundations of contemporary US Middle East policy have largely evaded public criticism and scrutiny. This book argues that US strategy towards the Middle East has rarely been guided by order, stability and the national interest. Rather, successive administrations have created a house of cards built on a series of deceptions and constructed perceptions or myths. Combined, these four aspects of US Middle East policy have ushered in a decade of political violence, instability, sectarian divisions and an imbalance of power which has culminated in the territorial disintegration of Iraq and countries in the Levant as well as the rise of ISIS. Moving forward requires a rational pursuit of the national interest based on realist principles.  This book will be of much interest to students of US foreign policy, Middle Eastern politics, security studies and IR in general.","brand":"WoB","offers":[{"title":"US \/ GOOD \/ SBYB","offer_id":50370541486353,"sku":"CIN1138960969G","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"US \/ NEW \/ INGRAM","offer_id":51170244919569,"sku":"NIN9781138960961","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52473876250897,"sku":"NLS9781138960961","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/1138960969.jpg?v=1750951971"},{"product_id":"perpetual-menace-book-william-walker-9780415421058","title":"A Perpetual Menace","description":"Written by a leading scholar in the field of nuclear weapons and international relations, this book examines ‘the problem of order’ arising from the existence of weapons of mass destruction. The volume reveals that despite its status as sole superpower during the post-Cold War period, US efforts to coerce other states failed as often as they succeeded. In the coming decades, the United States will face states that are more capable and creative, willing to challenge its interests and able to take advantage of missteps and vulnerabilities. By using lessons derived from in-depth case studies and statistical analysis of an original dataset of more than 100 coercive incidents in the post-Cold War era, this book generates insight into how the US military can be used to achieve policy goals. Specifically, it provides guidance about the ways in which, and the conditions under which, the US armed forces can work in concert with economic and diplomatic elements of US power to create effective coercive strategies.  This book will be of interest to students of US national security, US foreign policy, strategic studies and International Relations in general.","brand":"WoB","offers":[{"title":"GB \/ NEW \/ GARDNERS","offer_id":50697625731345,"sku":"NGR9780367459963","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"US \/ NEW \/ INGRAM","offer_id":51182941438225,"sku":"NIN9780367459963","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52521251176721,"sku":"NLS9780367459963","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/0367459965.jpg?v=1750975623"},{"product_id":"geo-economics-and-power-politics-in-the-21st-century-book-mikael-wigell-9780367480493","title":"Geo-economics and Power Politics in the 21st Century","description":"Starting from the key concept of geo-economics, this book investigates the new power politics and argues that the changing structural features of the contemporary international system are recasting the strategic imperatives of foreign policy practice.  States increasingly practice power politics by economic means. Whether it is about Iran’s nuclear programme or Russia’s annexation of Crimea, Western states prefer economic sanctions to military force. Most rising powers have also become cunning agents of economic statecraft. China, for instance, is using finance, investment and trade as means to gain strategic influence and embed its global rise. Yet the way states use economic power to pursue strategic aims remains an understudied topic in International Political Economy and International Relations. The contributions to this volume assess geo-economics as a form of power politics. They show how power and security are no longer simply coupled to the physical control of territory by military means, but also to commanding and manipulating the economic binds that are decisive in today’s globalised and highly interconnected world. Indeed, as the volume shows, the ability to wield economic power forms an essential means in the foreign policies of major powers. In so doing, the book challenges simplistic accounts of a return to traditional, military-driven geopolitics, while not succumbing to any unfounded idealism based on the supposedly stabilising effects of interdependence on international relations. As such, it advances our understanding of geo-economics as a strategic practice and as an innovative and timely analytical approach.  This book will be of much interest to students of security studies, international political economy, foreign policy and International Relations in general.","brand":"WoB","offers":[{"title":"GB \/ NEW \/ GARDNERS","offer_id":50697635463441,"sku":"NGR9780367480493","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"US \/ NEW \/ INGRAM","offer_id":51001525436689,"sku":"NIN9780367480493","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ VERY_GOOD \/ INTERNAL","offer_id":51421784211729,"sku":"GOR013196818","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52531633422609,"sku":"NLS9780367480493","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/0367480492.jpg?v=1750975643"},{"product_id":"international-atomic-energy-agency-book-joseph-f-pilat-9780367749156","title":"The International Atomic Energy Agency","description":"This volume offers a wide-ranging examination and discussion of the International Atomic Energy Agency’s (IAEA) past, present and future as it enters its seventh decade. While government officials, including a series of American presidents, strategic policy documents and outside analysts have repeatedly noted that North Korea and Iran occupy a similar challenge, the commonality has largely been left unexplored. This book argues that North Korea and Iran are uniquely common in the world today in their illicit nuclear aspirations in violation of their legal commitments made under the Non-Proliferation Treaty. The work evaluates alternative arguments, some of which sustain that the two states should be grouped together based on other metrics, such as nuclear powers that sponsor terrorist organizations or nuclear states that violate human rights, and find alternative explanations do not hold up to empirical scrutiny. Drawing on newly declassified documents and Iranian and North Korean sources, the book provides a comprehensive and comparative assessment of the two states’ social, historical, economic, and domestic political structures and situation to make these determinations. Furthermore, it reviews the nuclear issue stemming from Iran and North Korea and the efforts to constrain these programs. The book concludes with specific policy recommendations that apply diplomatic lessons learned from dealing with Iran to North Korea and vice versa.   This book will be of interest to students of nuclear proliferation, international security, foreign policy and International Relations.","brand":"WoB","offers":[{"title":"- \/ - \/ -","offer_id":51001446564113,"sku":"","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"US \/ NEW \/ INGRAM","offer_id":51001449513233,"sku":"NIN9780367188108","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52487459668241,"sku":"NLS9780367188108","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/0367188104.jpg?v=1751071416"},{"product_id":"treaty-prohibiting-nuclear-weapons-book-alexander-kmentt-9780367531959","title":"The Treaty Prohibiting Nuclear Weapons","description":"This book chronicles the genesis of the negotiations that led to the Treaty on the Prohibition of Nuclear Weapons (TPNW), which challenged the established nuclear order.  The work provides readers with an authoritative account of the complex evolution of the ‘Humanitarian Initiative’ (HI) and the negotiation history of the TPNW. It includes a close analysis of internal strategy documents and communications in the author’s possession which trace the tactical and political decisions of a small group of state actors. By demonstrating the unacceptable humanitarian consequences and uncontrollable risks that these weapons pose to everyone’s security, the HI convinced many states to ban nuclear weapons and reject the policy of nuclear deterrence as unsustainable and illegitimate. As such, this book is a case-study of multilateral diplomacy and cooperation between state and civil society actors. It also contains a full discussion of both sides of the nuclear argument and assesses the extent to which the HI and the TPNW have moved the dial and present opportunities for transformational change. The narrative begins after the Napoleonic wars when newly arisen peace movements focused on arbitration as a path to “ending the war system.” It moves on to the international community’s embrace of “total and complete disarmament” and then to its acceptance of more limited measures by 1968, including the agreements that remain in force today. The book connects the past to the present of multiple negotiations, successful and failed, and underlines how the peace movement increasingly influenced the national policy of the major Western powers, especially the United States. It also highlights the increasing diversification of arms control players, including women and people of color as well as the countries they represented. Based on original research in multinational records and the latest scholarship, the book illustrates the reasons multilateral arms control remains a key instrument of international relations. The chapters are organized both chronologically and thematically, with the result that they cover different amounts of time in order to encompass a given issue and to capture the development of particular threads. The main narrative evolves into a decadeslong quest for a global treaty on “general and complete disarmament,” which otherwise paces the book and shapes its chapters.  This book will be of much interest to students of arms control, global governance, peace studies, and International Relations.","brand":"WoB","offers":[{"title":"- \/ - \/ -","offer_id":51017443410193,"sku":"","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"US \/ NEW \/ INGRAM","offer_id":51017445474577,"sku":"NIN9781032719245","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52599252943121,"sku":"NLS9781032719245","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/1032719249.jpg?v=1751015404"},{"product_id":"sanctions-for-nuclear-disarmament-and-non-proliferation-book-armend-bekaj-9781032684215","title":"Sanctions for Nuclear Disarmament and Non-Proliferation","description":"This book examines the interplay between sanctions and nuclear disarmament and non-proliferation.  The volume aims to tackle three separate but closely intertwined issues:    It aims to revisit the debate on, and deconstruct the concept of, sanctions; to provide a working theoretical framework; to differentiate between positive sanctions (or incentives or carrots) and negative sanctions; to identify the actors who may initiate sanctions (i.e. states, regional, and\/or international organizations); to ascertain the legality and legitimacy of such sanctions taking place; to problematize and discuss the utility of sanctions; and so on. It aims to disentangle the concepts of nuclear disarmament and non-proliferation, particularly in light of the most recent geopolitical global shifts on nuclear powers-interplay taking place in the background of the war in Ukraine and rising tensions in Southeast Asia, and so on. Finally, it aims to conjoin the cause-and-effect cases between the application of sanctions, on the one hand, and the decision by states to pursue nuclear disarmament and non-proliferation, on the other. By doing so, the volume helps to update and stimulate the academic and policy debate on the inter-relation between sanctions and nuclear disarmament and non-proliferation. The central focus of this book is to decipher the pivotal moments when three regional powers of the Middle East - Egypt, Saudi Arabia, and Iran - embraced ballistic capabilities as a strategic response to military vulnerabilities. The authors contend that the very essence of ballistic proliferation incorporates a tactical rationale provided by military needs that varies from one state to another, and it is upon the assessment of these military needs that the decision to procure ballistic missiles is made. Offering a blend of theoretical insights and primary sources-based case studies, this book dissects the decision-making processes that spurred these states to choose ballistic missiles, despite their inefficiencies in delivering conventional payloads. The absence of an effective air force emerges as a catalyst, triggering what the authors term a ‘moment of ballistic consciousness.' Spanning three diverse regimes, the work provides a rich historical tapestry and untangles the complexities of political decisions with military implications, providing a fresh perspective on global power dynamics. This narrative sheds light on the intersection of military strategy, geopolitical realities, and the pursuit of ballistic capabilities that shapes the world's security landscape. The United States and Israel have been the two states most active in opposing Iran’s nuclear ambitions; however, the respective strategies of each of these states have changed repeatedly. This book explores how competing cultural schools of thought on grand strategy within each state inform and shape the key policy decisions in their attempts to prevent a nuclear Iran. Drawing on numerous interviews conducted with former high-level officials in each country as well as published memoirs, this book first describes in detail the belief systems of the competing schools and then analyses the internal debates and key decisions on policy toward the Iranian Nuclear Program, while critically assessing the extent to which these beliefs influenced policy in the face of material-structural pressures. This in-depth analysis of the internal debates and dilemmas within the national leadership of the two states most prominent in the effort to prevent a nuclear Iran constitutes an indispensable guide for scholars and policymakers who will inevitably face similar dilemmas in dealing with this ongoing challenge and additional cases of nuclear proliferation around the world. The Bush administration's aggressive campaign to build public support for an invasion of Iraq reheated fears about the president's ability to manipulate the public, and many charged the administration with 'threat inflation', duping the news media and misleading the public into supporting the war under false pretences.   Presenting the latest research, these essays seek to answer the question of why threat inflation occurs and when it will be successful. Simply defined, it is the effort by elites to create concern for a threat that goes beyond the scope and urgency that disinterested analysis would justify. More broadly, the process concerns how elites view threats, the political uses of threat inflation, the politics of threat framing among competing elites, and how the public interprets and perceives threats via the news media.   The war with Iraq gets special attention in this volume, along with the 'War on Terror'. Although many believe that the Bush administration successfully inflated the Iraq threat, there is not a neat consensus about why this was successful. Through both theoretical contributions and case studies, this book showcases the four major explanations of threat inflation -- realism, domestic politics, psychology, and constructivism -- and makes them confront one another directly. The result is a richer appreciation of this important dynamic in US politics and foreign policy, present and future.  This book will be of much interests to students of US foreign and national security policy, international security, strategic studies and IR in general. Originally, NATO bound the western allies together for the purposes of mutual defence as defined by Article 5 of the North Atlantic Treaty, which declared that an attack on the territory of one ally was to be considered an attack on them all. However, Article 4 of the Treaty invites the allies to consult with each other on a less formal basis whenever their 'territorial integrity, political independence, or security' was threatened, without the automatic commitment to a shared response. During the Cold War, the allies consulted both formally and informally on issues beyond mutual defence in debates that were, more often than not, extremely contentious. After the Cold War, these out-of-area missions became the primary focus of NATO’s military missions. The allies had to debate the scope of co-operation for every mission they considered undertaking collectively. This book argues that NATO’s identity has changed from a Cold War mutual defence organization to a global alliance in the course of debates over how to respond to the changing circumstances of its security environment. But the advent of the nuclear supply network pieced together by the Pakistani scientist A. Q. This volume assembles an international group of experts in order to assess the relationship between proliferation and globalization to ascertain how contemporary communication, transportation and financial networks are facilitating or constraining trade in dangerous contraband. The volume explores the risks that may arise from conditions of increasing economic competition and resource scarcity, and the problems that may follow if major producers or consumers of energy lose confidence in the equity and efficiency of the market, and resort instead to the use of force to secure access to energy. It surveys the strategic outlook of both producer and consumer states, with emphasis on nations or regions (Central Asia, Russia, China, Venezuela, the Persian Gulf) where unstable or rapidly evolving political conditions may undermine the currently prevailing market consensus. It also examines the role of the United States as the chief guarantor of the global economy, and the challenge this poses for its exercise of military power. The book contests that while the global energy market may be largely self-regulating, it is not self-defending. A failure to consider how it can be most effectively defended from emerging and potential challenges merely heightens the risk that those challenges may someday become real.","brand":"WoB","offers":[{"title":"- \/ - \/ -","offer_id":51139424616721,"sku":"","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"US \/ NEW \/ INGRAM","offer_id":51139426910481,"sku":"NIN9780415579667","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52536236048657,"sku":"NLS9780415579667","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/041557966X.jpg?v=1750878527"},{"product_id":"reconceptualizing-deterrence-book-elli-lieberman-9780415682138","title":"Reconceptualizing Deterrence","description":"This book offers a reconceptualisation of conventional deterrence theory, and applies it to enduring rivalries in the Middle East.   The work argues that many of the problems encountered in the development of deterrence theory lay in the fact that it was developed during the Cold War, when the immediate problem it had to address was how to prevent catastrophic nuclear wars. The logic of nuclear deterrence compelled a preoccupation with the problem of stability over credibility; however, because the logic of conventional deterrence is different, the solution of the tension between credibility and stability is achieved by deference to credibility, due to the requirements of reputation and costly signaling.   This book aims to narrow the gap between theory and evidence. It explores how a reconceptualization of the theory as a process that culminates in the internalization of deterrence within enduring rivalries is better suited to account for its final success: a finding that has eluded deterrence theorists for long. The work argues for a more nuanced perspective on how change and threats to national identity relate, thus advancing our understanding of the role anxiety plays in shaping state choices. The case studies of Sweden and Germany show that national identity can experience highly disruptive challenges when the external security environment changes. According to extant ontological security theory, these structural challenges should lead to heightened anxiety and identity crises as national narratives become unstable and fragile. Instead, empirical evidence shows that states turn ontological anxiety into strategies of anxiety abatement, management, and ontological innovation. The evidence also reveals that states go to extraordinary lengths to maintain existing narratives, discursively maneuvring between the twin needs of biographical continuity and responsiveness to change. In their efforts to adapt and preserve identity, states embrace ontological ambiguity; they neither fully respond to change, nor do they ignore it. Rather, they strive for discursive innovation where new interpretations of how to be are balanced with new interpretations of the meaning of necessary change. In the process, ontological ambiguity becomes the new normal. These findings suggest that Sweden and Germany may not be outliers, and that being and becoming is an inherent feature of social life all state actors must engage with. In the coming decades, the United States will face states that are more capable and creative, willing to challenge its interests and able to take advantage of missteps and vulnerabilities. By using lessons derived from in-depth case studies and statistical analysis of an original dataset of more than 100 coercive incidents in the post-Cold War era, this book generates insight into how the US military can be used to achieve policy goals. Specifically, it provides guidance about the ways in which, and the conditions under which, the US armed forces can work in concert with economic and diplomatic elements of US power to create effective coercive strategies. This book explains why such power shifts lead to war breaking out in some cases, but not in others.   In contrast to existing approaches, this book argues that the military strategy of declining states is the key determinant of whether power shifts result in war or pass peacefully. More specifically, Dong Sun Lee argues that the probability of war is primarily a function of whether a declining state possesses a ‘manoeuvre strategy’ or an ‘attrition strategy’. The argument is developed through the investigation of fourteen power shifts among great powers over the past two centuries.  Shifts in the balance of power and the attendant risks of war remain an enduring feature of international politics. This book argues that policymakers need to understand the factors influencing the risk of war as a result of these changes, in particular the contemporary shifts in power resulting from the rise of China and from the growth of nuclear proliferation.","brand":"WoB","offers":[{"title":"- \/ - \/ -","offer_id":51190440526097,"sku":"","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"US \/ NEW \/ INGRAM","offer_id":51190441181457,"sku":"NIN9780415762182","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52522192503057,"sku":"NLS9780415762182","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/0415762189.jpg?v=1751103515"},{"product_id":"economic-statecraft-and-foreign-policy-book-jean-marc-f-blanchard-9780415836319","title":"Economic Statecraft and Foreign Policy","description":"This book develops a unified theory of economic statecraft to clarify when and how sanctions and incentives can be used effectively to secure meaningful policy concessions.   High-profile applications of economic statecraft have yielded varying degrees of success. The mixed record of economic incentives and economic sanctions in many cases raises important questions. Under what conditions can states modify the behaviour of other states by offering them tangible economic rewards or by threatening to disrupt existing economic relations? To what extent does the success of economic statecraft depend on the magnitude of economic penalties and rewards?   In order to answer these questions, this book develops two analytic models: one weighs the threats economic statecraft poses to the Target’s Strategic Interests (TSI); while the other (stateness) assesses the degree to which the target state is insulated from domestic political pressures that senders attempt to generate or exploit. Through a series of carefully crafted case studies, including African apartheid and Japanese incentives to obtain the return of the Northern Territories, the authors demonstrate how their model can yield important policy insights in regards to contemporary economic sanctions and incentives cases, such as Iran and North Korea. The realist view of the balance of power theory includes implicit assumptions that economic assets can be turned quickly into power, and that states always respond to threats quickly and only with a view to the 'short-run'. These assumptions drive many of the expectations generated from traditional balance-of-power theory, discouraging realists from looking at domestic sources of power, which in turn undermined their ability to frame strategic decisions properly. By thinking about how power must be managed over time, however, we can model the choices policy-makers confront when determining expenditures on defense, while keeping an eye on the impact of those costs on the economy.   By emphasizing the role of the state, identifying different causal patterns in domestic politics, and demonstrating the importance of systemic competition, this book aims to establish why a neo-classical realist approach is not only different from a liberal approach, but also superior when addressing questions on grand strategy. The literature and rhetoric of the 'War on Terror' has been dominated by dramatic high-profile military campaigns and division in the international community. This overlooks the various multilateral practices and cooperative processes that are emerging to combat global terrorism. President Bush himself had initially been at pains to stress that his 'war' on terror would be like no other; it would involve not just military tools but financial, intelligence, police and diplomatic measures too. More than eight years later, the time is right for an in-depth evaluation of this 'other' war on terror. Yet these relatively mundane regulatory dimensions have received much less attention than the 'hot' wars in Afghanistan and Iraq, where ongoing difficulties suggest that military force alone is inadequate in controlling globalised terrorism.   This book aims to redress this imbalance, by foregrounding these initiatives, tracing their implementation and reflecting on the implications for International Relations. Adopting an analytical approach that seeks to incorporate theories of risk, global governance and security, this book aims to explore the overlapping multi-level and multi-lateral dynamics of the emerging global security architecture which have remained neglected and unmapped thus far in the war on terror. The book argues that the international nuclear export controls have developed in a sub-optimal way as a result of a non-proliferation collective action problem. This has resulted in competition among suppliers, owing to the absence of an overarching effective system of control. While efforts have been undertaken to address this collective action problem and strengthen controls over time, these measures have been inherently limited, it is argued here, because of the same structural factors and vested interests that led to the creation of the problem in the first place. This study examines international controls from the beginning of the nuclear age and early efforts to control the atom, up to more recent times and the challenge posed by Iranian and North Korean nuclear ambitions. Drawing on a rich body of original archival research and interviews, the book demonstrates that the collective action problem has restrained cooperation in preventing nuclear proliferation and that gaps persist in the international nuclear trade control regime. When the Soviet Union disintegrated after the Cold War, Russia seemingly embarked on the establishment of a democratic political system and seemed intent on joining the liberal international order. However, under President Putin’s rule, there have been dramatic shifts in Russian domestic and foreign policies, in order to re-establish itself as a great power. This book examines broad aspects of Russian political culture and threat perception, such as Russia’s reaction to NATO expansion; its information warfare and energy policies; and its policy towards the Global South, especially the Middle East and Africa. The key aim of the work is to identify the conditions for cooperation, stability and peace in the Arctic and to reach beyond simple description and expectation in order to explore in depth some of the main factors that will determine the future of international relations in the region. Furthermore, it addresses key topics such as the geopolitical significance of the Arctic and the importance of oil and gas resources in the Arctic. The book also investigates what the main characteristics of governance in the Arctic are, and how institutions and regimes can promote stability and security in the region. The volume maintains two layers of focus. The first relates to the dynamics within the Arctic and the second to developments outside the region, highlighting that we cannot understand the Arctic in isolation from global developments such as energy markets, security conflicts and NATO-Russian antagonism.   This book will be of much interest to students of Arctic politics, security studies, geopolitics, Russian and Scandinavian politics, and international relations in general.","brand":"WoB","offers":[{"title":"- \/ - \/ -","offer_id":51257342001425,"sku":"","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"US \/ NEW \/ INGRAM","offer_id":51257345212689,"sku":"NIN9781138650305","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52617738518801,"sku":"NLS9781138650305","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/1138650307.jpg?v=1750790835"},{"product_id":"nuclear-terrorism-threat-book-brecht-volders-9780367711436","title":"The Nuclear Terrorism Threat","description":"This book examines the threat of a terrorist organisation constructing and detonating a nuclear bomb.  It explores the role and impact of the organisational design of a terrorist organisation in implementing a nuclear terrorism plot. In order to do so, the work builds on the organisational analogy between an assumed nuclear terrorism scenario and four case studies as follows: the construction of the first atomic bombs at Los Alamos; South Africa’s Peaceful Nuclear Explosives (PNE) program; Aum Shinrikyo’s chemical-biological armament activities; and Al Qaeda’s implementation of the 9\/11 attacks. Extrapolating insights from these case studies, this book introduces the idea of an effectiveness-efficiency trade-off. On the one hand, it will be argued that a more organic organisational design is likely to benefit the effective implementation of a nuclear terrorism project. On the other hand, this type of organic organisational design is also likely to simultaneously constitute an inefficient way for a terrorist organisation to guarantee its operational and organisational security. It follows, then, that the implementation of a nuclear terrorism plot via an organic organisational design is also likely to be an inefficient strategy for a terrorist organisation to achieve its strategic and political goals. This idea of an effectiveness-efficiency trade-off provides us with a tool to strengthen the comprehensive nature of future nuclear terrorism threat assessments and sheds new light on the ongoing debates within the nuclear terrorism literature.  This book will be of particular interest to students of nuclear proliferation, terrorism studies, international organisations, and security studies in general.","brand":"WoB","offers":[{"title":"- \/ - \/ -","offer_id":51269475074321,"sku":"","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"US \/ NEW \/ INGRAM","offer_id":51269476090129,"sku":"NIN9780367711436","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ NEW \/ INGRAM","offer_id":52521488089361,"sku":"NLS9780367711436","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/0367711435.jpg?v=1750739709"},{"product_id":"treaty-prohibiting-nuclear-weapons-book-alexander-kmentt-9780367531942","title":"The Treaty Prohibiting Nuclear Weapons","description":"This book chronicles the genesis of the negotiations that led to the Treaty on the Prohibition of Nuclear Weapons (TPNW), which challenged the established nuclear order.  The work provides readers with an authoritative account of the complex evolution of the ‘Humanitarian Initiative’ (HI) and the negotiation history of the TPNW. It includes a close analysis of internal strategy documents and communications in the author’s possession which trace the tactical and political decisions of a small group of state actors. By demonstrating the unacceptable humanitarian consequences and uncontrollable risks that these weapons pose to everyone’s security, the HI convinced many states to ban nuclear weapons and reject the policy of nuclear deterrence as unsustainable and illegitimate. As such, this book is a case-study of multilateral diplomacy and cooperation between state and civil society actors. It also contains a full discussion of both sides of the nuclear argument and assesses the extent to which the HI and the TPNW have moved the dial and present opportunities for transformational change. It analyzes four hypotheses that explain the factors contributing to the formation of NWFZs, building upon realist, constructivist and liberal theories from international relations. Through structured focused comparison, the book presents and compares the emergence of NWFZs in Latin America, the South Pacific, Southeast Asia, Africa, Central Asia, and the Middle East, which is a prospect for a NWFZ. The book argues that NWFZ projects depend on the following conditions: the security interest of regional states in avoiding nuclear threats, preexisting regional institutions and regional economic cooperation, leadership by a core of regional powers and shared interest in spreading non-proliferation norms. Democracy is not a necessary condition, but democratization can help overcome barriers presented by hesitant or opposed regional governments. As too many of the mentioned necessary conditions are lacking in the Middle East, a NWFZ project, thus, will be possible only after major political changes.  This book will be of much interest to students of nuclear proliferation, arms control, security studies and International Relations.","brand":"WoB","offers":[{"title":"- \/ - \/ -","offer_id":51306054484241,"sku":"","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"US \/ NEW \/ INGRAM","offer_id":51306056646929,"sku":"NIN9780367635619","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52532326105361,"sku":"NLS9780367635619","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/0367635615.jpg?v=1757759614"},{"product_id":"russia-and-the-world-in-the-putin-era-book-roger-e-kanet-9781032040707","title":"Russia and the World in the Putin Era","description":"This volume examines the role of Russia in the world under President Putin’s rule. The book argues that the international nuclear export controls have developed in a sub-optimal way as a result of a non-proliferation collective action problem. This has resulted in competition among suppliers, owing to the absence of an overarching effective system of control. While efforts have been undertaken to address this collective action problem and strengthen controls over time, these measures have been inherently limited, it is argued here, because of the same structural factors and vested interests that led to the creation of the problem in the first place. This study examines international controls from the beginning of the nuclear age and early efforts to control the atom, up to more recent times and the challenge posed by Iranian and North Korean nuclear ambitions. These time-sensitive disputes between states, and even with violent non-state actors, do not involve significant risk of military escalation, at least in the moment. Investigating how and why some near crises escalate, while others do not, requires an explanation of the different dynamics of international disputes and the policy tools that states and international institutions can employ. We ask an expanded set of questions about specific cases and general patterns of conflict behavior, such as: why did Israeli leaders respond to Hezbollah’s 2006 cross-border raid with escalation, resulting in the Second Lebanon War, while in previous instances the Israelis limited their retaliation? Why didn’t the 2015 Iranian Ballistic Missile Test or the 1995 Norwegian Black Brant Missile Launch escalate, while the 2009 North Korea Missile Movement and the 1995 Taiwan Straits dispute tipped into a full-blown crisis, and why did the 2008 Russia-Georgia conflict escalate from near crisis to war? We use primary sources and newly created data on near crises to answer these questions and others. The overall conclusion is that an ounce of prevention at the near crisis phase is worth a pound of cure in averting a full-blown crisis or war. The narrative begins after the Napoleonic wars when newly arisen peace movements focused on arbitration as a path to “ending the war system.” It moves on to the international community’s embrace of “total and complete disarmament” and then to its acceptance of more limited measures by 1968, including the agreements that remain in force today. The book connects the past to the present of multiple negotiations, successful and failed, and underlines how the peace movement increasingly influenced the national policy of the major Western powers, especially the United States. It also highlights the increasing diversification of arms control players, including women and people of color as well as the countries they represented. Based on original research in multinational records and the latest scholarship, the book illustrates the reasons multilateral arms control remains a key instrument of international relations. The chapters are organized both chronologically and thematically, with the result that they cover different amounts of time in order to encompass a given issue and to capture the development of particular threads. The main narrative evolves into a decadeslong quest for a global treaty on “general and complete disarmament,” which otherwise paces the book and shapes its chapters. Although European foreign policy has been attracting an ever-increasing number of International Relations (IR) scholars since the end of the Cold War, consensus on what drives European foreign policy integration has not yet emerged. This book seeks to encourage debate on this issue by examining a wide range of high-profile security issues which have roused significant interest from policy makers, academics and the public in recent years. The volume discusses, amongst other issues, the strategic posture of the European Union as a security actor, the troubled relationship with Russia, the debate regarding France’s relations with the US following France’s rapprochement with NATO and the EU’s influence in the Israeli-Palestinian conflict. The collective intent of the contributors to highlight the drivers of EU foreign policy and defence integration ties together the wide variety of topics covered in this volume, forming it into a comprehensive overview of this issue. By paying considerable attention not just to the internal drivers of EU cooperation, but also to the critical role played by the US as an incentive or obstacle to European security, this book presents a unique contribution to this field of debate. The work argues that many of the problems encountered in the development of deterrence theory lay in the fact that it was developed during the Cold War, when the immediate problem it had to address was how to prevent catastrophic nuclear wars. The logic of nuclear deterrence compelled a preoccupation with the problem of stability over credibility; however, because the logic of conventional deterrence is different, the solution of the tension between credibility and stability is achieved by deference to credibility, due to the requirements of reputation and costly signaling.   This book aims to narrow the gap between theory and evidence. It explores how a reconceptualization of the theory as a process that culminates in the internalization of deterrence within enduring rivalries is better suited to account for its final success: a finding that has eluded deterrence theorists for long. In addition to accelerating the development of an empirical research agenda, the chapters combine to form a coherent storyline that shows nuclear technology and capabilities have been under appreciated as a cause of proliferation in recent scholarly literature. For scholars and practitioners alike, there is a strategic logic to nuclear assistance that is essential to understand. Moreover, several of the essays show that the consequences of nuclear proliferation are more complex than is conventionally understood. Nuclear weapons can have both stabilizing and destabilizing effects. Nuclear weapons may simultaneously cause their owners to become more influential, more successful in the wars they choose to fight, and to have less intense conflicts, when these conflicts occur.   This book will be of much interest to students of arms control and nuclear proliferation, war and conflict studies, security studies and IR.","brand":"WoB","offers":[{"title":"GB \/ NEW \/ INGRAM","offer_id":52336643637521,"sku":"NLS9780415598330","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9780415598330.jpg?v=1758164011"},{"product_id":"confrontational-and-cooperative-regional-orders-book-ariel-gonzalez-levaggi-9780367187774","title":"Confrontational and Cooperative Regional Orders","description":"This book explains cooperative and confrontational regional orders in the post-Cold War era.","brand":"WoB","offers":[{"title":"GB \/ NEW \/ INGRAM","offer_id":52337146757393,"sku":"NLS9780367187774","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9780367187774.jpg?v=1758165702"},{"product_id":"causes-and-consequences-of-nuclear-proliferation-book-robert-rauchhaus-9780415723978","title":"Causes and Consequences of Nuclear Proliferation","description":"This book offers valuable insights into the causes and consequences of nuclear proliferation. The Bush administration's aggressive campaign to build public support for an invasion of Iraq reheated fears about the president's ability to manipulate the public, and many charged the administration with 'threat inflation', duping the news media and misleading the public into supporting the war under false pretences.   Presenting the latest research, these essays seek to answer the question of why threat inflation occurs and when it will be successful. Simply defined, it is the effort by elites to create concern for a threat that goes beyond the scope and urgency that disinterested analysis would justify. More broadly, the process concerns how elites view threats, the political uses of threat inflation, the politics of threat framing among competing elites, and how the public interprets and perceives threats via the news media.   The war with Iraq gets special attention in this volume, along with the 'War on Terror'. Although many believe that the Bush administration successfully inflated the Iraq threat, there is not a neat consensus about why this was successful. Through both theoretical contributions and case studies, this book showcases the four major explanations of threat inflation -- realism, domestic politics, psychology, and constructivism -- and makes them confront one another directly. The result is a richer appreciation of this important dynamic in US politics and foreign policy, present and future.  This book will be of much interests to students of US foreign and national security policy, international security, strategic studies and IR in general. Nuclear terrorism is perceived as one of the most immediate and extreme threats to global security today. While the international community has made important progress in securing fissile material, there are still important steps to be made with nearly 2,000 metric tons of weapons-usable nuclear material spread around the globe. The volume addresses this complex phenomenon through an interdisciplinary approach: legal, criminal, technical, diplomatic, cultural, economic, and political. Despite this cross-disciplinary approach, however, the chapters are all linked by the overarching aim of enhancing knowledge of nuclear security and the prevention of nuclear terrorism. The volume aims to do this by investigating the different types of nuclear terrorism, and subsequently discussing the potential means to prevent these malicious acts. In addition, there is a discussion of the nuclear security regime, in general, and an important examination of both its strengths and weaknesses. In summary, the book aims to extend the societal and political debate about the threat of nuclear terrorism.   This book will be of much interest to students of nuclear proliferation, nuclear governance, terrorism studies, international organizations and security studies in general.","brand":"WoB","offers":[{"title":"- \/ - \/ INTERNAL","offer_id":52402513477905,"sku":null,"price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ NEW \/ INGRAM","offer_id":52402514002193,"sku":"NLS9781138931398","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9781138931398.jpg?v=1758757937"}],"url":"https:\/\/www.worldofbooks.com\/collections\/routledge-global-security-studies-book-series.oembed?page=4","provider":"World of Books ","version":"1.0","type":"link"}
