This book offers a comprehensive account of the policy process in contemporary Scotland. There is a review of theories of policy-making, focusing on decentralised systems. The author then identifies the key actors and institutions, patterns of policy making, and the extent of convergence and divergence in comparison with England and other devolved territories. Case studies of policy making in health, higher education, housing, criminal justice, social inclusion and economic development allow the reader to see how policy making works in practice. There is an analysis of financial planning and decision making, and an examination of Scotland's role in UK and European policy networks. Comparisons are made with other devolved governments in Europe and beyond. The book is based on extensive research, including interviews with leaders of interest groups, politicians and officials across the Scottish Government and in the Scottish Parliament, an analysis of spending patterns, an examination of the legislative output, and case studies of policy making. Key Features *Provides the only comprehensive account of policy-making under devolution in Scotland *Places Scotland within a broader theoretical and comparative framework and analyses institutions and processes of policy-making *Contains case studies of specific policy fields and a thorough treatment of financial questions *Emphasis is placed on Scotland's insertion into UK, European and international networks The second edition includes new and updated information in the following areas: * Election results * Voting by class, etc. * Manifestoes * Scottish Executive (now Government) departments * Background of MSPs * Committees * Expenditure data There is also updating to take account of the change in government in 2007, including substantially revised material on intergovernmental relations and on Europe. The case studies on policy making have also been updated, with extensive changes in the section on economic development. In addition there is a new discussion of proposals for further devolution, following the National Conversation and the Calman Commission.","brand":"WoB","offers":[{"title":"GB \/ VERY_GOOD \/ INTERNAL","offer_id":49527596220689,"sku":"GOR005740556","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/0748638490.jpg?v=1768560775"},{"product_id":"government-of-scotland-book-michael-keating-9780748618224","title":"The Government of Scotland","description":"A critical challenge to Scotlands new system of government is the making and implementation of public policy. It's in office almost nowhere and appears bereft of ideas in the face of the economic crisis that might have given it a historic opportunity. While accepting the truth of this, the contributors to this volume take a stand again those who claim that social democracy is dead. By arguing that social democracy is not a single set of ideas or practices but a way of reconciling market capitalism with social inclusion and equality, they show that it has actually been remarkably successful during the 20th century. Its key principles are still relevant but must be adapted to new conditions. This book examines the fortunes of social democracy in western and east-central Europe and the policy challenges in economic policy, labour markets, social welfare, public services, European integration and decentralization.","brand":"WoB","offers":[{"title":"GB \/ VERY_GOOD \/ INTERNAL","offer_id":49615073673489,"sku":"GOR009971700","price":0.0,"currency_code":"GBP","in_stock":false}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/1474403034.jpg?v=1773316908"},{"product_id":"babs-a-legend-in-irish-sport-michael-k-book-9781901055009","title":"BABS, A LEGEND IN IRISH SPORT: MICHAEL K","description":null,"brand":"WoB","offers":[{"title":"GB \/ WELL_READ \/ INTERNAL","offer_id":49623560290577,"sku":"GOR002231684","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ GOOD \/ INTERNAL","offer_id":51438393164049,"sku":"GOR002230707","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ VERY_GOOD \/ INTERNAL","offer_id":51797563605265,"sku":"GOR001514782","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/1901055000.jpg?v=1751124300"},{"product_id":"active-maths-4-book-michael-keating-9781780906386","title":"Active Maths 4","description":null,"brand":"WoB","offers":[{"title":"GB \/ VERY_GOOD \/ INTERNAL","offer_id":49649575133457,"sku":"GOR013649561","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ WELL_READ \/ INTERNAL","offer_id":49649579393297,"sku":"GOR013649552","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ GOOD \/ INTERNAL","offer_id":50116338155793,"sku":"GOR013861291","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/1780906382.jpg?v=1751344645"},{"product_id":"wealthier-fairer-scotland-book-michael-keating-9781474416436","title":"A Wealthier, Fairer Scotland","description":"After the referendum - what now? These practices are based on the authors' experience in developing reusable designs, as well as the experience of design teams in many companies around the world. Silicon and tool technologies move so quickly that many of the details of design-for-reuse will undoubtedly continue to evolve over time. But the fundamental aspects of the methodology described in this book have become widely adopted and are likely to form the foundation of chip design for some time to come. Development methodology necessarily differs between system designers and processor designers, as well as between DSP developers and chipset developers. However, there is a common set of problems facing everyone who is designing complex chips. In response to these problems, design teams have adopted a block-based design approach that emphasizes design reuse. Reusing macros (sometimes called \"cores\") that have already been designed and verified helps to address all of the problems above. However, in adopting reuse-based design, design teams have run into a significant problem. Reusing blocks that have not been explicitly designed for reuse has often provided little or no benefit to the team. The effort to integrate a pre-existing block into new designs can become prohibitively high, if the block does not provide the right views, the right documentation, and the right functionality. From this experience, design teams have realized that reuse-based design requires an explicit methodology for developing reusable macros that are easy to integrate into SoC designs. This manual focuses on describing these techniques.","brand":"WoB","offers":[{"title":"US \/ GOOD \/ SBYB","offer_id":50379752866065,"sku":"CIN1402071418G","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ WELL_READ \/ INTERNAL","offer_id":52549726732561,"sku":"GOR014552226","price":0.0,"currency_code":"GBP","in_stock":false}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/1402071418.jpg?v=1750890083"},{"product_id":"small-nations-in-a-big-world-book-michael-keating-9781910021774","title":"Small Nations in a Big World","description":"Small northern European states have been a major point of reference in the Scottish independence debate. This book argues that it should be understood as a plurinational union in which the key elements of demos, telos, and ethos are contested.  Except in the mid-twentieth century, its territorial boundaries have been contested and the matter of sovereignty has never definitely been settled. Since the end of the twentieth century, devolution to Scotland, Wales, and Northern Ireland has made this more apparent. With the weakening of the British national project, tensions between the centre and the peripheral nations have grown, greatly exacerbated by Brexit. Eurosceptics have long argued that membership of the European Union is inconsistent with the sovereignty of the British people and Parliament. On another reading, however, both the UK and the EU are plurinational unions and highly compatible. The EU, indeed, served as an important external support system for the devolution settlement. Brexit destabilizes it. Unionism historically served as a doctrine and a set of practices seeking to reconcile a unitary state with a plurinational reality. Since devolution, it has struggled to come to terms with the new constitutional reality or embrace the idea of shared sovereignty. The Union is under increasing strain but there is no simple way of resolving these strains, either by secession of the component nations, or a return to the unitary state. The peoples of these islands need to find new constitutional concepts for living together in a world in which traditional ideas of national sovereignty have lost their relevance.","brand":"WoB","offers":[{"title":"- \/ - \/ -","offer_id":51000050942225,"sku":"","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"US \/ NEW \/ INGRAM","offer_id":51000054481169,"sku":"NIN9780198841371","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52516135108881,"sku":"NLS9780198841371","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ GOOD \/ INTERNAL","offer_id":53430927425809,"sku":"GOR014916618","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ VERY_GOOD \/ INTERNAL","offer_id":53433076220177,"sku":"GOR014917776","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/019884137X.jpg?v=1776941202"},{"product_id":"plurinational-democracy-book-michael-keating-9780199275342","title":"Plurinational Democracy","description":"Transnational integration and other challenges to the nation-state have deprived it of its mystique and broken the automatic link between state and nation. This has encouraged the revival of stateless nationalisms, but also provided new means for their accommodation. The author argues that these changes call for a radical rethinking of the nature of sovereignty and of the state itself to meet the twin challenges of recognition of nationality and of democracy. Drawing on the experience of four plurinational states - United Kingdom, Spain, Belgium, and Canada - and of the European Union, he analyses the challenges of plurinationalism and its recognition.  Keating argues that we are not moving to a world without states, but to a complex political order with multiple sites of sovereign authority, and asymmetrical constitutional arrangements. This political order is new but at the same time old, as traditions of diffused authority and shared sovereignty, from before the rise of the nation-state, are rediscovered and rehabilitated. Democracy can no longer be confined to the framework of the nation-state but must extend to the new political spaces which are emerging above and below the state. Political movements and public opinion in the stateless nations are increasingly embracing these ideas and are the harbingers of a post-sovereign political order.","brand":"WoB","offers":[{"title":"- \/ - \/ -","offer_id":51000140366097,"sku":"","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"US \/ NEW \/ INGRAM","offer_id":51000143249681,"sku":"NIN9780199275342","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52406988505361,"sku":"NLS9780199275342","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/0199275343.jpg?v=1751005684"},{"product_id":"problem-of-governing-book-michael-keating-9783031408168","title":"The Problem of Governing","description":"This book provides an appreciation of the work of renowned scholar Richard Rose. Over a career spanning more than six decades, Rose has explored a vast range of subjects related to British, American and comparative politics. His work, however, has always been concerned with an underlying theme: governing modern societies in changing times. Celebrating Rose's career which has shaped postwar political science in decisive ways, this volume examines issues, debates and lines of research stimulated by his work. Chapters are organized thematically under five headings central to his research: parties and elections, political institutions, public policy, governing at multiple levels, and trust and legitimacy. The book demonstrates that politics cannot be reduced to economics, the actions of individuals, predictive science or functional determinism, but has its own logic and modes of justification. It will appeal to scholars and students of politics, public policy and governance.","brand":"WoB","offers":[{"title":"- \/ - \/ -","offer_id":51060291862801,"sku":"","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"US \/ NEW \/ INGRAM","offer_id":51060294746385,"sku":"NIN9783031408168","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52400494805265,"sku":"NLS9783031408168","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/3031408160.jpg?v=1750729285"},{"product_id":"small-nations-in-a-big-world-book-michael-keating-9781910745892","title":"Small Nations in a Big World","description":"Small northern European states have been a major point of reference in the Scottish independence debate. The book argues on the contrary that, by challenging the 'nation-state' as the sole basis for identity and sovereignty, they open the way for a variety of claims by stateless nations. It is certainly true that recent years have seen a strong recurrence of nationalist claims, in Europe and in other parts of the world. At the same time, however, globalization and European integration provide new ways of managing nationality claims. At one level, they lower the stakes in independence and might permit peaceful transitions to independence. Yet they may also make independence in the traditional sense less important and provide ways in which multiple and conflicting nationality claims could be accommodated in new political structures. The chapters in this collection consider these issues from a theoretical perspective and through case studies of stateless nationalisms in western, eastern and central Europe, the former Soviet Union and Quebec. They record a wide variety of experiences and show that, while there are no easy answers to conflicting national claims, there is reason to believe that they can be managed through democratic political processes.","brand":"WoB","offers":[{"title":"GB \/ NEW \/ INGRAM","offer_id":52125594747153,"sku":"NLS9780199242146","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"US \/ NEW \/ INGRAM","offer_id":52734555160849,"sku":"NIN9780199242146","price":0.0,"currency_code":"GBP","in_stock":false}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9780199242146.jpg?v=1757466856"},{"product_id":"plurinational-democracy-book-michael-keating-9780199240760","title":"Plurinational Democracy","description":"Transnational integration and other challenges to the nation-state have deprived it of its mystique and broken the automatic link between state and nation. This has encouraged the revival of stateless nationalisms, but also provided new means for their accommodation. The author argues that these changes call for a radical rethinking of the nature of sovereignty and of the state itself to meet the twin challenges of recognition of nationality and of democracy. Drawing on the experience of four plurinational states - United Kingdom, Spain, Belgium, and Canada - and of the European Union, he analyses the challenges of plurinationalism and its recognition.  Keating argues that we are not moving to a world without states, but to a complex political order with multiple sites of sovereign authority, and asymmetrical constitutional r s6ngements. This political order is new but at the same time old, as traditions of diffused authority and shared sovereignty, from before the rise of the nation-state, are rediscovered and rehabilitated. Democracy can no longer be confined to the framework of the nation-state but must extend to the new political spaces which are emerging above and below the state. Political movements and public opinion in the stateless nations are increasingly embracing these ideas and are the harbingers of a post-sovereign political order.","brand":"WoB","offers":[{"title":"GB \/ NEW \/ INGRAM","offer_id":52127923699985,"sku":"NLS9780199240760","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9780199240760.jpg?v=1757488524"},{"product_id":"institutions-on-the-edge-book-michael-keating-9781865084831","title":"Institutions on the edge?","description":"\u003cp\u003eAustralia faces major challenges to its forms of governance. Over a career spanning more than six decades, Rose has explored a vast range of subjects related to British, American and comparative politics. His work, however, has always been concerned with an underlying theme: governing modern societies in changing times. Celebrating Rose's career which has shaped postwar political science in decisive ways, this volume examines issues, debates and lines of research stimulated by his work. Chapters are organized thematically under five headings central to his research: parties and elections, political institutions, public policy, governing at multiple levels, and trust and legitimacy. The book demonstrates that politics cannot be reduced to economics, the actions of individuals, predictive science or functional determinism, but has its own logic and modes of justification. It will appeal to scholars and students of politics, public policy and governance.","brand":"WoB","offers":[{"title":"GB \/ NEW \/ GARDNERS","offer_id":52418523169041,"sku":"NGR9783031408199","price":0.0,"currency_code":"GBP","in_stock":false}]},{"product_id":"reuse-methodology-manual-for-system-on-a-chip-designs-book-michael-keating-9780792385585","title":"Reuse Methodology Manual for System-on-a-Chip Designs","description":"Silicon technology now allows us to build chips consisting of tens of millions of transistors. This technology not only promises new levels of system integration onto a single chip, but also presents significant challenges to the chip designer. As a result, many ASIC developers and silicon vendors are re-examining their design methodologies, searching for ways to make effective use of the vast numbers of gates now available. This work outlines an effective methodology for creating reusable designs for use in a System-on-a-Chip (SoC) design methodology. It is an attempt to capture and improve on current practices in the industry, and to give a coherent, integrated view of the design process.","brand":"WoB","offers":[{"title":"- \/ - \/ INTERNAL","offer_id":52434115068177,"sku":null,"price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ NEW \/ INGRAM","offer_id":52434117427473,"sku":"NLS9780792385585","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9780792385585.jpg?v=1759179842"},{"product_id":"constitutional-politics-and-the-territorial-question-in-canada-and-the-united-ki-book-michael-keating-9783319863153","title":"Constitutional Politics and the Territorial Question in Canada and the United Kingdom","description":"This book compares the constitutional politics in Canada and the United Kingdom - two complex, multilevel, plurinational states. There is a rich literature on devolution, but surprisingly little on its consequences for public policy. This book explores the effects of devolution on the policy process, policy substance and policy outcomes in the UK, Spain and Belgium. The chapters study a range of policy spheres, including education, health care and general social policy, examining the scope for policy innovation and policy divergence between different levels of government. The analyses highlight the scope for comparison across devolved governments, which often face similar policy challenges and seek to exercise their autonomy within similar constraints. Each study underlines the importance of pre-existing policy communities, political cultures and institutions in shaping the scope for policy innovation within devolved governments. Each study also reinforces the need to consider devolved policy-making within the context of the nation-state. Devolution altered the relationship between the state and meso communities, but there remains a considerable degree of political and policy interdependence between governments at each level of the state.   This book was previously published as a special issue of Regional and Federal Studies.","brand":"WoB","offers":[{"title":"- \/ - \/ INTERNAL","offer_id":53500644819217,"sku":null,"price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ NEW \/ INGRAM","offer_id":53500645146897,"sku":"NLS9780415398978","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9780415398978.jpg?v=1778018725"},{"product_id":"political-economy-of-regionalism-book-michael-keating-9780714646589","title":"The Political Economy of Regionalism","description":"Examining the effects of economic and political restructuring on regions in Europe and North America, the main themes here are: international economic restructuring; political realignments questions of territorial identity; and policy choices and policy conflicts in regional development.","brand":"WoB","offers":[{"title":"- \/ - \/ INTERNAL","offer_id":53506227405073,"sku":null,"price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ NEW \/ INGRAM","offer_id":53506227536145,"sku":"NLS9780714646589","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9780714646589.jpg?v=1778233087"}],"url":"https:\/\/www.worldofbooks.com\/de-ch\/collections\/autor-buecher-von-michael-keating.oembed?page=2","provider":"World of Books ","version":"1.0","type":"link"}
