Peacebuilding carried out through CSDP instruments has become central to the self-conception of the EU as an actor in international conflict management. EU missions and operations have, for the most part, been deployed to promote peacebuilding efforts in post-conflict situations, in particular through capacity-building, reforms and rebuilding of state structures. This book focuses explicitly on the peacebuilding dimension of the CSDP while exploring why and how the EU has adopted peacebuilding in its CSDP actions as a norm and a practice. It analyses how peacebuilding in EU missions is conceptualised, designed, governed and implemented. The book examines the extent to which EU missions and operations reflect a normative and practical commitment of the EU to peacebuilding – that is to say, the extent to which CSDP instruments have been shaped by international peacebuilding norms and EU foreign policy. Drawing on empirical insights from decision- and policymaking processes in Brussels as well as from missions in Mali and in Bosnia and Herzegovina, this book offers critical perspectives on the EU’s role as an international peacebuilding actor. This book will be of much interest to students of European security, EU policy, peace and conflict studies, security studies and international relations.

This book examines the development of cooperation between the EU and NATO, two key non-state actors in the European security architecture.

The work examines the relationship between the EU and NATO by focusing on the perspective of member states. The European defence market is characterised by a mixture of inter-state competition and European cooperation, and this work assesses why countries sometimes decide to cooperate with their partners, while in other instances they refrain from doing so. In order to shed light on this empirical puzzle, the book focuses on state-defence industry relations in the four major European arms producers: France, Germany, Italy and the UK. The main argument is that the public or private governance of industrial suppliers and market size are the two decisive variables that explain the simultaneous presence of cooperation and competition in European defence procurement. Specifically, it argues that in public governance ecosystems, arms industries are able to "capture" the state's decision-making processes to their own advantage. In private governance ecosystems, the state is relatively autonomous from defence industry's influence and able to pursue larger macro-economic and military benefits. Moreover, the strategy pursued by governments and defence firms is decisively shaped by market size because of its importance in determining the relative costs and benefits of collaborative arrangements. This book will be of much interest to students of EU policy, defence studies, European politics and International Relations.
This book explores the drivers of the EU’s recent forays into peace- and state-building operations. Since the Union’s European (now Common) Security and Defence Policy (ESDP/CSDP) became operational in 2003, the EU has conducted more than 20 civilian and military operations that broadly served to either deter aggression in host countries, and/or to build or strengthen the rule of law. This sudden burst of EU activity in the realm of external security is interesting from both a scholarly and a policy perspective. On one hand, institutionalised cooperation in the field of foreign, security and defence policy challenges the mainstream in IR theory which holds that in such sovereignty-sensitive areas cooperation would necessarily be limited. On the other hand, the sheer quantity of operations suggests that the ESDP may represent a potentially significant feature of global governance. In order to understand the drivers behind CSDP, EU Foreign Policy and Crisis Management Operations analyses the policy output in this area, including the operations conducted in the CSDP framework. Up until now, many studies inferred the logic behind CSDP from express intentions, institutional developments and (the potential of) pooled capabilities. By mining the rich data that CSDP operations represent in terms of the motives and ambitions of EU governments for the CSDP, this book advances our understanding of the framework at large. The analysis takes into consideration previous studies on Europeanisation and its impact on the transformation of national security and defence, and attempts to account for the development of Europeanisation and related mechanisms. These mechanisms, which have been described as framing mechanisms and negative integration, incorporate all the major relevant factors identified here (i.e. a common Strategic Culture, new security identity, domestic political decision-making, industrial base and defence-spending decline) that contributed to the realisation of the CSDP. The relevance of these factors for CSDP Europeanisation is examined through an historical and empirical analysis, and the relationship between the CSDP and North Atlantic Treaty Organization (NATO) is also explored. This approach facilitates analysis of the debate concerning the emergence of the CSDP and throws light on the political shift that led European Union (EU) leaders to support the CSDP. Another aspect of this study is the empirical examination of the dynamics and limitations of the European defence sector. The changes which took place in this sector facilitated the emergence of the CSDP and are therefore analysed in the light of globalisation issues, economies of scale, economic crises, military autonomy, new security strategy and Research and Development (R&D) impact. While existing studies of the subject are either descriptive or focused on a single level of analysis, this book incorporates factors from three different levels of analysis to explain the deployment of ESDP military operations. First, the international level, where the emergence of events that threaten certain values held dear by EU member states, catalyses the process leading to an operation; second, the national level, where the member states formulate their initial national preferences towards a prospective deployment based on national utility expectations; and third, the EU level, where the member states come to negotiate and seek compromises to accommodate their different national preferences towards a deployment. The strength of this multi-level collective action approach is demonstrated by four in-depth military case studies, which analyse the preference formation of France, Germany, and the UK towards the deployments of Operation Althea in Bosnia and Herzegovina, Operation Artemis and EUFOR RD Congo in the Democratic Republic of the Congo (DRC), and Operation Atalanta off the coast of Somalia, respectively. The author draws on a wealth of primary sources, including over 50 semi-structured interviews conducted with national and EU officials during 2011-15, and provides an up-to-date overview and critique of the existing theoretical literature on the deployment of ESDP/CSDP military operations. Since 2003, the EU has carried out six military operations. What accounts for this historic development? The EU and Military Operations examines the dynamics behind the EU´s collective use of force and situates the EU in the context of a global division of labour with regard to military crisis management. It centres on the study of two main cases of EU military operations: the non-case when an operation was planned in the Lebanon war 2006 but did not occur, and the positive case of EUFOR RD Congo that same year. Drawing upon these findings, the author creates an innovative analytical framework based upon the techniques of defence planning, and applies this to the cases studies with the purpose of identifying the main driving and inhibiting factors behind the operations. Key findings derived from this analysis include the growing importance of local actors in facilitating or impeding the EU´s deployment of military force and the enhanced role of regional organisations as security providers. The changing nature of the international system is subject to considerable contestation among scholars, with many claiming that the fundamentals of the post-war international system are being rewritten. This volume brings together prominent scholars in the field of European security to address a range of pertinent issues related to Europe’s role in the context of evolving global challenges. The first section focuses on whether the EU is an actor with a strategic nature and the means to act on a global security strategy. The second section considers the institutional dynamics and the approaches at the EU’s disposal to fulfil its possible intended global roles. The third section addresses Europe’s most important strategic relationship—the partnership it has with the United States. The volume presents small states’ perceptions of European strategic autonomy, highlighting their expectations and concerns. The chapters focus on the depth and breadth of European strategic autonomy, national security considerations, assessment of the impact on transatlantic relations, the expected outputs, and its potential impact on the EU’s institutional structure. It also shows how systemic circumstances and the interests of powerful states, either belonging to the EU (France, Germany, and Poland) or having a significant say in European security architecture (the US), establish opportunities and constraints for the small states to shape European strategic autonomy. In particular, the study focuses on the diverging interests of the Baltic states (Estonia, Latvia, and Lithuania), Belgium, Denmark, Greece, Hungary, and the Netherlands. It demonstrates that, in most cases, European strategic autonomy is perceived not as an alternative to NATO but as a supplementary element that could facilitate the development of national military capabilities, indigenous defence industries and resilience to non-military threats. Ultimately, the book suggests that national approaches towards European strategic autonomy mainly stem from pragmatic national security and foreign policy considerations, while largely ignoring grand strategic ideas. The EU claims that ‘internal and external security are inseparable’ and requires a more integrated approach. This book critically assesses this claim in relation to the threats facing the EU, its responses to them, and the practical and normative implications for EU security governance and actorness. It sets out a novel conceptual framework – the EU security continuum - to examine the ways and extent to which internal and external security are blurring along three axes: geographic, bureaucratic, and functional. This is done through an analysis of four key security issues, regional conflict, terrorism, organised crime, and cybersecurity. The book demonstrates that, to varying degrees, these security threats and/or responses do transcend boundaries. However, institutional turf wars and capability silos hamper the EU’s integrated approach and, therefore, its management of transboundary security threats. Yet, the EU’s pursuit of an integrated approach is reframing its claimed normative distinctiveness toward a more practical one, based on a transnational and multidimensional approach. Such a rearticulation, if implemented, would make the EU a genuinely transboundary security actor, properly structured and equipped to tackle the 21st century’s internal-external security continuum. This book will be of much interest to students of European Security, EU politics, and international relations.
This book provides a neorealist explanation of transatlantic relations and explores key issues at the forefront of the relationship between the US and its European allies in the context of the Russia-Ukraine war. Transatlantic relations, involving the relationship between the United States and its European counterparts, are an essential feature and a cornerstone of the foreign policy of many states. Whilst the transatlantic allies share a relationship that has been in place since 1945, the re-election of Donald J. Trump as US President, the continuing war between Russia and Ukraine, and unsettled issues around European strategic autonomy all pose questions on the state of the partnership. This book utilises a neorealist theoretical framework to tackle these questions. It argues that transatlantic relations continue to prosper and European states remain dependent on the US for their security, which is made viable and necessary by means of dealing with collective threats to the security of transatlantic allies, of which the Russian invasion of Ukraine is the most obvious recent manifestation. The book also deals with other notable case studies of transatlantic relations, such as the French intervention in Mali and the US withdrawal from Afghanistan. This book will be of interest to students of European security, Foreign Policy, and International Relations.
This book looks at the evolution of the role of Europe in US grand strategy, and unpacks how US administrations have instrumentalized this relationship in pursuit of extra-European objectives. The work considers geopolitical pressures in conjunction with leaders’ strategic ideas to provide an account of the evolution of the role of Europe in the context of US grand strategy. Observers generally agree on the vague notion that Europe has been de-prioritized in Washington’s external affairs. Against this background, the book makes the case that such de-prioritization of Europe in the context of US grand strategy also entails a reconceptualization of the transatlantic relationship, namely as a region featuring long-standing relationships that can at times be leveraged in pursuit of non-European goals. The United States has a long history of seeking European support or acquiescence for its role as the leader of the international system, but whereas during the Cold War Washington enlisted its European allies in a grand strategic struggle against a European power, more recently, it has sought to enlist European allies in extra-European struggles of different types. Thinking about the role of Europe in US grand strategy now requires new theoretical and empirical tools that allow for the recognition of this very fact. Accordingly, this book proposes that strategic ideas on the viability of international cooperation held within the White House crucially shape what – if any -- type of support the United States seeks from Europe on the global stage. In doing so, the book adds important nuance to other accounts proclaiming either the proverbial death of the transatlantic relationship or the eternal and unchanging nature thereof. This book will be of much interest to students of European security, US foreign policy, and International Relations.
This book offers a comprehensive analysis of how the EU and NATO have worked together informally over the past decade, since formal cooperation under the 'Berlin Plus' agreement stalled. EU-NATO cooperation has been stuck in a political quagmire since the mid-2000s, tempting many scholars to conclude that very little is going on between the EU and NATO. This book challenges the view that such cooperation is obsolete and outdated by shedding new light on a range of new informal interaction patterns that exist outside or on the fringe of formal institutions, arenas, meeting formats and procedures. In order to capture and understand the informal dynamics in EU-NATO relations, the book applies practice theory. The specific aim of the book is threefold: First, it seeks to analyse how EU-NATO cooperation has evolved despite the stalemate surrounding formal cooperation under the 'Berlin Plus' agreement and framework. Second, the book aims to add new knowledge to European security and defence studies, bringing concrete knowledge to the fore through a practice theory approach that focuses on where and how interaction is de facto taking place. Third, the book aims at adding valuable insights to the study of practice in IR in general by using practice theory to understand and explain European security cooperation. Through a combined use of qualitative, in-depth interviews with military, civilian and police personnel and primary and secondary literature, the book identifies, maps and analyses how practitioners engage in informal staff-to-staff contacts, information-sharing, cross briefings, and mutual assistance on a daily basis in headquarters and offices (Brussels, Mons) and field missions. Although the only 'Berlin Plus' mission is in Bosnia and Herzegovina, EU and NATO practitioners engage in informal cooperation in mission areas where both organisations are running separate missions, as in Kosovo, Afghanistan, and the Gulf of Aden. By exploring and analysing these informal interaction patterns through the lens of practice theory, the book offers a new understanding of the scope, patterns, dynamics and actors involved in European and transatlantic security in general and in EU-NATO cooperation in particular. The book also argues that informal EU-NATO cooperation constitutes a trans-national 'community of practice' that cuts across institutional (EU-NATO)-, mission -, professional (military-police)-, and national boundaries. It explores how shared 'background' knowledge embedded in professional military and police education and training is creating an 'ethos' and esprit de corps that facilitates the creation and maintenance of this community. This book will be of much interest to students of EU policy, European Security, NATO, international organisations, critical security studies and IR in general.
This book examines how internal and external security are blurring at the EU level, and the implications this has for EU security governance and the EU as a security actor.
This book investigates how Europe should position itself in an era of growing Chinese-American rivalry.
This book investigates the areas where the EU has established actorness in the security and defence field and offers a contemporary assessment of the challenges and possibilities for reviving the CSDP.
This book analyses the EU's approach to peacebuilding in its Common Security and Defence Policy (CSDP) missions, and explores how this approach impacts on the EU's role in international conflict management.
This book examines the development of cooperation between the EU and NATO, two key non-state actors in the European security architecture.
This book investigates the extent to which the EU has defined and operationalised the notion of effective multilateralism. Reform has dominated the agenda of the EU in recent years with the adoption and implementation of the Lisbon Treaty. However, various international organisations have also been in reform mode in an attempt to adjust their structure to the changing polarity and counter criticisms about a lack of legitimacy, accountability and effectiveness. The EU and Effective Multilateralism examines the EU's intention to make multilateral settings more effective, as formulated by the European Security Strategy in December 2003. Firmly grounded in new empirical research, it provides a balanced account of the fit between internal reform (the institutional reform within the EU, notably following the entry into force of the Lisbon Treaty) and external reform (the institutional reform of the international reform in which the EU operates).
defence-industrial-cooperation-in-the-european-union-book-daniel-fiott-brussels-belgium-9780367109929
Defence Industrial Cooperation in the European Union
This book provides an empirical understanding of how EU-level defence industrial cooperation functions in practice.
This book analyses the cooperation between the European Union and the United States on internal security and counter-terrorism since the 9/11 terrorist attacks. In particular, four areas of cooperation are examined: customs and supply chain security; judicial cooperation (the mutual legal assistance and extradition agreements); law enforcement cooperation (the Europol-US agreements); and the EU-US agreements for the sharing of air passengers’ data (PNR agreements). These cases are analysed through a conceptual framework based on the theories of international regimes, with the data being drawn from an extensive documentary analysis of media sources collected through the 'Nexis' database, official documents, and from 13 semi-structured elite interviews with US and EU officials. The book argues that the EU and the US have established a transatlantic internal security regime based on shared principles, norms, rules, and interests. While at the beginning of this process the EU had a more reactive and passive stance at the later stages both the EU and the US were active in shaping the transatlantic political agenda and negotiations. The book demonstrates how the EU has had a much more proactive role in its relations with the US than has often been assumed in the current literature. The work explores whether Franco-German bilateral leadership is still relevant in European defence and military cooperation at the EU level, and analyses the reasons for its difficulties in the current context of the return to conventional warfare on the European continent. With an innovative research design that mixes a conceptual framework (discursive institutionalism) with tools from the sociology of International Relations, the book offers both a macro- and an actor-level perspective. The focus on the strategic discourses of both French and German actors, and the institutional settings within which these discourses develop, also enables to better grasp the complexity of military cooperation and the recurring limits of bilateral leadership by Paris and Berlin. Based on extensive fieldwork in Paris, Berlin and Brussels over the past two decades, including data collected since 2022, the book offers a longitudinal view of the issue as well as the most recent developments since the outbreak of the war in Ukraine. Despite its critical role in European strategic and military affairs as the key hub of European policy-making in the field of armaments, the Agency has hitherto received very little attention by the academic and research community around Europe. To fill this gap in the literature, the book covers a multitude of inter-related themes and topics. Not only does it provide a detailed analysis and assessment of the Agency’s record as the first institution dealing solely with EU armaments policy, but it also links these findings to international relations and European integration theory. Thematically, the contributions go beyond the mere description of achievements, gaps and risks, elaborating on novel themes such as space, offsets, pooling and sharing, and transatlantic armaments relations. The book combines an interdisciplinary approach to the study of European defence with theoretical and ontological pluralism, and seeks to unveil the strategic, industrial, institutional and ideational sources of armaments collaboration and capability development under the aegis of the EDA.
