Buddha Plays 18 by Edward S Balian

This book explores information needs in society. In particular, it addresses the information needs of councillors and staff of Eldoret Municipality, Uasin Gishu District, Kenya. The author argues that to communicate and translate knowledge and information to users, one needs an information system that allows simultaneous utilisation of knowledge and information. For this system to be effective, knowledge of users' information needs is a major prerequisite to the process. She observes that the existing systems and resources have proved to be ineffective in satisfying users' information needs hence posing a challenge to information providers. Therefore, this book recommends that information providers should shift from a system-centred paradigm to a user-centred paradigm. The book, through qualitative and quantitative approaches, addresses the dynamics of information needs in modern municipalities in Africa with particular reference to Eldoret Municipality in Kenya. It is recommended for information providers, information seekers, Information policy makers, Information Science Scholars and Local government Officers in Kenya and beyond.
Edward S. Balian is Associate Professor of Quantitative Methods at Madonna College and CEO of Silver Sky, Inc. and Q-Stat Corporation.
