Scott P. Handler (Ph.D., Stanford University) is Assistant Professor of international relations and deputy director of the international relations program at the United States Military Academy, West Point. He is an active-duty Army officer who studies international cyber strategy and policy, state-building, and post-conflict reconstruction. At Stanford he was a Fellow at the Freeman Spogli Institute’s Center on Democracy, Development, and the Rule of Law Fellow at the Freeman Spogli Institute, a Graduate Fellow at the Stanford Center on International Conflict and Negotiation, and a Degree Fellow at the East-West Center.
