DON GROVES is currently a technical consultant to government, industrial firms, and academic institutions including the Institute for Defense Analysis and the Institute for Technology and Strategic Research. He was a senior staff scientist at the National Academy of Sciences - National Research Council from 1962 to 1988. His industrial experience has included work as an advanced system specialist in ocean science and engineering. A U.S. Naval Reserve Officer, Commander Groves served on active duty in Naval Engineering and Research both in the United States and overseas. He is the author of three books on ocean science, as well as over 250 articles that have appeared in national and international publications.
