The book contains an account of the nature, character and development of the British Navy, revealing its roles in maintaining the security of the country and supporting the growth of the Empire.

John Leyland was a long-time associate of the Brassey family, working closely with the leader of the family between 1890 and 1919. He was Editor of The Naval Annual on 5 occasions, 1900 - 1901, 1906 (with T.A. Brassey, 1914 (with Viscount Hythe), 1915 - 1916, and 1919 (with Earl Brassey). The Naval Annual eventually became (in 1974) The RUSI and Brassey's Defence Yearbook.
