Stephen E. Scott was born and raised in southeastern Ohio. He was educated in Beavercreek Township. He went to a number of plain churches, including strict Mennonite churches, during a period of spiritual searching. Scott spent a year in the Amish and Mennonite communities of Holmes County, Ohio.

In 1969, he began two years of alternating service at Lancaster Mennonite High School in Pennsylvania after attending the Numidia Mennonit Bible School in Pennsylvania. Scott joined the Old Order River Brethren Church, a conservative Anabaptist denomination, during this time. He wrote Plain Buggies, Why Do They Dress That Way? while working as a researcher and writer for Good Books.

He's the coauthor of the book Life Without Power.
