Die Not und die traumatischen Erlebnisse der aufzunehmenden Fl chtlinge birgt erhebliches Konfliktpotential. Verst rkt wird es durch die Freilassung der ungeheuren Menge der Fremdarbeiter und deren teilweise ungekl rten weiteren Lebensbedingungen. Die Beseitigung der Tr mmermassen in den zerbombten St dten stellt riesige Probleme dar. Die Entnazifizierung und Bestrafung im Gro en erfolgt zwar durch die Sieger in den N rnberger Prozessen, jedoch auf den niedrigen Ebenen findet sie nur unzureichend statt.
