Harkavy analyses the modern status and the associated diplomacy of basing access, against the background of past political, military, and technological relationships. He provides a comprehensive description of the major powers' global basing networks, including their types, their locations, and the politics and economics of their acquisition. Professor Harkavy also gives details of the facilities the bases make available - naval, air, ground, missile, intelligence, communications, research and testing, environmental monitoring, and space-related - and provides a wealth of tables and maps depicting US and Soviet global networks. He analyses the roles of these bases for the USA, the USSR and other major powers, and discusses emerging political and technological developments which may alter basing diplomacy: the diffusion of power away from the superpowers, the increasing leverage of the smaller countries that host bases, the strengthened role of satellites in comparison with facilities on land and the possible impact of space defences on basing requirements. The crucial link between arms transfers and the politics of basing is emphasized, and the final section is devoted to the politics and economics of foreign military presence.","brand":"WoB","offers":[{"title":"GB \/ VERY_GOOD \/ INTERNAL","offer_id":49519558099217,"sku":"GOR013734617","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ NEW \/ INGRAM","offer_id":52149091041553,"sku":"NLS9780198291312","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/0198291310.jpg?v=1776940037"},{"product_id":"arms-transfers-to-the-third-world-1971-85-book-michael-brzoska-9780198291169","title":"Arms Transfers to the Third World, 1971-85","description":"The value of major conventional weapons imported by Third World countries between 1971 and 1985 was quadruple that for the previous two decades. This spectacular increase reflects changes in the economic and technological relations between industrialized nations and the Third World, as well as having profound political repercussions. This book gives a comprehensive overview of the flow of major conventional weapons during the period 1971-85. It analyses both the suppliers and the main Third World recipients, describing the inflow of arms and the reasons underlying it. The facts that propel this arms trade are assessed in a concluding chapter which also analyses the structural changes that have occurred in the arms markets and their implications. The detailed statistics and arms trade registers for the period (in some cases from 1951), and the introduction of a new SIPRI price system for evaluating the arms trade, make this a valuable reference work.","brand":"WoB","offers":[{"title":"GB \/ VERY_GOOD \/ INTERNAL","offer_id":49519558983953,"sku":"GOR005123623","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ LIKE_NEW \/ INTERNAL","offer_id":50978956345617,"sku":"GOR014157912","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52476410986769,"sku":"NLS9780198291169","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/0198291167.jpg?v=1751433914"},{"product_id":"united-states-military-forces-and-installations-in-europe-book-simon-duke-9780198291329","title":"United States Military Forces and Installations in Europe","description":"For many people who live in Europe, the presence of substantial US military forces is a matter of concern and debate, which has tended so far to centre around a few highly-visible bases, such as the cruise missile locations. Apart from these few bases, relatively little is known about the size and extent of the US military presence in Europe. This book aims to fill that gap by providing the raw data on what is where. The study also highlights the historical details behind the acquisition of bases in individual countries, and summarizes and analyses all of the basing agreements between the US and its host nations which are available to the public. The book a timely contribution to the debate: as discussions begin for possible post-INF cuts in superpower force levels in Europe, there is an urgent need for accurate and unbiased information on US forces in Western Europe and on the massive infrastructure that supports those forces.","brand":"WoB","offers":[{"title":"GB \/ LIKE_NEW \/ INTERNAL","offer_id":49569481785617,"sku":"GOR013729870","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ VERY_GOOD \/ INTERNAL","offer_id":49573401952529,"sku":"GOR006881063","price":0.0,"currency_code":"GBP","in_stock":false}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/0198291329.jpg?v=1751005030"},{"product_id":"regional-conflicts-book-james-e-goodby-9780198291718","title":"Regional Conflicts","description":"This is the second volume of a two-part study on international issues in the post cold-war era. Ten authors consider regional conflicts, how relations among the great powers could be affected by such conflicts and how co-operation among the leading nations, especially Russia and the United States, might influence the course of regional strife. The end of the cold war closed one chapter in history - the global struggle between the USA and USSR. It has not brought an end to regional conflicts. This volume analyses three broad categories of regional conflicts: * Countries in the developing world where US and Russian interests are more or less equally engaged * Countries of special interest to one or more of the great powers, and * Countries where there is no overriding Russian or US national security interest. The challenge to US-Russian co-operation is examined under the major headings of preventive diplomacy in an era of high technology, dilemmas of US-Russian security co-operation and international security organizations as instruments for great power co-operation.","brand":"WoB","offers":[{"title":"GB \/ VERY_GOOD \/ INTERNAL","offer_id":49632686670097,"sku":"GOR005820934","price":0.0,"currency_code":"GBP","in_stock":false}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/019829171X.jpg?v=1751355974"},{"product_id":"use-of-force-in-peace-operations-book-trevor-findlay-9780198292821","title":"The Use of Force in Peace Operations","description":"One of the most vexing issues that has faced the international community since the end of the Cold War has been the use of force by the United Nations peacekeeping forces. UN intervention in civil wars, as in Somalia, Bosnia and Herzegovina, and Rwanda, has thrown into stark relief the difficulty of peacekeepers operating in situations where consent to their presence and activities is fragile or incomplete and where there is little peace to keep. Complex questions arise in these circumstances. When and how should peacekeepers use force to protect themselves, to protect their mission, or, most troublingly, to ensure compliance by recalcitrant parties with peace accords? Is a peace enforcement role for peacekeepers possible or is this simply war by another name? Is there a grey zone between peacekeeping and peace enforcement? Trevor Findlay reveals the history of the use of force by UN peacekeepers from Sinai in the 1950s to Haiti in the 1990s. He untangles the arguments about the use of force in peace operations and sets these within the broader context of military doctrine and practice. Drawing on these insights the author examines proposals for future conduct of UN operations, including the formulation of UN peacekeeping doctrine and the establishment of a UN rapid reaction force.","brand":"WoB","offers":[{"title":"GB \/ VERY_GOOD \/ INTERNAL","offer_id":49998767390993,"sku":"GOR013832256","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"US \/ GOOD \/ SBYB","offer_id":50345584886033,"sku":"CIN0198292821G","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52428150178065,"sku":"NLS9780198292821","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/0198292821.jpg?v=1751005031"},{"product_id":"russia-and-europe-book-vladimir-baranovsky-9780198292012","title":"Russia and Europe","description":"Covering the historical background, domestic developments, the role of military factors, and Russia's immediate security environment, Russia and Europe provides a comprehensive analysis of the increasingly important security relationship between Russia and Europe. It uses the standard that an intervention should do more good than harm to evaluate the successes and failures. The author develops a methodology to determine the number of lives saved, as a minimalist measure. The analysis of 19 military operations in the 6 case studies of Iraq, Somalia, Bosnia, Rwanda, Kosovo and East Timor reveals both successful and unsuccessful interventions in the same locations. The study posits that an intervention's short-term effectiveness depends primarily on six factors within the control of the intervenor, rather than factors inherent within the conflict. Political and humanitarian dimensions are combined to create a typology that compares the needs of populations suffering from conflict with an intervenor's military intervention strategies, motives, capabilities and response time. Hypotheses derived from the model are tested in the case studies and policy implications are offered.","brand":"WoB","offers":[{"title":"- \/ - \/ -","offer_id":51089290199313,"sku":"","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"US \/ NEW \/ INGRAM","offer_id":51089293639953,"sku":"NIN9780199551057","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52433836376337,"sku":"NLS9780199551057","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ VERY_GOOD \/ INTERNAL","offer_id":52849910907153,"sku":"GOR001914794","price":0.0,"currency_code":"GBP","in_stock":false}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/0199551057.jpg?v=1776940964"},{"product_id":"arms-export-regulations-book-ian-anthony-9780198291589","title":"Arms Export Regulations","description":"Governments have a legal obligation to ensure effective control over arms exports and to monitor and supervise the movement of arms to ensure that they do not fall into unauthorized hands. After the end of the cold war the sector went through dramatic changes: it was radically downsized, reorganized and restructured according to the needs of the emerging new socio-economic systems. One of the major factors that shaped this adjustment was the enlargement of NATO and the European Union and the prospect of integration into these two organizations. The military establishments and defence industries became principal actors in the integration process, which helped them to acquire political legitimization and new economic resources. At the same time, integration presented unexpected challenges and constraints for the regions restructuring defence industry. This book presents a comparative analysis of the defence industries of six East Central European countries-Bulgaria, the Czech Republic, Hungary, Poland, Romania and Slovakia-describing how they adjusted to the changed political and economic environment in both the domestic and international contexts. After the cold war, arms makers in East Central Europe found themselves confronting a situation like that faced by many of today's industrial producers: a drastic change of the economic, political and social environment. Their experiences provide valuable lessons for governments and companies in the post-2008 global economy.","brand":"WoB","offers":[{"title":"- \/ - \/ -","offer_id":51389202333969,"sku":"","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ NEW \/ GARDNERS","offer_id":51389202465041,"sku":"NGR9780199271733","price":0.0,"currency_code":"GBP","in_stock":false}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/0199271739.jpg?v=1751195879"},{"product_id":"arms-procurement-decision-making-volume-2-chile-greece-malaysia-poland-south-afr-book-ravinder-pal-singh-9780198295808","title":"Arms Procurement Decision Making: Volume 2: Chile, Greece, Malaysia, Poland, South Africa, and Taiwan","description":"Why and how do countries buy the armaments and defence equipment they do buy? The proceedings of the symposium include comprehensive discussions of the new normative and structural elements of the post-cold war global security system and the objectives and limits of arms control within that evolving system. Special attention is given to the changing roles and responsibilities of the major powers in arms control efforts. The role of transparency, verification and safeguards measures in arms control arrangements is analysed by a number of contributors. The subregional aspects of arms control are examined, in particular the uses of arms control instruments in conflict resolution and post-conflict settlement efforts. Approaches to enforcing norms codified in arms control treaties are considered, as are the international community's responses to activities by treaty parties which are judged to be contrary to those norms. The Nobel Foundation's Symposium programme was initiated in 1965. The symposia have achieved a high standing and play a significant role in the international exchange of knowledge and experience. Initially it seemed that the resources devoted to the Cold War confrontation might become available for investment in non-military economic and social progress. However, by 1994 this optimism had given way to recognition that the transformation would involve significant costs and could not be accomplished quickly. The Defence Industry in East-Central Europe charts the development of the industries of the Visegrad countries - Czechoslovakia and its successor states, the Czech Republic and Slovakia; Poland; and Hungary. In the first part, national case studies underline the different approaches to reform adopted in the individual countries. Each country study addresses a wide range of questions, such as the roles of the finance and defence ministries, budget offices, audit departments and external actors in the military budgetary processes; the extent of compliance with standard public expenditure management procedures; and how well official military expenditure figures reflect the true economic resources devoted to military activities in these countries. The framework for the country studies is provided by a detailed model for good practice in budgeting for the military sector. The individual studies are tied together by a synthesis chapter, which provides a comparative analysis of the studies, classifies the eight countries according to their adherence to the principles of public expenditure management and explains why individual countries find themselves with a certain classification. The book draws on the results of the country studies and their analysis by making concrete recommendations to the governments of African countries and the international community. While the military sector in many African states is believed to be favoured in terms of resource allocation and degree of political autonomy, it is not subject to the same rules and procedures as other sectors. Because of the unique role of the armed forces as the guarantor of national security, and their demand for a high degree of confidentiality in certain activities, the military sector receives a significant proportion of state resources and is not subject to public scrutiny. The book argues that while the military sector requires some confidentiality it should be subject to the same standard procedures and rules followed by other state sectors.","brand":"WoB","offers":[{"title":"GB \/ NEW \/ GARDNERS","offer_id":52323516449041,"sku":"NGR9780199262663","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52657853333777,"sku":"NLS9780199262663","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9780199262663.jpg?v=1776940932"},{"product_id":"regulation-of-arms-and-dual-use-exports-book-ian-davis-9780199252190","title":"The Regulation of Arms and Dual-Use Exports","description":"This study analyses the reasons for and the broad implications of the post-cold war reforms of arms and dual-use export controls within the European Union. It conceptualizes the arms export policy process as a policy system, involving the interaction of three basic elements-the policy environment, policy stakeholders and public policies. Three national case studies (the UK, Germany and Sweden) explore the major problems and paradoxes of practical regulatory activity. The differences in their approaches, including variations in the export control criteria, controlled goods, decision-making bodies, licensing decisions and enforcement procedures, are rooted in each state's unique historical normative framework. Evidence is also presented of policy convergence within the EU as a whole. While COCOM was the main instrument of convergence during the cold war, the most significant instrument of convergence in the 1990s was EU integration. The main conclusions are that the process of European integration in the 1990s led to a significant but incomplete convergence of the three states' arms and dual-use export controls; convergence has gone further for dual-use technologies than for military goods; convergence accelerated during the late 1990s as a result of the introduction of the EU Code of Conduct on Arms Exports and common measures to combat illicit trafficking in small arms; convergence is more advanced for policy-making structures than for policy-execution structures; and further convergence can be expected in the next decade.","brand":"WoB","offers":[{"title":"GB \/ NEW \/ INGRAM","offer_id":52331186225425,"sku":"NLS9780199252190","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9780199252190.jpg?v=1758147601"},{"product_id":"new-nuclear-forensics-book-vitaly-fedchenko-9780198736646","title":"The New Nuclear Forensics","description":"Nuclear forensics is the science of determining the history of a sample of radioactive material through the study of the material's characteristics. While nuclear forensic analysis has normally been associated with investigations and prosecutions in the context of trafficking of nuclear materials or nuclear terrorism, it has wider applications in various national security contexts, such as nuclear non-proliferation, disarmament, and arms control. The New Nuclear Forensics provides a survey and an analysis of the scientific discipline of nuclear forensic analysis, and the way it is applied to specific issues of international peace and security, from the 1940s to the present day. This book describes the various methods used in nuclear forensics, giving first a general introduction to the process followed by details of relevant measurement techniques and procedures. In each case, the advantages and limitations are outlined. It uses a language and methodology that opens the issue of nuclear forensics and its potential applications to a non-specialist readership.","brand":"WoB","offers":[{"title":"- \/ - \/ INTERNAL","offer_id":52332726812945,"sku":null,"price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ NEW \/ INGRAM","offer_id":52332727632145,"sku":"NLS9780198736646","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9780198736646.jpg?v=1758152518"},{"product_id":"nuclear-weapon-tests-book-jozef-goldblat-9780198291206","title":"Nuclear Weapon Tests","description":"Nuclear explosions are the most visible manifestation of the arms race, and the conclusion of a multilateral treaty that will meaningfully restrict nuclear testing has for three decades been a priority. While some see testing as essential for the development of nuclear weapons and for upholding nuclear deterrence postures, others are acutely concerned about the possible health hazards of nuclear tests. Proponents of a comprehensive test ban, or a very-low-threshold test ban, are convinced that further test limitations are the first, indispensable steps that must be taken to halt and reverse the nuclear rivalry among the great powers and to prevent the spread of nuclear wapons to more countries. The Stockholm International Peace Researach Institute (SIPRI) and the Canadian Institute for International Peace and Security (CIIPS) have jointly conducted a thorough study of the complex technical and political issues involved in a possible cessation or limitation of nuclear tests. This SIPRI-CIIPS publication contains papers by leading physicists, nuclear weapon designers, seismologists, international lawyers, strategic analysts, political scientists, and former government advisers and arms control negotiators. The editors' concise summary of all the issues and viewpoints is presented in the first part of the book, which also contains their own conclusions about the feasibility of achieving a meaningful test limitation that is adequately verifiable by existing or proposed technical means.","brand":"WoB","offers":[{"title":"- \/ - \/ INTERNAL","offer_id":52332763185425,"sku":null,"price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ NEW \/ INGRAM","offer_id":52332763775249,"sku":"NLS9780198291206","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9780198291206.jpg?v=1758152625"},{"product_id":"nuclear-non-proliferation-and-global-order-book-wolfgang-ktter-9780198291558","title":"Nuclear Non-Proliferation and Global Order","description":"This book presents different views on nuclear disarmament and arms control and a brief history of nuclear non-proliferation policy and the nuclear test ban issue. In the study specialists from several disciplines examine the ways in which cultural norms concerning the environment have inhibited the conduct of war and preparations for it, and suggest how such norms could be strengthened and developed. The subject is approached from the following perspectives: historical evolution of cultural norms concerning war and the environment; differing approaches of men and women; the special challenge of the nuclear age; roles of government and law; influence of education and the mass media; and philosophical and aesthetic influences. This series addresses the problems of constraining war and of maintaining an environment that can promote human life and welfare by examining the issues of warfare and security in relation to environmental and ecological concerns and then formulating policy recommendations. It should prove of interest, therefore, to everyone who has a personal interest in these subjects.","brand":"WoB","offers":[{"title":"GB \/ NEW \/ INGRAM","offer_id":52474895991057,"sku":"NLS9780198291251","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"US \/ NEW \/ INGRAM","offer_id":52734526882065,"sku":"NIN9780198291251","price":0.0,"currency_code":"GBP","in_stock":false}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9780198291251.jpg?v=1759841827"},{"product_id":"business-and-security-book-alyson-j-k-bailes-9780199274505","title":"Business and Security","description":"The private business sector suffered both directly and indirectly from the terrorist strikes of 11 September 2001. Many business workers perished in the New York World Trade Center, and the insurance, transport, and tourism industries were hard hit by the aftermath. Restrictions imposed in the name of security made business travel and the movement of goods more complicated. The private sector was called upon to support the fight against terrorism actively with tougher controls on money transfers and on the export of dangerous materials and technologies. These events offered a striking case of the growing interdependence of the private and public sectors in tackling present-day security challenges. The impact of the private sector, for good or ill, in areas of conflict has long been recognized. Private business is at the centre of the latest concerns over the vulnerability of crucial infrastructures, including energy supply. Systematic public-private sector consultation and partnership are needed to tackle these problems, but neither the principles nor comprehensive mechanisms for such cooperation have yet been identified. This book brings together reflections on general and specific aspects of public-private sector interaction, from a variety of experts in business, government, international organizations, and the academic world. For completeness and balance, it also enquires into the costs of security and includes perspectives from Africa and the Arab world. It offers new reference material to help in the further exploration of this important subject.","brand":"WoB","offers":[{"title":"- \/ - \/ INTERNAL","offer_id":52476484387089,"sku":null,"price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ NEW \/ INGRAM","offer_id":52476485533969,"sku":"NLS9780199274505","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9780199274505.jpg?v=1759844137"},{"product_id":"india-s-ad-hoc-arsenal-book-chris-smith-9780198291688","title":"India's ad hoc Arsenal","description":"Chris Smith explores the evolution of Indian defence policy since 1947. The European security landscape has changed considerably. The period from November 1989 to November 1990 can be compared with such decisive dates in twentieth-century European history as 1918 and 1945. Germany and Europe have entered a crucial period of transition. While it was relatively easy to describe the dramatic events and changes in the making, it is now more difficult to demonstrate their mutual relationships within the framework of the new European system emerging from them. The documents published in this volume - many of them for the first time - provide an important record of this historic period. Key papers by some of the leading German politicians of this period, delivered at Potsdam in February 1990, are also presented. The volume provides the background for a better understanding of developments in Europe - particularly the role of the new German state, to contribute to a sober assessment of the role which the united Germany can play in an emerging new structure for European security, and to facilitate further research on these topics and related issues.","brand":"WoB","offers":[{"title":"GB \/ NEW \/ INGRAM","offer_id":52480613843217,"sku":"NLS9780198291466","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"US \/ NEW \/ INGRAM","offer_id":52734505550097,"sku":"NIN9780198291466","price":0.0,"currency_code":"GBP","in_stock":false}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9780198291466.jpg?v=1759850491"},{"product_id":"restructuring-of-arms-production-in-western-europe-book-michael-brzoska-9780198291473","title":"Restructuring of Arms Production in Western Europe","description":"Profound changes are occurring in the structure of arms production in Western Europe. What obstacles must developing countries overcome if they hope to use military technology effectively? And when might military technology itself become a cause of conflict? Eric Arnett addresses these questions in the context of four particularly important Asian states from the perspectives of regional specialists and experts in technology and military affairs. The resulting analyses demonstrate the link between military technology and conflict, which is more palpable in southern Asia than elsewhere, while suggesting that it must be approached in a more nuanced way than has been the case so far in discussions of the region. The author identifies specific technologies and perceptions that raise the risk of war in credible scenarios of conflict.
