In December 1989, the United States launched an invasion of Panama designed to decapitate the Panama Defense Force (PDF), install a civilian government, and apprehend General Manuel Noriega. She addresses the reasons for the repeated failure of US attempts to remove Noriega from power, as well as the changes that led finally to a decision in Washington to place the military option on the table.
