Reed was Clinton's Domestic Policy Advisor. In this book, they will move beyond the ideological and political arguments that have dominated the nation's issues, focusing instead on practical plans that make the most of existing laws and programs, reinvigorating their party with a programme that political candidates can literally "sign onto", and showing the way forward for the nation as a whole.

In the White House, Emanuel and Reed oversaw the development and enactment of the Clinton administration's major domestic triumphs, including a successful economic plan to create jobs, expand trade and eliminate the budget deficit. In his memoir, My Life, Bill Clinton wrote about Emanuel's "great gift (for) putting ideas into action... (and seeing) the potential in issues everyone else missed. He also called Reed "the intellectual core of the vital center." Both men have been published in dozens of newspapers and magazines, including The New York Times, The Wall Street Journal and The Economist.
