Vivien Stern contends that prisons, a mainstay of punishment, are an anachronistic and probably counterproductive system for dealing with rising crime rates. Vivien Stern, former Director of the National Association for the Care and Resettlement of Offenders (NACRO), is Senior Research Fellow in the Inter- national Centre for Prison Studies at King's College and Secretary-General of Penal Reform International. She lives in London. Carl Niehaus is Ambassador of South Africa to the Netherlands. He was imprisoned for seven and a half years for his opposition to apartheid.
