William F. Powell was a well-known artist and one of America's most talented colorists. Bill attended the Art Student's Career School in New York, Harrow Technical College in Harrow, England, and the Louvre Free School of Art in Paris, France. He is a native of Huntington, West Virginia. For over 45 years, he worked professionally in fine art, commercial art, and technical illustrations. Oil, watercolor, acrylic, colored pencil, and pastel were among the mediums he taught as an art instructor, with topics ranging from landscapes to portraits and wildlife. He also wrote several popular Walter Foster works, as well as a number of art instruction books.

Bill offered several Color Mixing and Theory workshops in places around the United States as a renowned master of color. His knowledge of color theory inspired him to write and draw several pieces for a national art journal, as well as an educational series of 11 articles titled Color in Perspective. He also worked as an art consultant for national space initiatives and various paint manufacturers for artists. Bill's work included background sets for films, model making, animated cartoons, and animated films for computer mockup systems, among other things.

He created art films that taught people how to paint, mix colors, and draw.
