ANDREW SCOTT is Currently a Policy Adviser at the Cabinet Office in London, UK. He completed his Ph.D. at the University of Cambridge, having gained degrees in international history at the University of Leeds and the London School of Economics, UK. He has also held visiting fellowships at Yale University, USA.
