Brian Dillon is an Emergency Management Consultant who has advised at national and ACPO level for the past ten years. He has over 30 years experience as an Emergency Planning Officer and previously served with Lancashire Police. He is former secretary to both the ACPO Emergency Planning Group and the Lancashire Local Resilience Group. His plans have been used to manage a wide range of emergencies including the Morecombe Bay cockling disaster of 2004 and the 2007 Cumbria Virgin train crash. He is also recognized as a national assessor for on handling civil nuclear incidents.
Ian Dickinson is the former Deputy Chief Constable of Lothian & Borders Police where he served at the rank of chief officer for more than 20 years. Since 2002 he has had responsibility for Specialist Operations, including the planning of the G8 summit, the Edinburgh Tattoo, Hogmanay, the Golf Open and civil nuclear resilience issues.
JohnWilliamson is Chairman of the Institute of Fire Safety Managers. He is a former Assistant Chief Fire officer and has commanded many major incidents, such as the Piper Alpha platform disaster. John is a Fellow of the Institution of Fire Engineers and provides expert evidence for the Courts. He also lectures on fire risk assessment and fire safety.
Frank Whiteford is the Associate Director of Health Service Resilience in the North West. Frank has worked for the NHS for over 30 years, serving with the Ambulance Service as Deputy Director of Operations in Lancashire. He is responsible for overseeing performance management in Emergency Preparedness across all NHS organizations in the North West and is also the Lead for Pandemic Flu for the Strategic Health Authority. He has been in charge of several major incidents at the Tactical and Strategic level and has taught medical emergency preparedness across the NHS and Blue Light Services in the UK, as well as in Kuwait, Spain and Brazil.
