The year is 1798. The war between England and revolutionary France has reached a stalemate. JAY WORRALL, a Quaker from a military family, grew up in a variety of countries around the world. He worked with refugees in Vietnam's central highlands during the war, and then taught English in Japan thereafter. Worrall has worked to create creative and humane jail policies, programs, and administration. He is a happily married father of five sons who currently resides and works in Pennsylvania.
