Past attempts to initiate change to the British constitution, even if they survived party opposition, tended to run aground on the naivety of the proposals and the difficulty of developing basically sound ideas into feasible reforms. Considering such topics as parliamentary and electoral reform, the reduction of ministerial and especially prime ministerial power, the transfer of certain royal powers to Parliament, the development and protection of civil rights and the reform of the judiciary, this study argues for the introduction of new machinery to achieve constitutional change through consensus, and highlights areas where reform is most likely to occur during the 1990s.
