Born in Detroit in 1926, Warren Rovetch completed his undergraduate studies at Wayne University in Detroit, and graduate studies at Oxford (Balliol College), where he was a Fulbright Scholar, receiving his MPhil in economics in 1951. Rovetch has been a government economist, an industrial engineer, a regional director for the Foreign Policy Association, and a consultant to school systems, colleges and universities, and state governments. Robert E. McNair, governor of South Carolina, said of Rovetch, He was one of the most brilliant planners and programming-type people that I've ever known.
