JANET HUNT is a Fellow at the Centre for Aboriginal Economic Policy Research, Australian National University, Australia. MARK MCGILLIVRAY is Deputy Director of the World Institute for Development Economics and Research at the United Nations University, Helsinki, Finland. He also holds honorary chairs and fellowships at a number of British and Australian universities. MATTHEW CLARKE is Senior Lecturer in the School of International and Political Studies at Deakin University, Australia.
