THOMAS G. OTTE is Lecturer in International History at the University of the West of England. He has published widely on aspects of mainly pre-1914 international history, and is co-editor of Military Intervention: From Gunboat Diplomacy to Humanitarian Intervention and Personalities, War and Diplomacy. He is also the reviews editor of Diplomacy and Statecraft.
