They uncovered an inspiring story of entrepreneurs stepping into the breach and providing low-cost private schooling to large numbers of children in areas where government was not working well and basic infrastructure had been destroyed. For-profit schools also expanded quickly to soak up educational demand once the conflicts were over. The fees were affordable to families on the poverty line and the children did better academically than those in government schools. Yet international agencies continue to promote government-run schools, even though state education has been a major source of both conflict and corruption in these countries. This groundbreaking study advocates a different approach. They also show how state monopoly provision of education has led to a particular model of schooling which does not work for many of those who use the education system -- parents and children. Perhaps the most valuable contribution of these papers, though, is their historical analysis. The extent to which education systems developed in the UK and the USA before either compulsory schooling or dominant state finance emerged is remarkable. E.G. West also analyses the debate between those who believe that the state should control education in order to shape the thinking of the younger generation, and those who believe in a purist system. He demonstrates how universal state provision of education is the model that is least likely to benefit the poor, although they could benefit substantially from programmes to help them fund their education. In an era when there is increasing dissatisfaction with state education provision, but in which the state has ever greater control of the curriculum -- including the teaching of 'citizenship' -- and management of schools, the papers in Occasional Paper 130 have never been more relevant.
Can education be run as a profitable business and still be driven by a humanitarian vision? It's also a journey through geographies, from Kurdistan to Katrina - from the first international schools in war-torn northern Iraq, to the first charter school to reopen after the hurricane devastated inner city New Orleans. SABIS® goes where other educational providers are unwilling to tread, helping to rebuild lives shattered by war and natural disaster. It was in the Indian city of Hyderabad that Tooley first discovered these schools, and wrote about them in his award-winning book The Beautiful Tree, which also documented state corruption and the attempts to shut the schools down. But the state was to exact revenge: upon returning to Hyderabad, Tooley was unjustly arrested and thrown into prison.Conditions in the prison were dire, and the jailers typically cruel and violent, but the other prisoners were extraordinarily kind. Chillingly, many had been in prison for years, never charged with anything, often victims of police corruption, too poor to go to court and secure bail.Imprisoned in India tells the story of Tooley's incarceration and subsequent battles with maddeningly corrupt Indian bureaucracy, which made him realise how fundamental the rule of law is to the workings of a good society. It's something we take for granted, but without which all human flourishing is threatened, especially for the poor. Tooley discovered, too, how the human spirit, even amongst those wrongfully imprisoned, can soar above the brutality and tyranny of those in power.
Everyone from Bono to the United Nations is looking for a miracle to bring schooling within reach of the poorest children on Earth. The issues debated in this new edition of 'Educational Equality" include: What is Educational Equality? Why Does Educational Equality Matter? And is Educational Equality Possible? "Educational Equality" raises issues which will be of interest to all involved in educational equality, including teachers, policy makers and educationalists. This innovative series is addressed to practitioners and policy-makers. They raise the question of why governments should be involved in education at all. One justification for state intervention in education is that, without it, there would not be educational opportunities for all. However, the great majority of people would not need state intervention for funding or provision of educational opportunities. Intervention would at most be required for a minority in need of financial support. This conclusion is supported by historical evidence from Victorian England and Wales, and from more recent experience around the world, of educational entrepreneurs stepping in to provide desired opportunities where state education is failing. A second justification offered is that equality of opportunity requires state intervention in education. When the record is examined, it is not clear that states anywhere have been able to provide equality. Strong theoretical arguments undermine the suggestion that they ever would. Moreover, arguments against 'markets' in schooling which purport to show how they increase inequality actually point to problems not with markets, but with state regulation and provision themselves. Many influential philosophers and economists agree that justice or fairness requires that everyone has adequate opportunities. But markets - with a funding safety-net - could provide adequate opportunities for all, and more effectively than further state intervention. A final justification is that state regulation of, inter alia, the curriculum is required. Lessons from the recent history of the national curriculum illustrate the general undesirability of government intervention in the curriculum. The problems of 'competing visions' and the 'knowledge problem' and considerations of the nature of education point to the folly of not leaving decisions to parents and young people themselves. If state intervention in education is not justified, except for a funding safety-net, how can we move towards markets in education? A simple proposal is put forward, linked to recent discussion of the learning society and lifelong learning accounts. Lowering the school leaving age to 14, and simultaneously giving young people two years' state funding for them to use in a Lifelong Individual Fund for Education (LIFE) would help liberate the educational demand side which, coupled with liberation of the supply side, would lead to an enlivening and nurturing of the enterprise of education.
That governments are, and will always be, involved in education, is taken for granted by the majority of educationalists. Recent market reforms are condemned, because they appear to undermine state intervention in education. But are justifications for state intervention in education philosophically sound? Is the attack on markets justified? In Disestablishing the School, Dr Tooley explores these issues, setting recent educational policy debates in the broader context of debates in moral and political philosophy, and philosophy of economics. Topical issues to do with equality of opportunity, education for democracy, education for autonomy, democratic control of the curriculum, and education as a public good are examined. None of these survive as a critique of markets in education, nor as a justification for state intervention in education. In undermining these arguments, Dr Tooley argues that the case for the disestablishment of the school, for the separation of school and state, can be philosophically sustained.
Girls and boys are different. But where should we turn to find them?

Enter James Tooley's Really Good Schools.

A distinguished scholar of education and the world's foremost expert on private, low-cost innovative education, Tooley takes readers to some of the world's most impoverished communities located in some of the world's most dangerous places--including such war-torn countries as Sierra Leone, Liberia, and South Sudan.

And there, in places where education experts fear to tread, Tooley finds thriving private schools that government, multinational NGOs, and even international charity officials deny exist.

Why?

Because the very existence of low-cost, high-quality private schools shatters the prevailing myth in the U.S., U.K., and western Europe that, absent government, affordable, high-quality schools for the poor could not exist.

But they do. And they are ubiquitous and in high demand. Founded by unheralded, local educational entrepreneurs, these schools are proving that self-organized education is not just possible but flourishing--often enrolling far more students than free government schools do at prices within reach of even the most impoverished families.

In the course of his analysis Tooley asks the key questions:

■ What proportion of poor children is served?

■ How good are the private schools?

■ What are the business models for these schools?

■ And can they be replicated and improved?

The evidence is in. In poor urban and rural areas around the world, children in low-cost private schools outperform those in government schools. And the schools do so for a fraction of the per-pupil cost.

Thanks to the pandemic, parents in America and Europe are discovering that the education of their children is indeed possible--and likely far better--without government meddling with rigid seat-time mandates, outdated school calendars, absurd age-driven grade levels, and worse testing regimes. And having experienced the first fruits of educational freedom, parents will be increasingly open to the possibilities of ever greater educational entrepreneurship and innovation.

Thankfully, they have Really Good Schools to show the way.

What is wrong with education?
E.
