Neben der Erhebung der Energiedaten fur Schulen und Amtsgebaude, Strassenbeleuchtung und Freibader, wurden auch Fragen zu Contracting, bekannten Einsparpotentialen und dem Fuhren einer Energiebuchhaltung gestellt. Insgesamt wurden rund 400 Gebaude erfasst, wobei es sich zu 60 % um Schulen handelte. Die erhobenen Energiedaten der Gebaude wurden nach verschiedenen Kriterien detailliert ausgewertet. Es wurden die Energiekennzahlen fur Raumwarme, unterteilt nach Baujahren, fur Amts- und Schulgebauden getrennt dargestellt. Die durchgefuhrten Sanierungen an den Gebauden und das Alter der Heizanlagen wurden ausgewertet. Deutliche Unterschiede ergaben sich bei den Energiekosten der verschiedenen Energietrager. Teile der Auswertungen wurden mit anderen Studien verglichen und ergaben meistens ubereinstimmende Ergebnisse. Ein Hauptziel der Arbeit war es, dass Contractingpotential in den oberosterreichischen Gemeinden abzuschatzen. Es wurden fur die Bereiche Gebaude, Strassenbeleuchtung und Freibader Berechnungen durchgefuhrt. Teil B schliesst mit einer Hochrechnung des Contractingpotentials fur Oberosterreich. The internal discussion in Hamas as to what strategies to apply, as will be shown, are also formed and impacted by various interrelations with external actors of the conflict. Daher wird der Versuch unternommen, sein Werk in drei verschiedene Phasen einzuteilen, wobei jede einzelne stellvertretend fur eine neue Stufe auf dem Weg zu einer moglichst wirkungsvollen sozialkritischen Reportageform steht. Erste Phase: Der tendenzlose Reporter, der sich dem Postulat der Objektivitat verschrieben hat, im Einfluss der Neuen Sachlichkeit steht und dessen Kritik an den herrschenden Zustanden noch unklar und willkurlich ist (etwa der Zeitraum 1918 - 1924). Zweite Phase: Ein in seinen groen Reisebuchern der spaten 1920er Jahre zur operativen Agitation im marxistischen Sinne tendierender Autor, der von den Belangen des Proletariats umtrieben ist (1926 - 1930). Dritte Phase: Der historisch-materialistisch argumentierende Berichterstatter, der vollends die Arbeiterklasse in den Mittelpunkt seiner Texte stellt (ab 1932).
