Just,* David Zilberman\/ and Julian M. Alston * University of Maryland, * University of California, Berkeley, University of California, Davis Abstract: This chapter introduces the topic of this book, drawing upon the content of its chapters. An overview is provided on the economics of technological regulation as applied to agricultural crop biotechnologies. Key elements of agricultural biotechnology regulation in the United States are summarized. Key words: agricultural biotechnologies, causes and consequences of technological regula tion, overview and synthesis 1. INTRODUCTION Agricultural biotechnologies apply modern knowledge in molecular and cell biology to produce new varieties and similar genetic materials. The use of genetically modified (GM) crop varieties has grown dramatically since they were introduced in 1995, and large portions of the land allocated to corn, soybeans, and cotton are grown with these varieties. The evidence from the United States, Canada, China, India, Brazil, and Argentina suggests that these applications of biotechnology in agriculture increase yield, reduce the use of pesticides, and save production costs.","brand":"WoB","offers":[{"title":"GB \/ VERY_GOOD \/ INTERNAL","offer_id":49635747266833,"sku":"GOR009169292","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52425943482641,"sku":"NLS9780387369525","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/038736952X.jpg?v=1751006723"},{"product_id":"interdisciplinary-approaches-to-climate-change-for-sustainable-growth-book-sara-valaguzza-9783030875664","title":"Interdisciplinary Approaches to Climate Change for Sustainable Growth","description":"The book is an edited collection of contributions by a distinguished international panel of academics on the main scientific, juridical, and economic aspects involved in the mitigation and adaptation processes imposed by climate change. Explicitly interdisciplinary, the book transversally cuts through different disciplines offering an outline of a phenomenon that is too often left to specific and sectorial insights. The volume is divided into four parts. The first part introduces the main concepts of the book: climate change and sustainability, wellbeing, and mitigation and adaptation. The second part presents the scientific understanding of climate change and explores some of the more pressing issues driving policy development, such as the melting of the glaciers and the impact on coastal areas. The third part discusses significant experiences in the environmental policies both in the European Union and in the United States of America. The last section explains possible approaches to climate change, by exploring the legal and economic aspects of both adversarial and more lenient approaches towards a more sustainable world. It faces four main issues in the economic and juridical context: consumer behaviors, climate litigations, environmental litigations and the alternative forms of dispute resolution on environmental matters, with particular regard to environmental mediation. Offering a new vision of sustainable policies, this volume will be of interest to researchers and students of environmental policy, resource economics, environmental law, sustainable development, and public administration, as well as practitioners and policy makers working in related areas.","brand":"WoB","offers":[{"title":"- \/ - \/ -","offer_id":51713500545297,"sku":"","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ VERY_GOOD \/ INTERNAL","offer_id":51713500610833,"sku":"GOR013340498","price":0.0,"currency_code":"GBP","in_stock":false},{"title":"GB \/ NEW \/ INGRAM","offer_id":52683182473489,"sku":"NLS9783030875664","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/3030875660.jpg?v=1751157873"},{"product_id":"knowledge-generation-and-technical-change-book-steven-wolf-9781461355847","title":"Knowledge Generation and Technical Change","description":"Knowledge generation and transfer mechanisms are being transformed in important and controversial ways. Investment in research and development has increased in response to recognition that scientific productivity is tightly connected to economic dynamism. Patent protection has been expanded in order to stimulate higher levels of private investment. Intellectual property rights held by public organizations and researchers are now increasingly transferred to private organizations to accelerate the diffusion and enhance the value of knowledge produced by public agencies and universities. Additionally, new institutions such as university offices of technology transfer, venture capital markets, and a variety of consortia in knowledge-intensive industries are being established throughout the United States and in other parts of the world. These changes have led to a repositioning of the state in systems of innovation and an increase in the proprietary character of technical information. The purpose of this book is to review and analyze i) contemporary transitions in agricultural knowledge generation and extension arrangements from an empirical perspective, and ii) emerging and contradictory perspectives as to how knowledge systems can be assessed effectively. The authors aim to provide the reader with a better understanding of the implications of new biotechnologies and new intellectual property rights regimes on public-private relations in science, the extent to which benefits from scientific knowledge are being appropriated by private sector actors, the diversity and possible outcomes of privatization initiatives in extension, and prospects for public goods production and ecological sustainability given contemporary trends. The book presents contrasting views on the degree of complementarity and substitution between private and public sector investments in research and extension. Recognizing that the labels `public' and `private' are incomplete and at times misleading descriptions of the structure and function of coordinating bodies in social systems, the analyses highlight ways in which public and private spaces and modes of functioning combine. In addition to illustrating a broad range of analytic methodologies useful for studying organizational questions in knowledge systems, the authors identify the implications of a range of past and potential institutional innovations.","brand":"WoB","offers":[{"title":"GB \/ NEW \/ INGRAM","offer_id":52089025233169,"sku":"NLS9781461355847","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9781461355847.jpg?v=1756905349"},{"product_id":"impact-of-pesticides-on-farmer-health-and-the-rice-environment-book-prabhu-l-pingali-9789401042826","title":"Impact of Pesticides on Farmer Health and the Rice Environment","description":"The book covers the various aspects of the use of pesticides, their behavior, degradation, and impacts in wetland ricefields, and presents the results of surveys conducted in the Philippines and Thailand. Many competing risk models have been proposed. Some new methodologies are largely untested. Some of the leading empirical methodologies in agricultural economic research are poorly suited for problems with aggregate data where risk averse behavior is less likely to be important. This book is intended to (i) define the current state of the literature on agricultural risk research, (ii) provide a critical evaluation of economic risk research on agriculture to date and (iii) set a research agenda that will meet future needs and prospects. This type of research promises to become of increasing importance because agricultural policy in the United States and elsewhere has decidedly shifted from explicit income support objectives to risk-related motivations of helping farmers deal with risk. Beginning with the 1996 Farm Bill, the primary set of policy instruments from U.S. agriculture has shifted from target prices and set aside acreage to agricultural crop insurance. Because this book is intended to have specific implications for U.S. agricultural policy, it has a decidedly domestic scope, but clearly many of the issues have application abroad. For each of the papers and topics included in this volume, individuals have been selected to give the strongest and broadest possible treatment of each facet of the problem. The result is this comprehensive reference book on the economics of agricultural risk.","brand":"WoB","offers":[{"title":"GB \/ NEW \/ INGRAM","offer_id":52089442074897,"sku":"NLS9780792375678","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9780792375678.jpg?v=1756907197"},{"product_id":"coevolutionary-economics-the-economy-society-and-the-environment-book-john-gowdy-9780792394884","title":"Coevolutionary Economics: The Economy, Society and the Environment","description":"The subject of this volume is the human economy and its coevolutionary relationship with the natural world. As the population grows and demand for water rises, reliance on groundwater increases. In many cases the groundwater underlies boundaries, or is part of a hydraulic system that crosses boundaries. In such cases there is always the danger that the 'prisoner's dilemma' will run its course and all parties will compete over who will pump the most water, ultimately destroying the storage potential to the detriment of future generations of all parties reliant on the groundwater. This book explores the options and means for averting this all too realistic scenario by managing these shared groundwater resources. Nowhere is the likelihood of excessive use of groundwater greater than in the water-scarce Middle East, and especially in the Israeli-Palestinian case. Here both sides are heavily reliant on a shared aquifer, the Mountain aquifer. This book is the outcome of a seven-year effort to find ways to manage the Mountain aquifer, perhaps the most important resource shared by Israelis and Palestinians. As part of this cooperative study, four workshops were held in which a selected number of Palestinian, Israeli, and foreign experts were invited. The chapters in this book were originally presented in one of these workshops. To these papers introductory and concluding chapters were added.","brand":"WoB","offers":[{"title":"GB \/ NEW \/ INGRAM","offer_id":52122779549969,"sku":"NLS9780792372547","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9780792372547.jpg?v=1757442979"},{"product_id":"privatization-of-agriculture-in-new-market-economies-lessons-from-bulgaria-book-andrew-schmitz-9780792394983","title":"Privatization of Agriculture in New Market Economies: Lessons from Bulgaria","description":"The idea for this book began in Sofia, Bulgaria in September, 1992 when we met to plot a course for our University Affiliations project which had been recently funded by the U.S. Infonnation Agency. As biofuel production continues to expand, investments in capacity expansion and research and development have been made. The 2008 food crisis emphasized the need to re-examine biofuel consequences. Biofuels remain an important renewable energy resource to substitute for fossil fuels, particularly in the transportation sector, yet biofuels’ success is still uncertain. The future of biofuels in the energy supply mix relies on mitigating potential and improving the environmental gains. It also considers what the discipline of economics has to acquire to become a more effective contributor to trans-boundary water resource management given political, legal, social, physical, scientific, and ecological realities. This book has its genesis in a symposium of the International Water and Resource Economics Consortium held at Annapolis, Maryland, April 13-16, 1997. The symposium was organized by the editors and the book contains papers presented at the symposium with subsequent revisions. The symposium brought together both economists and agency management personnel for the purpose of discussing not only how economic tools apply to trans-boundary water management, but also of identifying the obstacles to making such tools useful and informative to politicians and negotiators in public decision making roles. INTERNATIONAL VERSUS DOMESTIC TRANS-BOUNDARY PROBLEMS Trans-boundary water problems arise in many dimensions. The two most important types of problems emphasized in this book are international and domestic interstate or interregional problems. Cooperation on international problems is especially difficult because enforcement must be voluntary given the sovereignty of nations and the absence of an effective legal enforcement mechanism. Agreements must be sustainable and self-enforced if they are to have lasting benefits. Every negotiating country must be convinced it will receive benefits before it gives its consent to cooperation. I began that paper by pointing to the growing importance of demand-side considerations in water resources: The provision of potable water is one of government's oldest functions with evidence of this activity stretching back thousands of years. During much of that time, water demands were taken as exogenously given and the principle task of authorities was defined as an engineering one: how to supply a given quantity of water at least cost. In recent years, however, concerns have arisen from observations of excessive water use, degraded water quality and continued inadequate service for many, especially the very poor. As a result of these and other concerns, there is a growing effort to view water resource allocation from a perspective that incorporates consumers' preferences along with supply constraints into management plans. (Renzetti, 2000, p. 123). The purpose of this volume is to examine, in greater detail than was possible in that article, what is known regarding the economic characteristics of the demand for water. Thus, this book is meant to be an extended critical review of the state of the art.","brand":"WoB","offers":[{"title":"GB \/ NEW \/ INGRAM","offer_id":52147610026257,"sku":"NLS9780792375494","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"US \/ NEW \/ INGRAM","offer_id":53556947878161,"sku":"NIN9780792375494","price":0.0,"currency_code":"GBP","in_stock":false}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9780792375494.jpg?v=1757601065"},{"product_id":"against-the-current-privatization-water-markets-and-the-state-in-chile-book-carl-j-bauer-9780792382270","title":"Against the Current: Privatization, Water Markets, and the State in Chile","description":"In 1981 Chile's military government dictated a new Water Code that radically changed the country's previous water rights system by strengthening private property rights, favoring market incentives, and reducing state regulation. It originates from a deficiency of precipitation that results in a water shortage for some activity or some group. Africa has suffered the most dramatic impacts from drought during the past several decades- the recent droughts in the southern and eastern portions of the continent are testimony to that fact. However, the vulnerability of all nations to extended periods of water shortage has been underscored again and again during this same time period. In the past decade alone, droughts have occurred with considerable frequency and severity in most of the developed and developing world. Significant parts of North and South America, Australia, Europe, and Asia have been plagued recently by extended periods of severe drought, often resulting in far-reaching economic, social, and environmental consequences. In the western United States, for example, vast areas are facing the prospects of a sixth or seventh consecutive year of drought in 1993. Concern by members ofthe scientific and policy communities about the inability of governments to respond in an effective and timely manner to drought and its associated impacts exists worldwide. Numerous calls for action for improved drought planning and management have been issued by national governments, professional organizations, intergovernmental organizations, nongovernmental organizations, and others. The United Nations' International Decade for Natural Disaster Reduction (lDNDR) is yet another example of an international call for action to reduce the impacts that result from drought and other natural hazards.","brand":"WoB","offers":[{"title":"GB \/ NEW \/ INGRAM","offer_id":52149661040913,"sku":"NLS9780792393375","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9780792393375.jpg?v=1757607546"},{"product_id":"rice-green-revolution-in-sub-saharan-africa-book-keijiro-otsuka-9789811980480","title":"Rice Green Revolution in Sub-Saharan Africa","description":"This open access book seeks effective strategy to realize a rice Green Revolution in sub-Saharan Africa based on more than ten years of research team’s inquiries into determinants and consequences of new technology adoption in rice farming in seven countries in this region. Rigorous statistical analyses are carried out by using valuable household data of rice farmers. The book is actually sequel to the two earlier books on the same subject published by Springer and edited by K. Otsuka and D.F. Larson, An African Green Revolution published in 2013 and In Pursuit of an African Green Revolution in 2016. The main message of the first book was that rice is the most promising cereal crop in SSA because of the high transferability of Asian rice technology, whereas that of the second book was that rice cultivation training programs are effective in significantly increasing rice yield in SSA. This third book has wider coverage in terms of topics, study periods, and study sites. It continuesto show the significant impacts of rice cultivation training on productivity and newly demonstrates the high sustainability of the productivity impact of the training and the existence of spillover effects from trainees to other farmers by using panel data. We newly assess the important role of mechanization in intensification of rice farming, high returns to large-scale irrigation schemes, and the critical role of rice millers in improving the quality of milled rice. Based on these studies, this book provides clear pathways toward full-fledged Green Revolution in rice farming in sub-Saharan Africa.","brand":"WoB","offers":[{"title":"GB \/ NEW \/ GARDNERS","offer_id":52151586783505,"sku":"NGR9789811980480","price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ NEW \/ INGRAM","offer_id":52692350501137,"sku":"NLS9789811980480","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9789811980480.jpg?v=1757613852"},{"product_id":"handbook-of-merger-control-and-environmental-policy-book-luis-gautier-9783031635489","title":"Handbook of Merger Control and Environmental Policy","description":"This book presents an integrated theory of firms’ strategies and two types of policies, namely environmental policies, and merger control policies. The key to designing sustainable agricultural production technologies is in understanding their economic, environmental, and human health impacts. This volume presents a methodology designed to quantify such impacts and to represent them as tradeoff's. We propose this tradeoff' methodology as an approach to accomplish two essential elements in achieving agricultural sustainability. First, the tradeoff's method is a key to the design of successful interdisciplinary research projects to assess sustainability of production systems. Second, the tradeoff's method provides a successful means to communicate research findings to policy makers and the public. To put this effort into perspective, we would like to explain its origins and reflect on its implications for conducting future research. In 1987, the Rockefeller Foundation commissioned a report that set out to ascertain why, in view ofthe extensive literatures on certain classes of agricul- tural pollution, there had been few if any attempts to incorporate pollution externalities into the rather voluminous literature on the assessment of agricultural research impacts (Antle and Capalbo, 1988; see also Antle, 1994).","brand":"WoB","offers":[{"title":"- \/ - \/ INTERNAL","offer_id":52331061477649,"sku":null,"price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ NEW \/ INGRAM","offer_id":52331061903633,"sku":"NLS9789401060332","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9789401060332.jpg?v=1758147232"},{"product_id":"economics-of-water-resources-from-regulation-to-privatization-book-nicolas-spulber-9789401060394","title":"Economics of Water Resources: From Regulation to Privatization","description":"The appearance of this Second Edition has been encouraged by the favorable reception of the first. Thus, this book is meant to be an extended critical review of the state of the art.","brand":"WoB","offers":[{"title":"- \/ - \/ INTERNAL","offer_id":52339599835409,"sku":null,"price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ NEW \/ INGRAM","offer_id":52339603734801,"sku":"NLS9781461352778","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9781461352778.jpg?v=1758169888"},{"product_id":"handbook-of-bioenergy-economics-and-policy-volume-ii-book-madhu-khanna-9781493969043","title":"Handbook of Bioenergy Economics and Policy: Volume II","description":"In its second volume, this book aims to link the academic research with development in the real world and provide a historical and institutional background that can enrich more formal research. The first section will include an assessment of the evolution and the state of the nascent second-generation biofuel as well as a perspective on the evolution of corn ethanol and sugarcane ethanol in Brazil. It will also include a historical and institutional background on the biofuel industry in Brazil that has global lessons, and later, provide a technical overview of major analytical tools used to assess the economic, land use and greenhouse gas implications of biofuel policies at a regional and global level. Additionally, the book analyzes the various drivers for land use change both at a micro-economic level and at a macro-economic level. It presents studies that apply regional and global economic models to examine the effects of biofuel policies in the US, EU and Brazil on regional and global land use, on food and fuel prices and greenhouse gas emissions. These papers illustrate the use of partial and general equilibrium modeling approaches to simulate the effects of various biofuel policies, and includes studies showing the effects of risk aversion, time preferences and liquidity constraints on farmers decision to grow energy crops for biofuel production. By presenting the tools of lifecycle analysis for assessing the direct greenhouse gas intensity of biofuels, this handbook investigates the types of indirect or market mediated effects that can offset or strengthen these direct effects. It will include tools to assess the direct and indirect effects of biofuel production on greenhouse gas emissions in the US and Brazil, and ultimately provide a comprehensive background to understand the state of biofuel in the present and how to analyze their implication.","brand":"WoB","offers":[{"title":"- \/ - \/ INTERNAL","offer_id":52340199948561,"sku":null,"price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ NEW \/ INGRAM","offer_id":52340200571153,"sku":"NLS9781493969043","price":0.0,"currency_code":"GBP","in_stock":true}],"thumbnail_url":"\/\/cdn.shopify.com\/s\/files\/1\/0784\/4072\/6801\/files\/9781493969043.jpg?v=1758170539"},{"product_id":"theory-modeling-and-experience-in-the-management-of-nonpoint-source-pollution-book-clifford-s-russell-9780792393078","title":"Theory, Modeling and Experience in the Management of Nonpoint-Source Pollution","description":"Nonpoint-source pollution (NPSP) poses a special challenge to society's ability to manage its collective environmental good - especially surface and groundwater quality. Since there is no point', such as an outfall pipe, from which the pollution is being discharged and can be measured, pollution can reach the ambient environment without being monitored. Since management of air and water polution requires the definition and enforcement of limits on discharges or the imposition of fees on those discharges, inability to measure limits our ability to manage this environmental problem. This book presents a state-of-the-art review and discussion of economists' efforts to resolve this major problem and attempts to provide a way of working around it. In this section, the authors emphasize the shift from exclusively science-based regulation to the more socio-economically focused framework established by the Cartagena Protocol on Biosafety, which was adopted in 2000. The second section of the book provides a snapshot of the current state of international GM crop adoption and regulation, highlighting the US, Canada, and the EU. The final section of the book identifies options for breaking the gridlock of regulation and trade that presently exist. This book adds to the current literature by providing new information about innovative agricultural technologies and encouraging debate by providing an alternative to the narratives espoused by environmental non-governmental organizations. The book uses an economic lens to identify the main features of climate-smart agriculture (CSA), its likely impact, and the challenges associated with its implementation.  Drawing upon theory and concepts from agricultural development, institutional, and resource economics, this book expands and formalizes the conceptual foundations of CSA. Focusing on the adaptation\/resilience dimension of CSA, the text embraces a mixture of conceptual analyses, including theory, empirical and policy analysis, and case studies, to look at adaptation and resilience through three possible avenues: ex-ante reduction of vulnerability, increasing adaptive capacity, and ex-post risk coping. The book is divided into three sections. The first section provides conceptual framing, giving an overview of the CSA concept and grounding it in core economic principles. The second section is devoted to a set of case studies illustratingthe economic basis of CSA in terms of reducing vulnerability, increasing adaptive capacity and ex-post risk coping. The final section addresses policy issues related to climate change. Providing information on this new and important field in an approachable way, this book helps make sense of CSA and fills intellectual and policy gaps by defining the concept and placing it within an economic decision-making framework. This book will be of interest to agricultural, environmental, and natural resource economists, development economists, and scholars of development studies, climate change, and agriculture. It will also appeal to policy-makers, development practitioners, and members of governmental and non-governmental organizations interested in agriculture, food security and climate change.","brand":"WoB","offers":[{"title":"- \/ - \/ INTERNAL","offer_id":52418459140369,"sku":null,"price":0.0,"currency_code":"GBP","in_stock":true},{"title":"GB \/ NEW \/ GARDNERS","offer_id":52418459631889,"sku":"NGR9783319870243","price":0.0,"currency_code":"GBP","in_stock":false}]},{"product_id":"economics-of-water-resources-from-regulation-to-privatization-book-nicolas-spulber-9780792380962","title":"Economics of Water Resources: From Regulation to Privatization","description":"The appearance of this Second Edition has been encouraged by the favorable reception of the first.
