They politicized areas of life commonly perceived as private and expected to be free of the state's control. As a result, political activism and radical grassroots movements engaged many Russians in controversies about religion and culture and polarized popular opinion in the capitals and regions alike.

This volume presents seven case studies that probe into the politics of religion and culture in today's Russia. The contributions highlight the diversity of Russia's religious communities and cultural practices by analyzing Hasidic Jewish identities, popular culture sponsored by the Orthodox Church, literary mobilization of the National Bolshevik Party, cinematic narratives of the Chechen wars, militarization of political Orthodoxy, and moral debates caused by opera as well as film productions. The authors draw on a variety of theoretical approaches and methodologies, including opinion surveys, ethnological fieldwork, narrative analysis, Foucault's conceptualization of biopower, catachrestic politics, and sociological theories of desecularization.

The volume's contributors are Sanna Turoma, Kaarina Aitamurto, Tomi Huttunen, Susan Ikonen, Boris Knorre, Irina Kotkina, Jussi Lassila, Andrey Makarychev, Elena Ostrovskaya, and Mikhail Suslov.
Even before the Ukrainian crisis, neither Russia nor the EU were content with their relationship. Despite economic interdependence, strategic partnership, official declarations of belonging culturally and historically to the same "European family" and in spite of Russia's stated interest in establishing an economic community stretching from Lisbon to Vladivostok, the two actors found it difficult to agree on important issues. The conflicted atmosphere between the EU and Russia has three main dimensions: normative issues, energy relations, and the shared neighborhood, with the latter being particularly salient after the launch of the Eastern Partnership (EaP) in 2009. The former Soviet space is at the core of Russian foreign policy. Moscow's special interest in this area results from economic factors, diaspora issues, and, most importantly, from its perceived security need. Obsessed by a fear of being encircled by enemies, Russia sees its hegemony over the former Soviet republics as paramount to the protection of its own borders. Therefore, the rapprochement of any other actor towards this region is regarded with high suspicion.

Against this background, Vasile Rotaru analyzes EU-Russia relations with a particular emphasis on the impact of the EaP on Moscow's relations with Brussels. He argues that the EaP represented a turning point in EU-Russia relations, determining Moscow to revise its attitude towards the Union. Rotaru explains that, even if the EaP was Brussels' initiative, the Partnership met the aspirations of the six former Soviet republics. Moreover, despite its opposition towards the EU's initiative, Russia itself acted involuntarily as a propeller of the EaP. By aiming to keep the former Soviet republics close, Moscow often conducts an assertive, aggressive policy in the "near abroad." This strategy, however, had mostly opposite effects, causing Russia's neighbors to look elsewhere for support of their sovereignty. From this perspective, the rapprochement of Moldova, Belarus, Ukraine, and the three Caucasus republics with the EU has not been determined only by Brussels' prosperity and soft-power attractiveness but also by existential fears in the former Soviet republics.

The book appeals to a wide range of students, researchers, and professors specializing in Russia, the EU, and the former Soviet space in the fields of international Relations, foreign policy analysis, and security studies as well as to think-tank analysts and policy makers.
In this timely book, Mikhail Suslov discusses contemporary Russian geopolitical culture and argues that a better knowledge of geopolitical concepts and fantasies is instrumental for understanding Russia's policies. Specifically, he analyzes such concepts as "Eurasianism," "Holy Russia," "Russian civilization," "Russia as a continent," "Novorossia," and others. He demonstrates that these concepts reached unprecedented ascendance in the Russian public debates, tending to overshadow other political and domestic discussions. Suslov argues that the geopolitical imagination, structured by these concepts, defines the identity of post-Soviet Russia, while this complex of geopolitical representations engages, at the same time, with the broader, international criticism of the Western liberal world order and aligns itself with the conservative defense of cultural authenticity across the globe. Geopolitical ideologies and utopias discussed in the book give the post-Soviet political mainstream the intellectual instruments to think about Russia's exclusion--imaginary or otherwise--from the processes of a global world which is re-shaping itself after the end of the Cold War; they provide tools to construct the self-perception of Russia as a sovereign great-power, a self-sufficient civilization, and as one of the poles in a multipolar world; and they help to establish the Messianic vision of Russia as the beacon of order, tradition, and morality in a sea of chaos and corruption.
With the dissolution of the Soviet Union and the demise of the Cold War's bipolar world order, Soviet successor states on the Russian periphery found themselves in a geopolitical vacuum, and gradually evolved into a specific buffer zone throughout the 1990s. Focusings on these areas of the post-Soviet realm, this collected volume examines how they have faced multidimensional challenges while pursuing both geopolitics and their place in the world economy. The first section reviews the fundamental elements of the formation of national identity in light of the geopolitical situation both past and present. This includes an examination of the relative strength and shifting dynamics of statehood, the impacts of imperial nationalism, and the changes in language use from the early-modern period onwards. The second section examines the (trans)formation of the identities of small nations living at the forefront of Tsarist Russian geopolitical expansion, in particular in Central Asia, the Caucasus, and the Southern Steppe. Finally, in the third section, the contributors discuss the fate of groups whose settlement space was divided by the external boun¬daries of the Soviet Union, a reality that resulted in the diverging developmental trajectories of the otherwise culturally similar communities on both sides of the border. In these imperial peripheries, Soviet authority gave rise to specifically Soviet national identities amongst groups such as the Azeris, Tajiks, Karelians, Moldavians, and others. Apart from textual analysis, the volume provides a description of the specific subculture of political Orthodoxy, i.e. its language, symbols, art, mass media, hangouts and dresscode. This study represents the first scholarly examination of these topics. Unlike other publications on the politicization of Orthodoxy, it is focused not on the political ambitions of the Russian Orthodox Church (ROC), but on political movements ideologically based on their own interpretations of the Orthodox doctrine, often contravening the canonical version. The book demonstrates that the political Orthodox or Orthodox patriots are a specific branch of believers who frequently do not practice Orthodoxy properly, inventing, instead, their own quasi-Orthodox rituals. The volume shows that the ROC is not responsible for such religious politicization and that the community of the political Orthodox is rather guided by religiously oriented lay intellectuals. The book provides a brief analysis of this intellectual community. Finally, the volume demonstrates that, even in the absence of significant electoral achievements, some religio-political Orthodox movements-namely, fundamentalists and nationalists-have been able to gain public support at the grassroots level. They have been able to infiltrate larger and more moderate political organizations thus contributing to a general Orthodoxization of Russian political discourse.
The five chapters contained in this volume focus on the complex and tumultuous events occurring in Russia during the five months from May through September 1999. Only a fraction of the original numbers of these structures survives today, and yet even today several of the most famous of these buildings have uncertain futures. At risk is the survival of this fascinating remnant of Russia's cultural history. This matter is especially salient as post-Soviet Russia has participated in a struggle over means of its own self-representation. Historic landmarks enter the political arena during periods of drastic change. The struggle over monuments reveals notable adjustments and continuities over a nation's historical narrative; the study of the treatment of certain monuments provides insight to the language, symbols and memory of a people in transition. This book examines links between two seemingly divergent spheres of human interaction, those of politics and culture. The aim of this book is not to analyse the artistic and architectural merits of Russia's country estates, as a plethora of works already address this subject. Rather, the objective is to look at the underlying attitudes and circumstances which affect the survival of this integral feature of Russia's pre-revolutionary secular past. A variety of factors come into play in estate preservation, such as: privatization, restitution, taxation, legislation, actions of governmental and non-government organizations, tourism, and others. This book analyzes Russia's institutions and actors that continually compete for shifting and scarce resources in the sphere of culture, often to the detriment of physical cultural artefacts themselves. More than just Russia's estates are subject to these forces although estates serve as an excellent lens with which to view these destructive processes at work.
This book explains why Russia's "War on Terror" shows little sign of success. It provides first-hand accounts of recent developments in Chechnya, and is supplemented with thematic summaries as well as numerous documents. In the manipulated election of October 2003, the favorite of the Kremlin, Akhmad Kadyrov, was made President of the Chechen Republic only to be killed seven months later in a terrorist attack. While a political settlement is urgently needed and Kadyrov's death is to be regretted, evidence shows that the 2003 "presidential election" bore no relation to a sincere political solution. The President was imposed on Chechnya and had little legitimacy among the Chechen people. The book describes how violence in the Northern Caucasus attributed to gangsters, war lords, Wahhabists, al Qaedists, and to hatred of Russia has been reciprocated by "law enforcement" agencies with "cleansing operations", "disappearances", and targeted assassinations. The reciprocity of violence has maintained the scale of lawlessness, and further diminished the prospects of solution. The book is an invitation to the Russian public and the international community to launch a frank discussion on the situation in the Northern Caucasus in order to find a way out from a bloody crisis that has been lingering on for more than a decade now.
Western social scientists can improve their understanding of post-Soviet Russia by studying the new discipline of Russian International Relations (IR). Currently, sixty-five percent of the population continue to live under the poverty level thus facilitating participation in crime and corruption to survive economically. Following initial independence from the Soviet Union separatist and nationalistic movements, resulting in the secession of several regions and the creation of hundreds of thousands of internally displaced Georgians. Georgia's post-soviet history included violent political purges, including inter-political party violence, bomb attacks, and murders. Official corruption remains problematic and includes individuals at all levels of government. This book highlights the role of international observers in the election process, and presents in-depth assessments of the pre- and post-election situation in Azerbaijan. The 2005 parliamentary elections are of special interest for several reasons. First, oil-rich Azerbaijan offers interesting insights on the relationship between energy wealth and democratisation. Second, the elections in Azerbaijan received considerable international attention. They were seen as a test case of whether the wave of regime change that had affected Georgia, Ukraine and Kyrgyzstan would spread to other countries in the region. Third, for the first time, a large number of Russian observers served within the Office for Democratic Institution and Human Rights (ODIHR) election observation mission. Finally, the case of Azerbaijan also highlights the methodological and technical aspects of election observation. Among other things, there was extensive - and arguably problematic - use of exit polls. Contents:Leila Alieva on the 2005 international observation mission - Ulvi Amirbekov on the institutional framework - Zafar Guliev on democratic expectations versus the reality of imitation - Zardusht Alizade on the elections as a mirror of Azeri politics and society - Rustam Seyidov on the post-election situation - Torgrul Juvarly and Ali Abasov on economic implications of the elections.
Anti-Semitism was a major feature of both late Tsarist and Stalinist as well as neo-Stalinist Russian politics. What does this legacy entail for the emergence of post-Soviet politics? What are the sources, ideologies, permutations, and expressions of anti-Semitism in recent Russian political life? Who are the main protagonists and what is their impact on society? This book shows that anti-Semitism is alive and well in contemporary Russia, in general, and in her political life, in particular. The study focuses on anti-Semitism in political groups, mass media and religious organizations from the break-up of the Soviet Union until shortly before the elections to the fourth post-Soviet State Duma which saw the entry of a major new nationalist grouping, Rodina (Motherland), into the Russian parliament. The author analyzes various "justifications" for anti-Semitism, its manifestations and its ups and downs during this period. The book chronicles Russian federal and regional elections, which served as a "reality check" for the ultra-nationalists. Several sections are devoted to the role of anti-Semitism in political associations, including marginal neo-Nazi groups, "mainstream" nationalist parties, and the successor organizations of the Communist Party of the Soviet Union. A special section covers the financial sources for post-Soviet anti-Semitic publications. The author considers anti-Semitism within a wider context of religious and ethnic intolerance in Russian society. Likhachev, as a result, compiles a "Who is Who" of Russian political anti-Semitism. While Russia's historical process is by no means unique, two features of its historical development stand out. First, the country's history is characterized by dramatic political discontinuity. In the past century, Russia changed its "historical skin" three times: following the disintegration of the Tsarist Empire accompanied by violent civil war, it was reconstituted as the communist USSR, whose breakup a quarter century ago led to the emergence of the present-day Russian Federation. Each of the dramatic transformations in the 20th century powerfully affected the notion of what "Russia" is and what it means to be Russian. Second, alongside Russia's political instability, there is, paradoxically, a striking picture of geopolitical stability and of remarkable longevity as an imperial entity. At least since the beginning of the 18th century, "Russia" has been a permanent geopolitical fixture on Europe's north-eastern margins with its persistent pretense to the status of a great power. Against this backdrop, the book's three sections investigate (a) the emergence and development of Eurasianism as a form of (post-)imperial ideology, (b) the crucial role Ukraine has historically played for the Russians' self-understanding, and (c) the contemporary Russian elites' exercises in historical legitimation.
For Europe, the 24th of February 2022 marked a historic turning point. This unique study elaborates on the complexity of the Hungarian System of National Cooperation and presents an interdisciplinary approach to a framing analysis of pro-governmental Hungarian media.
Drawing on both international and Russian sources, expert analyses, and empirical data, this essay collection examines the real state of political, economic and social affairs in Russia. The contributors also scrutinize ethno-national dynamics within the pseudo-federation, Russia's claims on Ukraine, and the concept of World Order Z. Vladimir Putin and his allies—domestic and foreign—have obliterated and colonised Ukrainian cities in a “holy war,” committed over 100,000 war crimes , introduced Draconian domestic crackdowns on free speech and political opposition, and rewritten the constitution to seize power in perpetuity. The state and its propagandists declare their intentions to destroy the Ukrainian state and commit genocide against the Ukrainian people, to overthrow the liberal international order, and to recreate the Tsarist and Soviet empires. Meanwhile, the Russian population languishes in a militarising culture in which civic life has been replaced by a cult of war, past and present. Each of these phenomena invites comparisons with past fascist regimes. This volume gathers leading experts in the first scholarly study of a new Russian fascism that draws on distinctly modern forms of control and violence as much as on historical precedents. An array of theoretical debates and case studies from across disciplines makes this a pioneering study of modern Russian politics. This historical journey examines how these perceptions were shaped by mass media - from the press and broadcasting in the early 20th century to today's multimedia landscape. The narrative unveils how wars, ideological battles, and the Iron Curtain distorted these imaginations, while the advent of social media has accelerated transnational communication. Martynov explores how images transformed across generations and highlights the role of everyday life and mentality in shaping European identity. The book's analysis vividly depicts how image wars reflect deeper psychological and historical conflicts. For Ukrainians, European integration intertwines with the realities of war, challenging the notion of Europe as a peaceful haven. Yet there were others with a mass following whose role has faded from history. One such party was the Borotbisty, an inde-pendent party of Ukrainian revolutionary socialists seeking to achieve national liberation and social emancipation. Though widely known in revolutionary Europe in their day, the Borotbisty were decimated during the Stalinist holocaust in Ukraine. Out of print for over half a century this lost text by Ivan Maistrenko, the last survivor of this party provides a unique account. Part memoir and part history this is a thought provoking study which chal-lenges previous approaches to the revolution and shows how events in Ukraine decided the fate not only of the Russian Revolution but the upheavals in Europe at the time. Ivan Maistrenko's Borotbism is more than just a historical document. The debates during and after the 'Ukrainian revolution' of 1917 still have a contemporary relevance - and Ukrainian debate was especially rich because if extended beyond the ranks of the Bolsheviks to the 'national communist' parties, the Borotbisty and Ukapisty. Ukrainian 'national communism' proved ephemeral when reborn in the late 1980s and early 1990s, but ar-guably because it failed to reconnect with earlier polemics, being, as Maistrenko predicted in the 1950s, little more than a cover story for the nomenklatura to pursue its self-enrichment.The debate about the relative importance of national and/or social liberation is still of great importance, however, especially as Ukrainians arguably now have the former without the latter. In Putin's Russia, market capitalism has to struggle with the state, and the left has often been prisoner to imperial nostalgia. The popular hatred of 'oligarchs' is as visceral in Ukraine as it is in Russia, but these sentiments are currently better tapped by opposition politicians like Yuliia Tymoshenko and Yurii Lutsenko. Both are often dismissed as 'populists', but building a non-communist Ukrainian left remains as important a task today as it was in 1917 or 1954.Andrew Wilson, Senior Lecturer in Ukrainian Studies at the School of Slavonic & East European Studies, University College London
eu-and-the-south-caucasus-european-neighborhood-policies-between-eclecticism-and-book-daviti-mtchedlishvili-9783838217352
The EU and the South Caucasus: European Neighborhood Policies between Eclecticism and Pragmatism, 1991-2021
This book delves into the complex and often contradictory relations between the Southern Caucasus and European Union (EU). It covers the three periods of this relationship: the early contacts in the 1990s, the European Neighborhood Policy (ENP), and the Eastern Partnership Programme (EaP) that started in 2009. The book employs Europeanization theory and uses a mixed rationalist-constructivist framework as a complementary analytical instrument to decipher the two sides' behavior.

The study's findings show that the complex relationship between the EU and Caucasian states cannot be explained through either a purely constructivist or a purely rationalist theoretical framework. Both, material and social motives are discernible. Thus, rationalism and constructivism are complementary tools for explaining the relations between the EU and South Caucasus countries.

The rationalist perspective explains actors' preferences towards maximizing material utility and calculations by EU policymakers as to which strategy is most likely to advance the immediate interests of the EU in a given situation. This argument needs to be supplemented, however, with insights from constructivism. This approach emphasizes the universal nature of the values of the EU which are linked to internal dynamics in the EU and manifest themselves in the Union's relations with neighboring countries. The book finally illustrates how rational considerations, related to Russia's political and economic activities in the region, have determined the stances of the South Caucasus countries towards the EU.
transforming-the-administrative-matryoshka-the-reform-of-autonomous-okrugs-in-th-book-igor-okunev-9783838217215
Transforming the Administrative Matryoshka: The Reform of Autonomous Okrugs in the Russian Federation, 2003–2008
This volume delves into a key part of the comprehensive Russian administrative and territorial reform of the 2000s--the merger of six previously separate ethno-national regions into larger constituent entities of the Russian Federation. It deals with the accession of the Komi-Permyak, Taymyr Dolgano-Nenets, Evenk, Agin-Buryat, and Koryak Autonomous Okrugs to the Perm, Krasnoyarsk, Zabaykalsky, and Kamchatka Krais, and of the Ust-Orda Buryat Autonomous Okrug to the Irkutsk Oblast. In both management practice and mass media, the largely similar unifications were treated as unrelated initiatives emerging from inside the regions. The center did initially not offer a common institutional model of integration. The regions had to come up with individual formulas dealing with the merged districts. After the reform had slowed down, it turned out that the annexed territories had only in name obtained special statuses which are not backed by administrative or financial resources. The book addresses specialists in the fields of Russian studies, comparative federalism, and ethnic politics. At various times, this region was a former imperial Russia borderland, a province in interwar Romania, a republic in the Soviet Union, and ultimately a modern state where the interests of Moscow and the West collide. The book presents research on the historical preconditions and spread of the secessionist movement in Transnistria, the war in the Dniester River valley, and the diplomatic deadlock of the Transnistrian problem. It further examines the conflicting positions that political parties, the public, and experts have taken towards the problems that challenge the nation- and state-building processes in this post-Soviet state. Additional focal points include the reassertion of Russia's power in the post-Soviet space, Ukraine's effort to become a major political player in the region, and Romania's attempt to retrieve its influence in Moldova. This study demonstrates that separatism generates mutually exclusive nation-building projects on the territory of a single state, where pre-existing historical conditions and geopolitical realities interweave and impede the construction of a modern nation-state. It also evinces that international actors play a significant role in this process, and that they are dominant and superimposed on the local decision-makers. Moreover, domestic and external factors connected with nation-building policies often conflict with each other and hinder the development of a resolution of the so-called "frozen conflict" over Transnistria.
how-patronal-networks-shape-opportunities-for-local-citizen-participation-in-a-h-book-oleksandra-keudel-9783838216713
How Patronal Networks Shape Opportunities for Local Citizen Participation in a Hybrid Regime
Oleksandra Keudel proposes a novel explanation for why some local governments in hybrid regimes enable citizen participation while others restrict it. Against the backdrop of either competition or coordination between patronal networks in their localities, municipal leaders cherry-pick citizen participation mechanisms as a tactic to sustain their own access to resources and functions of local governments.

This argument is based on an in-depth comparative analysis of patronal network arrangements and the adoption of citizen participation mechanisms in five urban municipalities in Ukraine during 2015-2019: Chernivtsi, Kharkiv, Kropyvnytskyi, Lviv, and Odesa. Fifty-seven interviews with citizen participation experts, local politicians and officials, representatives of civil society and the media, as well as utilization of secondary analytical sources, official government data, and media reports provide a rich basis for an investigation of context-specific choices of municipal leaders that result in varying mechanisms for citizen participation.
This collection of studies investigates the political economy of international relations between the Soviet bloc (the "East") and the developing world (the "South"), spanning the entire post-Stalin era while focusing on the 1970s and 1980s.
