Noise by Hal Clement
Kainui is an ocean world, one of a pair of double planets circling a pair of binary stars. Linguist Mike Hoani has come there to study the language of the colonists. But the ocean is 1700 miles deep, and there's no solid ground anywhere, so the population is scattered on artificial floating islands.
