MICHAEL MORAN holds the WJM Mackenzie Chair in Government at the University of Manchester, UK. A Fellow of the British Academy, he is a past editor of Political Studies, and presently co-editor of Government and Opposition. His most recent book is The British Regulatory State (Oxford University Press, 2003).
