With the fall of the Berlin Wall and the end of the Cold War in 1990, the world suddenly felt a safer place. The triumph of the West promised a new era of peace and stability accompanied by an economic revolution based on new technology. In 1995 Robert Harvey published The Return of the Strong: The Drift to Global Disorder. In the wake of September 11, Harvey has revised his analysis of the dangers facing today's world and added far-reaching proposals for the reform of global security. In the first three parts he outlines the rise of the USA to its dominant position as the world's first megapower, describes the sources of instability that create global disorder and threaten world peace, and the dangers in the globalization of capitalism free from political control. The final part outlines reforms and actions that western democracies, particularly the USA, must undertake.

An all too timely revision of Robert Harvey's highly acclaimed The Return of the Strong - The Drift to Global Disorder published seven years ago in which he argued that the rise of ethnic nationalism, the globalisation of capitalism and a continual series of humanitarian and security crises posed grave dangers to international stability. His prognosis of possible disaster has of course proved well-founded, and, in this cogent analysis of the current global crisis, Harvey - a former Tory MP and a respected political writer - outlines the rise of America as the sole mega-superpower and sets out what he considers to be the sources of today's dangerous international conflicts. He suggests reforms and remedies that could be made by the Western democracies to bring global capitalism under some form of political control.

Robert Harvey is a former member of the House of Commons Foreign Affairs Committee, was assistant editor of the Economist, and foreign affairs leader writer for the Daily Telegraph. His books include The Underfeated: The Rise, Fall and Rise of Modern Japan, Portugal: Birth of a Democracy, Liberators and Cochrane.
