Cotter puts each one into context: his background before becoming a justice, his attitude towards his role as the justice in the center chair, and then his legacy. Each chief justice gets his due, not just the longest-serving chiefs. Cotter is non-judgmental, but raises the ethical and administrative problems each Chief Justice faced.
