Lord David Howell served in Margaret Thatcher's first cabinet, from 1979 to 1983, as Secretary of State for Energy and then for Transport. From 1987 to 1997 he was Chairman of the House of Commons Foreign Affairs Committee. He is an economist by training, and is currently Advisory Director of Warburg Dillon Read. He is the author of two books Freedom and Capital (1981) and Blind Victory (1985) and numerous pamphlets and articles.
