Kaplan was born in California and relocated to Virginia when she was seven years old, where she spent her childhood exploring in the woods and reading everything she could get her hands on on folklore. She graduated from the College of William & Mary with a BA in history and religious studies and an MLS from Florida State University. She now resides in Virginia with her family as a writer.
