Anthony B. L. Cheung is a Professor and former Head of the Department of Public and Social Administration at the City University of Hong Kong. He is also Associate Director in charge of the comparative public management research programme at the university's Centre for Comparative Public Management and Social Policy. Jane C. Y. Lee is the Chief Executive of the Hong Kong Policy Research Institute, a non-government policy think-tank. She is also a former Senior Lecturer and now an Honorary Research Fellow of the City University of Hong Kong.
