Mr Bear & The Bear by Frances Thomas
The man from the big house on the hill is called Mr Bear. He is always as cross as a bear. When the fair comes to town, he sees a muzzled and chained bear, jabbed with a stick to make him dance. It stirs him up, and the bear ends up on the cool grass, as he had always dreamed.
