The Shadow School by Briar Campbell
During the Cold War, the town of Haven Point had constructed a fallout shelter under its high school, which has since been abandoned. When one student finds a key to the shelter, he and a few others decide to see it for themselves. During their exploration, they meet a small group of people who claim that they have lived in the shelter since the 1980s. The headmistress among them, however, recognizes one teen's resemblance to his father. The characters slowly piece together how their two worlds are linked, and the link might be a girl who went missing in the 1980s. That girl had been severely bullied before she disappeared, and the headmistress was among those bullies.
