Pagano earned a bachelor's degree in electrical engineering and a doctorate in electrical engineering from Rensselaer Polytechnic Institute in 1956. In 1965, he received his Ph.D. in Biological Psychology from Yale University. From 1965 through 1989, he worked as an Assistant Professor and Associate Professor in the Department of Psychology at the University of Washington in Seattle. From 1990 to June 2000, he served as Associate Chairman of the University of Pittsburgh's Department of Neurology. He was the Director of Undergraduate Studies, the departmental adviser for undergraduate majors, taught both undergraduate and graduate statistics courses, and acted as a statistical consultant for departmental faculty while there, among other things.
Pagano has served as the Director of the Statistical Cores for two National Institutes of Health center projects in schizophrenia and Parkinson's illness. In June 2000, he left the University of Pittsburgh. Pagano spent almost thirty years teaching introductory statistics courses at the University of Washington and the University of Pittsburgh. He was a finalist for the Distinguished Teaching award at the University of Washington for his introductory statistics education.
