Martin Powell is Senior Lecturer in Social Policy in the Department of Social and Policy Sciences, University of Bath. He is the author of Evaluating the NHS (Open University Press, 1997) and editor of New Labour, New Welfare State? (Policy Press, 1999). He is the author of about fifty articles and book chapters concentrating largely in the areas of health policy and the history and evaluation of social policy.

Martin Hewitt was Senior Lecturer in Social Policy in the Department of Social Sciences, University of Hertfordshire. He is now Manager to the Social Policy Board at the Institute of Actuaries. He is author of Welfare, Ideology and Need (Harvester Wheatsheaf, 1992) and Welfare and Human Nature (Macmillan, 2000) and several articles and book chapters on welfare theory and social security.
