A.D. Winters was appointed Assistant Attorney General at the Louisiana Department of Justice in the Baton Rouge office. He has served in the Gaming and Civil Divisions, where he regulated, and prosecuting in the Licensing and Compliance sections. In the Civil Division, he drafted AG Opinions and represented various agencies throughout the state. He concluded his service in the Collections Section, where he civilly prosecuted on behalf of virtually every subdivision, agency, department, and institution of the State of Louisiana recovering millions for the state. A.D. Winters has written and lectured on topics across the legal spectrum. He has taught at Embry-Riddle Aeronautical University - Aviation Law and Business Law; Saint Leo University - Criminal Law and Counterterrorism Law; Florida Institute of Technology - Business Law, Logistics Policy, and Government Contracting; and Texas A&M University at Central Texas; Advanced Business Law and Legal Environment in Business. He moderated the American Bar Associations 2017 Conference on Cuba: 100 Days of Trump A Cuban Legal Perspective. He is a member of the ABA International Law Section; Baton Rouge Bar Association, Federal Bar Association, National Association of Attorneys General, and the National Association of District Attorneys He earned his B.S. in Business Management, in 1999 from Southern University, his J.D. in 2004 from SULC, and his two LL.M. in 2017 from University of Houston Law (1) International Law and (2) Energy, Environmental, and Natural Resources Law. He is a Spring 1998 initiate of Kappa Alpha Psi, Fraternity, Inc., a 2004 initiate of the American Inns of Courts; and member of Delta Theta Phi Legal Fraternity. He is admitted to the bars of the Louisiana, the U.S. Court of Appeals for the Fifth Circuit, U.S. Court of Appeals for Veterans Claims; Federal courts including Eastern, Western, and Middle District of Louisiana; Eastern, Northern, and Southern Districts of Texas; Western District of Tennessee and Accredited by the Office of General Counsel by the U.S. Dept. of Veterans Affairs.
