AMAN KHAN is Associate Professor of Political Science and Public Administration, Texas Tech University. He holds advanced degrees in planning and economics plus a doctorate in public administration. Previously Director of the Graduate Program in Public Administration at Texas Tech, he currently serves on the editorial boards of several professional journals, and edited an earlier Quorum book, Cost and Optimization in Government (2000).

W. BARTLEY HILDRETH is Regents Distinguished Professor of Public Finance in the Hugo Wall School of Urban and Public Affairs and the W. Frank Barton School of Business, Wichita State University. He is author of more than 150 articles, books, and book chapters, and has served as a city finance director and member of the National Council on State and Local Budgeting.
