Cameron substantiates the claim with case studies of individuals whose lives have been ruined by a combination of systemic flaws and maladministration: from a woman imprisoned for failure to pay a small debt, to a policeman hounded by the CSA. Most of these cases are genuinely shocking, and Cameron is able to make them resonate with her larger theme. It's a timely and ambitious book, though one which does risk seeming to protest too much.
