The Closing Move by Jay Edson
The political, economic and military elites of the world have combined their resources and initiated the Third World War in order to cull the population in preparation for establishing a global technocracy. The story begins shortly after the war is complete, and the survivors are still experiencing the effects of the nuclear winter.
