Julian E.Kulski was born in Warsaw, Poland, in 1929. Yale University (M.Arch) and Warsaw Institute of Technology (Ph.D.) graduate. Kulski is a semi-retired architect who previously taught at the University of Pennsylvania. universities and worked as a consultant for the World Bank. He has a long list of publications and is a regular speaker. Kulski is a Washington, D.C. resident.
