ROBERT KAGAN served in the State Department from 1984 to 1998. He is the author of Paradise and Power and co-editor with William Kristol, of Present Dangers: Crisis and Opportunity in American Foreign and Defence Policy. He is senior associate at the Carnegie Endowment for International Peace. He lives in Brussels with his wife and two children.
