Mr. Chung was born in Macao. He graduated from St. Stephen’s College, Stanley in 1963. He obtained a degree in fisheries management from California State University at Humboldt in 1968 and 13 years later he attended the Stanford Executive Program at Stanford University in 1981. He obtained a Master of Fine Art from Royal Melbourne Institute of Technology University in 2005.
