G.R. BERRIDGE is Professor of International Politics at the University of Leicester. His previous works include South Africa, the Colonial Powers and 'African Defence' (1992) and Talking to the Enemy (1994). He is an Associate Editor of the New Dictionary of National Biography and General Editor of the Macmillan/St Martin's Press Studies in Diplomacy Series.

ALAN JAMES is Emeritus Professor of International Relations at Keele University. His previous works include Sovereign Statehood (1986) and States in a Changing World (ed. with Robert Jackson, 1993).
